 1                    AMENDMENT TO HOUSE BILL 1810

 2        AMENDMENT NO.     .  Amend House Bill  1810  on  page  1,
 3    line   1,   by   replacing   "public   funds."   with  "local
 4    government."; and

 5    on page 2, line 28, by  replacing  "Section  3.1-35-65"  with
 6    "Sections 3.1-10-6 and 3.1-35-65"; and

 7    on  page  2,  immediately  below  line  28,  by inserting the
 8    following:

 9        "(65 ILCS 5/3.1-10-6)
10        Sec. 3.1-10-6.  Qualifications; appointive office.
11        (a)  No person  shall  be  eligible  for  any  appointive
12    municipal office unless that person is a qualified elector of
13    the municipality or otherwise provided by law.
14        (b)  The residency requirements do not apply, however, to
15    municipal  engineers,  health  officers,  attorneys, or other
16    officers who require  technical  training  or  knowledge,  to
17    appointed village treasurers, to appointed village clerks, or
18    to  appointed  city or village collectors (unless the city or
19    village has designated by ordinance that the city or  village
20    clerk shall also hold the office of collector).
21        (c)  Except for incorporated towns that have superseded a
22    civil  township,  municipalities  having  a population of not

 1    more than 500,000 may adopt ordinances that allow firemen and
 2    policemen to reside outside of the corporate  limits  of  the
 3    municipality  by  which they are employed both at the time of
 4    appointment and while serving as a fireman or policeman.

 6    on page 4,  immediately  below  line  13,  by  inserting  the
 7    following:

 8        "Section 99.  Effective date.  This Act takes effect upon
 9    becoming law.".
