 1        AN ACT concerning conveyances.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Conveyances  Act  is  amended  by  adding
 5    Section 35d as follows:

 6        (765 ILCS 5/35d new)
 7        Sec. 35d.  Execution; permanent index number. In a county
 8    with  3,000,000  or  more  inhabitants,  whenever any deed or
 9    instrument  of  conveyance  is  executed,  the   grantor   of
10    residential   property  shall  provide  the  grantee  of  the
11    property with an individual permanent index number or numbers
12    that specifically represent the  legal  description  provided
13    for in the deed.  If the individual permanent index number or
14    numbers  do not specifically represent the legal description,
15    the grantor shall provide proof that:
16             (1)  an application for division, which will  result
17        in  a  permanent index number or numbers corresponding to
18        the legal description, has been  filed  with  the  county
19        assessor; or
20             (2)  a plat of subdivision has been recorded; or
21             (3)  a condominium declaration has been recorded.
22        A  receipt  from  the  county assessor confirming that an
23    application  for  division  has  been  filed  and  meets  the
24    requirements set by the county assessor shall  be  deemed  as
25    evidence of a proper application for division.  The grantor's
26    failure  to  provide the corresponding permanent index number
27    shall not invalidate the  instrument.   However,  failure  to
28    meet  these  requirements  shall  result in the grantor being
29    personally liable  to  the  grantee  for  taxes  pursuant  to
30    Section  1-145  of  the Property Tax Code and attorney's fees
31    until these requirements are met.

 1        Section 99.  Effective date.  This Act takes effect  upon
 2    becoming law.
