1 AMENDMENT TO HOUSE BILL 1436
2 AMENDMENT NO. . Amend House Bill 1436 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by changing
5 Sections 21-2, 21-14, and 21-16 as follows:
6 (105 ILCS 5/21-2) (from Ch. 122, par. 21-2)
7 Sec. 21-2. Grades of certificates.
8 (a) Until February 15, 2000, All certificates issued
9 under this Article shall be State certificates valid, except
10 as limited in Section 21-1, in every school district coming
11 under the provisions of this Act and shall be limited in time
12 and designated as follows: Provisional vocational
13 certificate, temporary provisional vocational certificate,
14 early childhood certificate, elementary school certificate,
15 special certificate, secondary high school certificate,
16 school service personnel certificate, administrative
17 certificate, provisional certificate, and substitute
18 certificate. The requirement of student teaching under close
19 and competent supervision for obtaining a teaching
20 certificate may be waived by the State Teacher Certification
21 Board upon presentation to the Board by the teacher of
22 evidence of 5 years successful teaching experience on a valid

1 certificate and graduation from a recognized institution of
2 higher learning with a bachelor's degree with not less than
3 120 semester hours and a minimum of 16 semester hours in
4 professional education.
5 (b) Initial Teaching Certificate. Beginning February 15,
6 2000, Persons who (1) have completed an approved teacher
7 preparation program, (2) are recommended by an approved
8 teacher preparation program, (3) have successfully completed
9 the Initial Teaching Certification examinations required by
10 the State Board of Education, and (4) have met all other
11 criteria established by the State Board of Education in
12 consultation with the State Teacher Certification Board,
13 shall be issued an Initial Teaching Certificate valid for 4
14 years of teaching, as defined in Section 21-14 of this Code.
15 Initial Teaching Certificates shall be issued for categories
16 corresponding to Early Childhood, Elementary, Secondary, and
17 Special K-12, with special certification designations for
18 Special Education, Bilingual Education, fundamental learning
19 areas (including Language Arts, Reading, Mathematics,
20 Science, Social Science, Physical Development and Health,
21 Fine Arts, and Foreign Language), and other areas designated
22 by the State Board of Education, in consultation with the
23 State Teacher Certification Board.
24 (c) Standard Certificate. Beginning February 15, 2000,
25 (1) Persons who (i) (1) have completed 4 years of
26 teaching, as defined in Section 21-14 of this Code, with an
27 Initial Certificate or an Initial Alternative Teaching
28 Certificate and have met all other criteria established by
29 the State Board of Education in consultation with the State
30 Teacher Certification Board, (ii) (2) have completed 4 years
31 of teaching on a valid equivalent certificate in another
32 State or territory of the United States, or have completed 4
33 years of teaching in a nonpublic Illinois elementary or
34 secondary school with an Initial Certificate or an Initial

1 Alternative Teaching Certificate, and have met all other
2 criteria established by the State Board of Education, in
3 consultation with the State Teacher Certification Board, or
4 (iii) (3) were issued teaching certificates prior to February
5 15, 2000 and are renewing those certificates after February
6 15, 2000, shall be issued a Standard Certificate valid for 5
7 years, which may be renewed thereafter every 5 years by the
8 State Teacher Certification Board based on proof of
9 continuing education or professional development. Beginning
10 July 1, 2003, persons who have completed 4 years of teaching,
11 as described in clauses (i) (1) and (ii) (2) of this
12 paragraph (1) subsection (c), have successfully completed
13 the requirements of paragraphs (2) through (4) of this
14 subsection (c) Standard Teaching Certificate Examinations,
15 and have met all other criteria established by the State
16 Board of Education, in consultation with the State Teacher
17 Certification Board, shall be issued Standard Certificates.
18 Standard Certificates shall be issued for categories
19 corresponding to Early Childhood, Elementary, Secondary, and
20 Special K-12, with special certification designations for
21 Special Education, Bilingual Education, fundamental learning
22 areas (including Language Arts, Reading, Mathematics,
23 Science, Social Science, Physical Development and Health,
24 Fine Arts, and Foreign Language), and other areas designated
25 by the State Board of Education, in consultation with the
26 State Teacher Certification Board.
27 (2) This paragraph (2) applies only to those persons
28 required to successfully complete the requirements of this
29 paragraph under paragraph (1) of this subsection (c). In
30 order to receive a Standard Teaching Certificate, a person
31 must satisfy one of the following requirements, which the
32 person must identify, in writing, as the requirement that the
33 person has chosen to satisfy to the responsible local
34 professional development committee established pursuant to

1 subsection (f) of Section 21-14 of this Code:
2 (A) Completion of a program of induction and
3 mentoring for new teachers that is based upon a specific
4 plan approved by the State Board of Education, in
5 consultation with the State Teacher Certification Board.
6 The plan must describe the role of mentor teachers, the
7 criteria and process for their selection, and how all the
8 following components are to be provided:
9 (i) Assignment of a formally trained mentor
10 teacher to each new teacher for a specified period
11 of time, which shall be established by the employing
12 school or school district but shall be at least 2
13 school years in duration, provided that a mentor
14 teacher may not directly or indirectly participate
15 in the evaluation of a new teacher pursuant to
16 Article 24A of this Code or the evaluation procedure
17 of the school.
18 (ii) Formal mentoring for each new teacher.
19 (iii) Support for each new teacher in relation
20 to the Illinois Professional Teaching Standards, the
21 content-area standards applicable to the new
22 teacher's area of certification, and any applicable
23 local school improvement and professional
24 development plans.
25 (iv) Professional development specifically
26 designed to foster the growth of each new teacher's
27 knowledge and skills.
28 (v) Formative assessment that is based on the
29 Illinois Professional Teaching Standards and
30 designed to provide feedback to the new teacher and
31 opportunities for reflection on his or her
32 performance, which must not be used directly or
33 indirectly in any evaluation of a new teacher
34 pursuant to Article 24A of this Code or the

1 evaluation procedure of the school and which must
2 include the activities specified in clauses (B)(i),
3 (B)(ii), and (B)(iii) of this paragraph (2).
4 (vi) Assignment of responsibility for
5 coordination of the induction and mentoring program
6 within each school district participating in the
7 program.
8 (B) Successful completion of 4 semester hours of
9 graduate-level coursework on the assessment of one's own
10 performance in relation to the Illinois Professional
11 Teaching Standards. The coursework must be approved by
12 the State Board of Education, in consultation with the
13 State Teacher Certification Board; must be offered either
14 by an institution of higher education, by such an
15 institution in partnership with a teachers' association
16 or union or with a regional office of education, or by
17 another entity authorized to issue college credit; and
18 must include demonstration of performance through all of
19 the following activities for each of the Illinois
20 Professional Teaching Standards:
21 (i) Observation, by the course instructor or
22 another experienced teacher, of the new teacher's
23 classroom practice (the observation may be recorded
24 for later viewing) for the purpose of identifying
25 and describing how the new teacher made content
26 meaningful for students; how the teacher motivated
27 individuals and the group and created an environment
28 conducive to positive social interactions, active
29 learning, and self-motivation; what instructional
30 strategies the teacher used to encourage students'
31 development of critical thinking, problem solving,
32 and performance; how the teacher communicated using
33 written, verbal, nonverbal, and visual communication
34 techniques; and how the teacher maintained standards

1 of professional conduct and provided leadership to
2 improve students' learning.
3 (ii) Review and analysis, by the course
4 instructor or another experienced teacher, of
5 written documentation (i.e., lesson plans,
6 assignments, assessment instruments, and samples of
7 students' work) prepared by the new teacher for at
8 least 2 lessons. The documentation must provide
9 evidence of classroom performance related to
10 Illinois Professional Teaching Standards 1 through
11 9, with an emphasis on how the teacher used his or
12 her understanding of students, assessment data, and
13 subject matter to decide on learning goals; how the
14 teacher designed or selected activities and
15 instructional materials and aligned instruction to
16 the relevant Illinois Learning Standards; how the
17 teacher adapted or modified curriculum to meet
18 individual students' needs; and how the teacher
19 sequenced instruction and designed or selected
20 student assessment strategies.
21 (iii) Demonstration of professional expertise
22 on the part of the new teacher in reflecting on his
23 or her practice, which was observed under clause
24 (B)(i) of this paragraph (2) and documented under
25 clause (B)(ii) of this paragraph (2), in terms of
26 teaching strengths, weaknesses, and implications for
27 improvement according to the Illinois Professional
28 Teaching Standards.
29 (C) Successful completion of a minimum of 4
30 semester hours of graduate-level coursework addressing
31 preparation to meet the requirements for certification by
32 the National Board for Professional Teaching Standards
33 (NBPTS). The coursework must be approved by the State
34 Board of Education, in consultation with the State

1 Teacher Certification Board, and must be offered either
2 by an institution of higher education, by such an
3 institution in partnership with a teachers' association
4 or union or with a regional office of education, or by
5 another entity authorized to issue college credit. The
6 course must address the 5 NBPTS Core Propositions and
7 relevant standards through such means as the following:
8 (i) Observation, by the course instructor or
9 another experienced teacher, of the new teacher's
10 classroom practice (the observation may be recorded
11 for later viewing) for the purpose of identifying
12 and describing how the new teacher made content
13 meaningful for students; how the teacher motivated
14 individuals and the group and created an environment
15 conducive to positive social interactions, active
16 learning, and self-motivation; what instructional
17 strategies the teacher used to encourage students'
18 development of critical thinking, problem solving,
19 and performance; how the teacher communicated using
20 written, verbal, nonverbal, and visual communication
21 techniques; and how the teacher maintained standards
22 of professional conduct and provided leadership to
23 improve students' learning.
24 (ii) Review and analysis, by the course
25 instructor or another experienced teacher, of
26 written documentation (i.e., lesson plans,
27 assignments, assessment instruments, and samples of
28 students' work) prepared by the new teacher for at
29 least 2 lessons. The documentation must provide
30 evidence of classroom performance, including how the
31 teacher used his or her understanding of students,
32 assessment data, and subject matter to decide on
33 learning goals; how the teacher designed or selected
34 activities and instructional materials and aligned

1 instruction to the relevant Illinois Learning
2 Standards; how the teacher adapted or modified
3 curriculum to meet individual students' needs; and
4 how the teacher sequenced instruction and designed
5 or selected student assessment strategies.
6 (iii) Demonstration of professional expertise
7 on the part of the new teacher in reflecting on his
8 or her practice, which was observed under clause
9 (C)(i) of this paragraph (2) and documented under
10 clause (C)(ii) of this paragraph (2), in terms of
11 teaching strengths, weaknesses, and implications for
12 improvement.
13 (D) Receipt of an advanced degree from an
14 accredited institution of higher education in an
15 education-related field, provided that at least 8
16 semester hours of the coursework completed count toward a
17 degree, certificate, or endorsement in a teaching field.
18 (E) Accumulation of 60 continuing professional
19 development units (CPDUs), earned by completing selected
20 activities that comply with paragraphs (3) and (4) of
21 this subsection (c). However, for an individual who holds
22 an Initial Teaching Certificate on the effective date of
23 this amendatory Act of the 92nd General Assembly, the
24 number of CPDUs shall be reduced to reflect the teaching
25 time remaining on the Initial Teaching Certificate.
26 (F) Completion of a nationally normed,
27 performance-based assessment, if made available by the
28 State Board of Education in consultation with the State
29 Teacher Certification Board, provided that the cost to
30 the person shall not exceed the cost of the coursework
31 described in clause (B) of this paragraph (2).
32 (3) This paragraph (3) applies only to those persons
33 required to successfully complete the requirements of this
34 paragraph under paragraph (1) of this subsection (c). At

1 least one-half the CPDUs a person must accrue in order to
2 qualify for a Standard Teaching Certificate must be earned
3 through completion of coursework, workshops, seminars,
4 conferences, and other similar training events that are
5 pre-approved by the State Board of Education, in consultation
6 with the State Teacher Certification Board, for the purpose
7 of reflection on teaching practices in order to address all
8 of the Illinois Professional Teaching Standards necessary to
9 obtain a Standard Teaching Certificate. These activities must
10 meet all of the following requirements:
11 (A) Each activity must be designed to advance a
12 person's knowledge and skills in relation to one or more
13 of the Illinois Professional Teaching Standards or in
14 relation to the content-area standards applicable to the
15 teacher's field of certification.
16 (B) Taken together, the activities completed must
17 address each of the Illinois Professional Teaching
18 Standards as provided in clauses (B)(i), (B)(ii), and
19 (B)(iii) of paragraph (2) of this subsection (c).
20 (C) Each activity must be provided by an entity
21 approved by the State Board of Education, in consultation
22 with the State Teacher Certification Board, for this
23 purpose.
24 (D) Each activity, integral to its successful
25 completion, must require participants to demonstrate the
26 degree to which they have acquired new knowledge or
27 skills, such as through performance, through preparation
28 of a written product, through assembling samples of
29 students' or teachers' work, or by some other means that
30 is appropriate to the subject matter of the activity.
31 (E) One CPDU shall be available for each hour of
32 direct participation by a holder of an Initial Teaching
33 Certificate in a qualifying activity. An activity may be
34 attributed to more than one of the Illinois Professional

1 Teaching Standards, but credit for any activity shall be
2 counted only once.
3 (4) This paragraph (4) applies only to those persons
4 required to successfully complete the requirements of this
5 paragraph under paragraph (1) of this subsection (c). The
6 balance of the CPDUs a person must accrue in order to qualify
7 for a Standard Teaching Certificate, in combination with
8 those earned pursuant to paragraph (3) of this subsection
9 (c), may be chosen from among the following, provided that an
10 activity listed in clause (C) of this paragraph (4) shall be
11 creditable only if its provider is approved for this purpose
12 by the State Board of Education, in consultation with the
13 State Teacher Certification Board:
14 (A) Collaboration and partnership activities
15 related to improving a person's knowledge and skills as a
16 teacher, including all of the following:
17 (i) Peer review and coaching.
18 (ii) Mentoring in a formal mentoring program,
19 including service as a consulting teacher
20 participating in a remediation process formulated
21 under Section 24A-5 of this Code.
22 (iii) Facilitating parent education programs
23 directly related to student achievement for a
24 school, school district, or regional office of
25 education.
26 (iv) Participating in business, school, or
27 community partnerships directly related to student
28 achievement.
29 (B) Teaching college or university courses in areas
30 relevant to a teacher's field of certification, provided
31 that the teaching may only be counted once during the
32 course of 4 years.
33 (C) Conferences, workshops, institutes, seminars,
34 and symposiums related to improving a person's knowledge

1 and skills as a teacher, including all of the following:
2 (i) Completing non-university credit directly
3 related to student achievement, the Illinois
4 Professional Teaching Standards, or content-area
5 standards.
6 (ii) Participating in or presenting at
7 workshops, seminars, conferences, institutes, and
8 symposiums.
9 (iii) Training as external reviewers for the
10 State Board of Education.
11 (iv) Training as reviewers of university
12 teacher preparation programs.
13 (D) Other educational experiences related to
14 improving a person's knowledge and skills as a teacher,
15 including all of the following:
16 (i) Participating in action research and
17 inquiry projects.
18 (ii) Observing programs or teaching in
19 schools, related businesses, or industry that is
20 systematic, purposeful, and relevant to a teacher's
21 field of certification.
22 (iii) Participating in study groups related to
23 student achievement, the Illinois Professional
24 Teaching Standards, or content-area standards.
25 (iv) Participating in work/learn programs or
26 internships.
27 (v) Developing a portfolio of students' and
28 teacher's work.
29 (E) Professional leadership experiences related to
30 improving a person's knowledge and skills as a teacher,
31 including all of the following:
32 (i) Participating in curriculum development or
33 assessment activities at the school, school district,
34 regional office of education, State, or national level.

1 (ii) Participating in team or department
2 leadership in a school or school district.
3 (iii) Participating on external or internal
4 school or school district review teams.
5 (iv) Publishing educational articles, columns,
6 or books relevant to a teacher's field of
7 certification.
8 (v) Participating in non-strike related
9 activities of a professional association or labor
10 organization that are related to professional
11 development.
12 (5) A person must complete his or her chosen requirement
13 under paragraph (2) of this subsection (c) before the
14 expiration of his or her Initial Teaching Certificate and
15 must submit evidence of having done so to the local
16 professional development committee. Within 30 days after
17 receipt of a person's evidence of completion, the local
18 professional development committee shall forward the evidence
19 of completion to the responsible regional superintendent of
20 schools along with the local professional development
21 committee's recommendation, based on that evidence, as to
22 whether the person is eligible to receive a Standard Teaching
23 Certificate. The local professional development committee
24 shall provide a copy of this recommendation to the affected
25 person.
26 The regional superintendent of schools shall review the
27 evidence of completion submitted by a person and, based upon
28 compliance with all of the requirements for receipt of a
29 Standard Teaching Certificate, shall forward to the State
30 Board of Education a recommendation for issuance or
31 non-issuance. The regional superintendent of schools shall
32 notify the affected person of the recommendation forwarded.
33 Upon review of a regional superintendent of school's
34 recommendations, the State Board of Education shall issue

1 Standard Teaching Certificates to those who qualify and shall
2 notify a person, in writing, of a decision denying a Standard
3 Teaching Certificate. Any decision denying issuance of a
4 Standard Teaching Certificate to a person may be appealed to
5 the State Teacher Certification Board.
6 (6) The State Board of Education, in consultation with
7 the State Teacher Certification Board, may adopt rules to
8 implement this subsection (c) and may periodically evaluate
9 any of the methods of qualifying for a Standard Teaching
10 Certificate described in this subsection (c).
11 (d) Master Certificate. Beginning February 15, 2000,
12 Persons who have successfully achieved National Board
13 certification through the National Board for Professional
14 Teaching Standards shall be issued a Master Certificate,
15 valid for 10 years and renewable thereafter every 10 years
16 through compliance with requirements set forth by the State
17 Board of Education, in consultation with the State Teacher
18 Certification Board. However, each teacher who holds a
19 Master Certificate shall be eligible for a teaching position
20 in this State in the areas for which he or she holds a Master
21 Certificate without satisfying any other requirements of this
22 Code, except for those requirements pertaining to criminal
23 background checks. A teacher who holds a Master Certificate
24 shall be deemed to meet State certification renewal
25 requirements in the area or areas for which he or she holds a
26 Master Certificate for the 10-year term of the teacher's
27 Master Certificate.

32 Sec. 21-14. Registration and renewal of certificates.
33 (a) A limited four-year certificate or a certificate

1 issued after July 1, 1955, shall be renewable at its
2 expiration or within 60 days thereafter by the county
3 superintendent of schools having supervision and control over
4 the school where the teacher is teaching upon certified
5 evidence of meeting the requirements for renewal as required
6 by this Act and prescribed by the State Board of Education in
7 consultation with the State Teacher Certification Board. An
8 elementary supervisory certificate shall not be renewed at
9 the end of the first four-year period covered by the
10 certificate unless the holder thereof has filed certified
11 evidence with the State Teacher Certification Board that he
12 has a master's degree or that he has earned 8 semester hours
13 of credit in the field of educational administration and
14 supervision in a recognized institution of higher learning.
15 The holder shall continue to earn 8 semester hours of credit
16 each four-year period until such time as he has earned a
17 master's degree.
18 All certificates not renewed or registered as herein
19 provided shall lapse after a period of 5 years from the
20 expiration of the last year of registration. Such
21 certificates may be reinstated for a one year period upon
22 payment of all accumulated registration fees. Such
23 reinstated certificates shall only be renewed: (1) by earning
24 5 semester hours of credit in a recognized institution of
25 higher learning in the field of professional education or in
26 courses related to the holder's contractual teaching duties;
27 or (2) by presenting evidence of holding a valid regular
28 certificate of some other type. Any certificate may be
29 voluntarily surrendered by the certificate holder. A
30 voluntarily surrendered certificate shall be treated as a
31 revoked certificate.
32 (b) When those teaching certificates issued before
33 February 15, 2000 are renewed for the first time after
34 February 15, 2000, all such teaching certificates shall be

1 exchanged for Standard Teaching Certificates as provided in
2 subsection (c) of Section 21-2. All Initial and Standard
3 Teaching Certificates, including those issued to persons who
4 previously held teaching certificates issued before February
5 15, 2000, shall be renewable under the conditions set forth
6 in this subsection (b).
7 Initial Teaching Certificates are nonrenewable and are
8 valid for 4 years of teaching. Standard Teaching
9 Certificates are renewable every 5 years as provided in
10 subsection (c) of Section 21-2 and subsection (c) of this
11 Section. For purposes of this Section, "teaching" is defined
12 as employment and performance of services in an Illinois
13 public or State-operated elementary school, secondary school,
14 or cooperative or joint agreement with a governing body or
15 board of control, in a certificated teaching position, or a
16 charter school operating in compliance with the Charter
17 Schools Law.
18 (c) In compliance with subsection (c) of Section 21-2 of
19 this Code, which provides that a Standard Teaching
20 Certificate may be renewed by the State Teacher Certification
21 Board based upon proof of continuing professional
22 development, the State Board of Education and the State
23 Teacher Certification Board shall jointly:
24 (1) establish a procedure for renewing Standard
25 Teaching Certificates, which shall include but not be
26 limited to annual timelines for the renewal process and
27 the components set forth in subsections (d) through (k)
28 of this Section;
29 (2) establish the standards for certificate
30 renewal;
31 (3) approve the providers of continuing
32 professional development activities;
33 (4) determine the maximum credit for each category
34 of continuing professional development activities, based

1 upon recommendations submitted by a continuing
2 professional development activity task force, which shall
3 consist of 6 staff members from the State Board of
4 Education, appointed by the State Superintendent of
5 Education, and 6 teacher representatives, 3 of whom are
6 selected by the Illinois Education Association and 3 of
7 whom are selected by the Illinois Federation of Teachers;
8 (5) designate the type and amount of documentation
9 required to show that continuing professional development
10 activities have been completed; and
11 (6) provide, on a timely basis to all Illinois
12 teachers, certificate holders, regional superintendents
13 of schools, school districts, and others with an interest
14 in continuing professional development, information about
15 the standards and requirements established pursuant to
16 this subsection (c).
17 (d) Any Standard Teaching Certificate held by an
18 individual employed and performing services in an Illinois
19 public or State-operated elementary school, secondary school,
20 or cooperative or joint agreement with a governing body or
21 board of control in a certificated teaching position or a
22 charter school in compliance with the Charter Schools Law
23 must be maintained Valid and Active through certificate
24 renewal activities specified in the certificate renewal
25 procedure established pursuant to subsection (c) of this
26 Section, provided that a holder of a Valid and Active
27 certificate who is only employed on either a part-time basis
28 or day-to-day basis as a substitute teacher shall pay only
29 the required registration fee to renew his or her certificate
30 and maintain it as Valid and Active. All other Standard
31 Teaching Certificates held may be maintained as Valid and
32 Exempt through the registration process provided for in the
33 certificate renewal procedure established pursuant to
34 subsection (c) of this Section. A Valid and Exempt

1 certificate must be immediately activated, through procedures
2 developed jointly by the State Board of Education and the
3 State Teacher Certification Board, upon the certificate
4 holder becoming employed and performing services in an
5 Illinois public or State-operated elementary school,
6 secondary school, or cooperative or joint agreement with a
7 governing body or board of control in a certificated teaching
8 position or a charter school operating in compliance with the
9 Charter Schools Law. A holder of a Valid and Exempt
10 certificate may activate his or her certificate through
11 procedures provided for in the certificate renewal procedure
12 established pursuant to subsection (c) of this Section.
13 (e)(1) A Standard Teaching Certificate that has been
14 maintained as Valid and Active for the 5 years of the
15 certificate's validity shall be renewed as Valid and Active
16 upon the certificate holder: (i) completing an advanced
17 degree from an approved institution in an education-related
18 field; (ii) completing at least 8 semester hours of
19 coursework as described in subdivision (B) (A) of paragraph
20 (3) of this subsection (e); (iii) (ii) earning at least 24
21 continuing education units as described in subdivision (C)
22 (B) of paragraph (3) of this subsection (e); (iv) (iii)
23 completing the National Board for Professional Teaching
24 Standards process as described in subdivision (D) (C) of
25 paragraph (3) of this subsection (e); or (v) (iv) earning 120
26 continuing professional development units ("CPDU") as
27 described in subdivision (E) (D) of paragraph (3) of this
28 subsection (e). The maximum continuing professional
29 development units for each continuing professional
30 development activity identified in subdivisions (F) (E)
31 through (J) (I) of paragraph (3) of this subsection (e) shall
32 be jointly determined by the State Board of Education and the
33 State Teacher Certification Board. If, however, the
34 certificate holder has maintained the certificate as Valid

1 and Exempt for a portion of the 5-year period of validity,
2 the number of continuing professional development units
3 needed to renew the certificate as Valid and Active shall be
4 proportionately reduced by the amount of time the certificate
5 was Valid and Exempt. Furthermore, if a certificate holder is
6 employed and performs teaching services on a part-time basis
7 for all or a portion of the certificate's 5-year period of
8 validity, the number of continuing professional development
9 units needed to renew the certificate as Valid and Active
10 shall be reduced by 50% for the amount of time the
11 certificate holder has been employed and performed teaching
12 services on a part-time basis. Part-time shall be defined as
13 less than 50% of the school day or school term.
14 (2) Each Valid and Active Standard Teaching Certificate
15 holder shall develop a certificate renewal plan for
16 satisfying the continuing professional development
17 requirement provided for in subsection (c) of Section 21-2 of
18 this Code. Certificate holders with multiple certificates
19 shall develop a certificate renewal plan that addresses only
20 that certificate or those certificates that are required of
21 his or her certificated teaching position, if the certificate
22 holder is employed and performing services in an Illinois
23 public or State-operated elementary school, secondary school,
24 or cooperative or joint agreement with a governing body or
25 board of control, or that certificate or those certificates
26 most closely related to his or her teaching position, if the
27 certificate holder is employed in a charter school. Except
28 as otherwise provided in this subsection (e), a certificate
29 renewal plan shall include a minimum of 3 individual
30 improvement goals developed by the certificate holder and
31 shall reflect purposes (A), (B), and (C) and may reflect
32 purpose (D) of the following continuing professional
33 development purposes:
34 (A) Advance both the certificate holder's knowledge

1 and skills as a teacher consistent with the Illinois
2 Professional Teaching Standards and the Illinois Content
3 Area Standards in the certificate holder's areas of
4 certification, endorsement, or teaching assignment in
5 order to keep the certificate holder current in those
6 areas.
7 (B) Develop the certificate holder's knowledge and
8 skills in areas determined to be critical for all
9 Illinois teachers, as defined by the State Board of
10 Education, known as "State priorities".
11 (C) Address the knowledge, skills, and goals of the
12 certificate holder's local school improvement plan, if
13 the teacher is employed in an Illinois public or
14 State-operated elementary school, secondary school, or
15 cooperative or joint agreement with a governing body or
16 board of control.
17 (D) Expand the certificate holder's knowledge and
18 skills in an additional teaching field or toward the
19 acquisition of another teaching certificate, endorsement,
20 or relevant education degree.
21 A certificate renewal plan must include a description of how
22 these goals are to be achieved and an explanation of selected
23 continuing professional development activities to be
24 completed, each of which must meet one or more of the
25 continuing professional development purposes specified in
26 this paragraph (2). The plan shall identify potential
27 activities and include projected timelines for those
28 activities that will assure completion of the plan before the
29 expiration of the 5-year validity of the Standard Teaching
30 Certificate. Except as otherwise provided in this subsection
31 (e), at least 50% of continuing professional development
32 units must relate to purposes (A) and (B) set forth in this
33 paragraph (2): the advancement of a certificate holder's
34 knowledge and skills as a teacher consistent with the

1 Illinois Professional Teaching Standards and the Illinois
2 Content Area Standards in the certificate holder's areas of
3 certification, endorsement, or teaching assignment in order
4 to keep the certificate holder current in those areas and the
5 development of a certificate holder's knowledge and skills in
6 the State priorities that exist at the time the certificate
7 renewal plan is developed.
8 (3) Continuing professional development activities
9 included in a certificate renewal plan may include, but are
10 not limited to, the following activities:
11 (A) completion of an advanced degree from an
12 approved institution in an education-related field;
13 (B) (A) at least 8 semester hours of coursework in
14 an approved education-related program, of which at least
15 2 semester hours relate to the continuing professional
16 development purpose set forth in purpose (A) of paragraph
17 (2) of this subsection (e), provided that such a plan
18 need not include any other continuing professional
19 development activities nor reflect or contain activities
20 related to the other continuing professional development
21 purposes set forth in paragraph (2) of this subsection
22 (e);
23 (C) (B) continuing education units that satisfy the
24 continuing professional development purposes set forth in
25 paragraph (2) of this subsection (e), with each
26 continuing education unit equal to 5 clock hours,
27 provided that a plan that includes at least 24 continuing
28 education units (or 120 clock/contact hours) need not
29 include any other continuing professional development
30 activities;
31 (D) (C) completion of the National Board of
32 Professional Teaching Standards ("NBPTS") process,
33 provided that a plan that includes completion of the
34 NBPTS process need not include any other continuing

1 professional development activities nor reflect or
2 contain activities related to the continuing professional
3 development purposes set forth in paragraph (2) of
4 subsection (e) of this Section;
5 (E) (D) completion of 120 continuing professional
6 development units that satisfy the continuing
7 professional development purposes set forth in paragraph
8 (2) of this subsection (e) and may include without
9 limitation the activities identified in subdivisions (F)
10 (E) through (J) (I) of this paragraph (3);
11 (F) (E) collaboration and partnership activities
12 related to improving the teacher's knowledge and skills
13 as a teacher, including the following:
14 (i) participating on collaborative planning
15 and professional improvement teams and committees;
16 (ii) peer review and coaching;
17 (iii) mentoring in a formal mentoring program,
18 including service as a consulting teacher
19 participating in a remediation process formulated
20 under Section 24A-5 of this Code;
21 (iv) participating in site-based management or
22 decision making teams, relevant committees, boards,
23 or task forces directly related to school
24 improvement plans;
25 (v) coordinating community resources in
26 schools, if the project is a specific goal of the
27 school improvement plan;
28 (vi) facilitating parent education programs
29 for a school, school district, or regional office of
30 education directly related to student achievement or
31 school improvement plans;
32 (vii) participating in business, school, or
33 community partnerships directly related to student
34 achievement or school improvement plans; or

1 (viii) supervising a student teacher or
2 teacher education candidate in clinical supervision,
3 provided that the supervision may only be counted
4 once during the course of 5 years;
5 (G) (F) college or university coursework related to
6 improving the teacher's knowledge and skills as a teacher
7 as follows:
8 (i) completing undergraduate or graduate
9 credit earned from a regionally accredited
10 institution in coursework relevant to the
11 certificate area being renewed, including coursework
12 that incorporates induction activities and
13 development of a portfolio of both student and
14 teacher work that provides experience in reflective
15 practices, provided the coursework meets Illinois
16 Professional Teaching Standards or Illinois Content
17 Area Standards and supports the essential
18 characteristics of quality professional development;
19 or
20 (ii) teaching college or university courses in
21 areas relevant to the certificate area being
22 renewed, provided that the teaching may only be
23 counted once during the course of 5 years;
24 (H) (G) conferences, workshops, institutes,
25 seminars, and symposiums related to improving the
26 teacher's knowledge and skills as a teacher, including
27 the following:
28 (i) completing non-university credit directly
29 related to student achievement, school improvement
30 plans, or State priorities;
31 (ii) participating in or presenting at
32 workshops, seminars, conferences, institutes, and
33 symposiums;
34 (iii) training as external reviewers for

1 Quality Assurance; or
2 (iv) training as reviewers of university
3 teacher preparation programs;
4 (I) (H) other educational experiences related to
5 improving the teacher's knowledge and skills as a
6 teacher, including the following:
7 (i) participating in action research and
8 inquiry projects;
9 (ii) observing programs or teaching in
10 schools, related businesses, or industry that is
11 systematic, purposeful, and relevant to certificate
12 renewal;
13 (iii) traveling related to ones teaching
14 assignment, directly related to student achievement
15 or school improvement plans and approved at least 30
16 days prior to the travel experience, provided that
17 the traveling shall not include time spent commuting
18 to destinations where the learning experience will
19 occur;
20 (iv) participating in study groups related to
21 student achievement or school improvement plans;
22 (v) serving on a statewide education-related
23 committee, including but not limited to the State
24 Teacher Certification Board, State Board of
25 Education strategic agenda teams, or the State
26 Advisory Council on Education of Children with
27 Disabilities;
28 (vi) participating in work/learn programs or
29 internships; or
30 (vii) developing a portfolio of student and
31 teacher work; or
32 (J) (I) professional leadership experiences related
33 to improving the teacher's knowledge and skills as a
34 teacher, including the following:

1 (i) participating in curriculum development or
2 assessment activities at the school, school
3 district, regional office of education, State, or
4 national level;
5 (ii) participating in team or department
6 leadership in a school or school district;
7 (iii) participating on external or internal
8 school or school district review teams;
9 (iv) publishing educational articles, columns,
10 or books relevant to the certificate area being
11 renewed; or
12 (v) participating in non-strike related
13 professional association or labor organization
14 service or activities related to professional
15 development.
16 (4) A certificate renewal plan must initially be
17 approved by the certificate holder's local professional
18 development committee, as provided for in subsection (f) of
19 this Section. If the local professional development
20 committee does not approve the certificate renewal plan, the
21 certificate holder may appeal that determination to the
22 regional professional development review committee, as
23 provided for in paragraph (2) of subsection (g) of this
24 Section. If the regional professional development review
25 committee disagrees with the local professional development
26 committee's determination, the certificate renewal plan shall
27 be deemed approved and the certificate holder may begin
28 satisfying the continuing professional development activities
29 set forth in the plan. If the regional professional
30 development review committee agrees with the local
31 professional development committee's determination, the
32 certificate renewal plan shall be deemed disapproved and
33 shall be returned to the certificate holder to develop a
34 revised certificate renewal plan. In all cases, the regional

1 professional development review committee shall immediately
2 notify both the local professional development committee and
3 the certificate holder of its determination.
4 (5) A certificate holder who wishes to modify the
5 continuing professional development activities or goals in
6 his or her certificate renewal plan must submit the proposed
7 modifications to his or her local professional development
8 committee for approval prior to engaging in the proposed
9 activities. If the local professional development committee
10 does not approve the proposed modification, the certificate
11 holder may appeal that determination to the regional
12 professional development review committee, as set forth in
13 paragraph (4) of this subsection (e).
14 (6) When a certificate holder changes assignments or
15 school districts during the course of completing a
16 certificate renewal plan, the professional development and
17 continuing education credit earned pursuant to the plan shall
18 transfer to the new assignment or school district and count
19 toward the total requirements. This certificate renewal plan
20 must be reviewed by the appropriate local professional
21 development committee and may be modified to reflect the
22 certificate holder's new work assignment or the school
23 improvement plan of the new school district or school
24 building.
25 (f) Notwithstanding any other provisions of this Code,
26 each school district, charter school, and cooperative or
27 joint agreement with a governing body or board of control
28 that employs certificated staff, shall establish and
29 implement, in conjunction with its exclusive representative,
30 if any, one or more local professional development
31 committees, as set forth in this subsection (f), which shall
32 perform the following functions:
33 (1) review and approve certificate renewal plans
34 and any modifications made to these plans, including

1 transferred plans;
2 (2) maintain a file of approved certificate renewal
3 plans;
4 (3) monitor certificate holders' progress in
5 completing approved certificate renewal plans, provided
6 that a local professional development committee shall not
7 be required to maintain materials submitted by
8 certificate holders to demonstrate their progress in
9 completing their certificate renewal plans after the
10 committee has reviewed the materials and the credits have
11 been awarded;
12 (4) assist in the development of professional
13 development plans based upon needs identified in
14 certificate renewal plans;
15 (5) determine whether certificate holders have met
16 the requirements of their certificate renewal plans and
17 notify certificate holders of its determination;
18 (6) provide a certificate holder with the
19 opportunity to address the committee when it has
20 determined that the certificate holder has not met the
21 requirements of his or her certificate renewal plan;
22 (7) issue and forward recommendations for renewal
23 or nonrenewal of certificate holders' Standard Teaching
24 Certificates to the appropriate regional superintendent
25 of schools, based upon whether certificate holders have
26 met the requirements of their approved certificate
27 renewal plans, with 30-day written notice of its
28 recommendation provided to the certificate holder prior
29 to forwarding the recommendation to the regional
30 superintendent of schools, provided that if the local
31 professional development committee's recommendation is
32 for certificate nonrenewal, the written notice provided
33 to the certificate holder shall include a return receipt;
34 and

1 (8) reconsider its recommendation of certificate
2 nonrenewal, upon request of the certificate holder within
3 30 days of receipt of written notification that the local
4 professional development committee will make such a
5 recommendation, and forward to the regional
6 superintendent of schools its recommendation within 30
7 days of receipt of the certificate holder's request.
8 Each local professional development committee shall
9 consist of at least 3 classroom teachers; one superintendent
10 or chief administrator of the school district, charter
11 school, or cooperative or joint agreement or his or her
12 designee; and one at-large member who shall be either (i) a
13 parent, (ii) a member of the business community, (iii) a
14 community member, or (iv) an administrator, with preference
15 given to an individual chosen from among those persons listed
16 in items (i), (ii), and (iii) in order to secure
17 representation of an interest not already represented on the
18 committee. Except in a school district in a city having a
19 population exceeding 500,000, a local professional
20 development committee shall be responsible for no more than
21 200 certificate renewal plans annually unless otherwise
22 mutually agreed upon by the school district, charter school,
23 or governing body or board of control of a cooperative or
24 joint agreement and its exclusive representative, if any. If
25 mutually agreed upon by the school district, charter school,
26 or governing body or board of control of a cooperative or
27 joint agreement and its exclusive representative, if any,
28 additional members may be added to a local professional
29 development committee, provided that a majority of members
30 are classroom teachers. Except in a school district in a
31 city having a population exceeding 500,000, if additional
32 members are added to a local professional development
33 committee, the maximum number of certificate renewal plans
34 for which the committee shall annually be responsible may be

1 increased by 50 plans for each additional member, unless
2 otherwise mutually agreed upon by the school district,
3 charter school, or governing body or board of control of a
4 cooperative or joint agreement and its exclusive
5 representative, if any. The school district, charter school,
6 or governing body or board of control of a cooperative or
7 joint agreement and its exclusive representative, if any,
8 shall determine the term of service of the members of a local
9 professional development committee. All individuals selected
10 to serve on local professional development committees must be
11 known to demonstrate the best practices in teaching or their
12 respective field of practice.
13 The exclusive representative, if any, shall select the
14 classroom teacher members of the local professional
15 development committee. If no exclusive representative
16 exists, then the classroom teacher members of a local
17 professional development committee shall be selected by the
18 classroom teachers that come within the local professional
19 development committee's authority. The school district,
20 charter school, or governing body or board of control of a
21 cooperative or joint agreement shall select the 2
22 non-classroom teacher members (the superintendent or chief
23 administrator of the school district, charter school, or
24 cooperative or joint agreement or his or her designee and the
25 at-large member) of a local professional development
26 committee. Vacancies in positions on a local professional
27 development committee shall be filled in the same manner as
28 the original selections. The members of a local professional
29 development committee shall select a chairperson. Local
30 professional development committee meetings shall be
31 scheduled so as not to interfere with committee members'
32 regularly scheduled teaching duties, except when otherwise
33 permitted by the policies of or agreed to or approved by the
34 school district, charter school, or governing body or board

1 of control of a cooperative or joint agreement, or its
2 designee.
3 The board of education or governing board shall convene
4 the first meeting of the local professional development
5 committee. All actions taken by the local professional
6 development committee shall require that a majority of
7 committee members be present, and no committee action may be
8 taken unless 50% or more of those present are teacher
9 members.
10 The State Board of Education and the State Teacher
11 Certification Board shall jointly provide local professional
12 development committee members with a training manual, and the
13 members shall certify that they have received and read the
14 manual.
15 Notwithstanding any other provisions of this subsection
16 (f), for a teacher employed and performing services in a
17 nonpublic or State-operated elementary or secondary school,
18 all references to a local professional development committee
19 shall mean the regional superintendent of schools of the
20 regional office of education for the geographic area where
21 the teaching is done.
22 (g)(1) Each regional superintendent of schools shall
23 review and concur or nonconcur with each recommendation for
24 renewal or nonrenewal of a Standard Teaching Certificate he
25 or she receives from a local professional development
26 committee or, if a certificate holder appeals the
27 recommendation to the regional professional development
28 review committee, the recommendation for renewal or
29 nonrenewal he or she receives from a regional professional
30 development review committee and, within 14 days of receipt
31 of the recommendation, shall provide the State Teacher
32 Certification Board with verification of the following, if
33 applicable:
34 (A) a certificate renewal plan was filed and

1 approved by the appropriate local professional
2 development committee;
3 (B) the professional development and continuing
4 education activities set forth in the approved
5 certificate renewal plan have been satisfactorily
6 completed;
7 (C) the local professional development committee
8 has recommended the renewal of the certificate holder's
9 Standard Teaching Certificate and forwarded the
10 recommendation, along with all supporting documentation
11 as jointly required by the State Board of Education and
12 the State Teacher Certification Board, to the regional
13 superintendent of schools;
14 (D) the certificate holder has appealed his or her
15 local professional development committee's recommendation
16 of nonrenewal to the regional professional development
17 review committee and the result of that appeal;
18 (E) the regional superintendent of schools has
19 concurred or nonconcurred with the local professional
20 development committee's or regional professional
21 development review committee's recommendation to renew or
22 nonrenew the certificate holder's Standard Teaching
23 Certificate and made a recommendation to that effect; and
24 (F) the established registration fee for the
25 Standard Teaching Certificate has been paid.
26 At the same time the regional superintendent of schools
27 provides the State Teacher Certification Board with the
28 notice required by this subsection (g), he or she shall also
29 notify the certificate holder in writing that this notice has
30 been provided to the State Teacher Certification Board,
31 provided that if the notice provided by the regional
32 superintendent of schools to the State Teacher Certification
33 Board includes a recommendation of certificate nonrenewal,
34 the written notice provided to the certificate holder shall

1 be by certified mail, return receipt requested.
2 (2) Each certificate holder shall have the right to
3 appeal his or her local professional development committee's
4 recommendation of nonrenewal to the regional professional
5 development review committee, within 14 days of receipt of
6 notice that the recommendation has been sent to the regional
7 superintendent of schools. Each regional superintendent of
8 schools shall establish a regional professional development
9 review committee or committees for the purpose of advising
10 the regional superintendent of schools, upon request, and
11 handling certificate holder appeals. This committee shall
12 consist of at least 4 classroom teachers, one
13 non-administrative certificated educational employee, 2
14 administrators, and one at-large member who shall be either
15 (i) a parent, (ii) a member of the business community, (iii)
16 a community member, or (iv) an administrator, with preference
17 given to an individual chosen from among those persons listed
18 in items (i), (ii), and (iii) in order to secure
19 representation of an interest not already represented on the
20 committee. The teacher and non-administrative certificated
21 educational employee members of the review committee shall be
22 selected by their exclusive representative, if any, and the
23 administrators and at-large member shall be selected by the
24 regional superintendent of schools. A regional superintendent
25 of schools may add additional members to the committee,
26 provided that the same proportion of teachers to
27 administrators and at-large members on the committee is
28 maintained. Any additional teacher and non-administrative
29 certificated educational employee members shall be selected
30 by their exclusive representative, if any. Vacancies in
31 positions on a regional professional development review
32 committee shall be filled in the same manner as the original
33 selections. Committee members shall serve staggered 3-year
34 terms. All individuals selected to serve on regional

1 professional development review committees must be known to
2 demonstrate the best practices in teaching or their
3 respective field of practice.
4 The exclusive representative responsible for choosing the
5 individuals that serve on a regional professional development
6 review committee shall notify each school district, charter
7 school, or governing body or board of control of a
8 cooperative or joint agreement employing the individuals
9 chosen to serve and provide their names to the appropriate
10 regional superintendent of schools. Regional professional
11 development review committee meetings shall be scheduled so
12 as not to interfere with the committee members' regularly
13 scheduled teaching duties, except when otherwise permitted by
14 the policies of or agreed to or approved by the school
15 district, charter school, or governing body or board of
16 control of a cooperative or joint agreement, or its designee,
17 provided that the school district, charter school, or
18 governing body or board of control shall not unreasonably
19 withhold permission for a committee member to attend regional
20 professional development review committee meetings.
21 In a city having a population exceeding 500,000 that does
22 not have a regional office of education, one or more separate
23 regional professional development review committees shall be
24 established as mutually agreed upon by the board of education
25 of the school district organized under Article 34 of this
26 Code and the exclusive representative. The composition of
27 each committee shall be the same as for a regional
28 professional development review committee, except that
29 members of the committee shall be jointly appointed by the
30 board of education and the exclusive representative. All
31 other provisions of this Section concerning regional
32 professional development review committees shall apply to
33 these committees.
34 The regional professional development review committee

1 may require information in addition to that received from a
2 certificate holder's local professional development committee
3 or request that the certificate holder appear before it,
4 shall either concur or nonconcur with a local professional
5 development committee's recommendation of nonrenewal, and
6 shall forward to the regional superintendent of schools its
7 recommendation of renewal or nonrenewal. All actions taken
8 by the regional professional development review committee
9 shall require a quorum and be by a simple majority of those
10 present and voting. A record of all votes shall be
11 maintained. The committee shall have 45 days from receipt of
12 a certificate holder's appeal to make its recommendation to
13 the regional superintendent of schools.
14 The State Board of Education and the State Teacher
15 Certification Board shall jointly provide regional
16 professional development review committee members with a
17 training manual, and the members shall be required to attend
18 one training seminar sponsored jointly by the State Board of
19 Education and the State Teacher Certification Board.
20 (h)(1) The State Teacher Certification Board shall
21 review the regional superintendent of schools'
22 recommendations to renew or nonrenew Standard Teaching
23 Certificates and notify certificate holders in writing
24 whether their certificates have been renewed or nonrenewed
25 within 90 days of receipt of the recommendations, unless a
26 certificate holder has appealed a regional superintendent of
27 schools' recommendation of nonrenewal, as provided in
28 paragraph (2) of this subsection (h). The State Teacher
29 Certification Board shall verify that the certificate holder
30 has met the renewal criteria set forth in paragraph (1) of
31 subsection (g) of this Section.
32 (2) Each certificate holder shall have the right to
33 appeal a regional superintendent of school's recommendation
34 to nonrenew his or her Standard Teaching Certificate to the

1 State Teacher Certification Board, within 14 days of receipt
2 of notice that the decision has been sent to the State
3 Teacher Certification Board, which shall hold an appeal
4 hearing within 60 days of receipt of the appeal. When such
5 an appeal is taken, the certificate holder's Standard
6 Teaching Certificate shall continue to be valid until the
7 appeal is finally determined. The State Teacher
8 Certification Board shall review the regional superintendent
9 of school's recommendation, the regional professional
10 development review committee's recommendation, if any, and
11 the local professional development committee's recommendation
12 and all relevant documentation to verify whether the
13 certificate holder has met the renewal criteria set forth in
14 paragraph (1) of subsection (g) of this Section. The State
15 Teacher Certification Board may request that the certificate
16 holder appear before it. All actions taken by the State
17 Teacher Certification Board shall require a quorum and be by
18 a simple majority of those present and voting. A record of
19 all votes shall be maintained. The State Teacher
20 Certification Board shall notify the certificate holder in
21 writing, within 7 days of completing the review, whether his
22 or her Standard Teaching Certificate has been renewed or
23 nonrenewed, provided that if the State Teacher Certification
24 Board determines to nonrenew a certificate, the written
25 notice provided to the certificate holder shall be by
26 certified mail, return receipt requested. All certificate
27 renewal or nonrenewal decisions of the State Teacher
28 Certification Board are final and subject to administrative
29 review, as set forth in Section 21-24 of this Code.
30 (i) Holders of Master Teaching Certificates shall meet
31 the same requirements and follow the same procedures as
32 holders of Standard Teaching Certificates, except that their
33 renewal cycle shall be as set forth in subsection (d) of
34 Section 21-2 of this Code.

1 (j) Holders of Valid and Exempt Standard and Master
2 Teaching Certificates who are not employed and performing
3 services in an Illinois public or State-operated elementary
4 school, secondary school, or cooperative or joint agreement
5 with a governing body or board of control, in a certificated
6 teaching position, may voluntarily activate their
7 certificates by developing and submitting a certificate
8 renewal plan to the regional superintendent of schools of the
9 regional office of education for the geographic area where
10 their teaching is done, who, or whose designee, shall approve
11 the plan and serve as the certificate holder's local
12 professional development committee. These certificate
13 holders shall follow the same renewal criteria and procedures
14 as all other Standard and Master Teaching Certificate
15 holders, except that their continuing professional
16 development plans shall not be required to reflect or address
17 the knowledge, skills, and goals of a local school
18 improvement plan.
19 (k) Each school district, charter school, or cooperative
20 or joint agreement shall be paid an annual amount of not less
21 than $1,000, as determined by a formula based on the number
22 of Standard Teaching and Master Teaching Certificate holders,
23 subject to renewal and established by rule, not to exceed
24 $1,000,000 annually for all school districts, charter
25 schools, and cooperatives or joint agreements, for
26 administrative costs associated with conducting the meetings
27 of the local professional development committee, as
28 determined in consultation with the committee. Each regional
29 office of education shall receive $2,000 annually to pay
30 school districts, charter schools, or cooperatives or joint
31 agreements for costs, as defined by rule, incurred in staff
32 attendance at regional professional development review
33 committee meetings and the training seminar required under
34 paragraph (2) of subsection (g) of this Section.

1 (l) The State Board of Education and the State Teacher
2 Certification Board shall jointly contract with an
3 independent party to conduct a comprehensive evaluation of
4 the certificate renewal system pursuant to this Section. The
5 first report of this evaluation shall be presented to the
6 General Assembly on January 1, 2005 and on January 1 of every
7 third year thereafter.

11 Sec. 21-14. Registration and renewal of certificates.
12 (a) A limited four-year certificate or a certificate
13 issued after July 1, 1955, shall be renewable at its
14 expiration or within 60 days thereafter by the county
15 superintendent of schools having supervision and control over
16 the school where the teacher is teaching upon certified
17 evidence of meeting the requirements for renewal as required
18 by this Act and prescribed by the State Board of Education in
19 consultation with the State Teacher Certification Board. An
20 elementary supervisory certificate shall not be renewed at
21 the end of the first four-year period covered by the
22 certificate unless the holder thereof has filed certified
23 evidence with the State Teacher Certification Board that he
24 has a master's degree or that he has earned 8 semester hours
25 of credit in the field of educational administration and
26 supervision in a recognized institution of higher learning.
27 The holder shall continue to earn 8 semester hours of credit
28 each four-year period until such time as he has earned a
29 master's degree.
30 All certificates not renewed or registered as herein
31 provided shall lapse after a period of 5 years from the
32 expiration of the last year of registration. Such
33 certificates may be reinstated for a one year period upon
34 payment of all accumulated registration fees. Such

1 reinstated certificates shall only be renewed: (1) by earning
2 5 semester hours of credit in a recognized institution of
3 higher learning in the field of professional education or in
4 courses related to the holder's contractual teaching duties;
5 or (2) by presenting evidence of holding a valid regular
6 certificate of some other type. Any certificate may be
7 voluntarily surrendered by the certificate holder. A
8 voluntarily surrendered certificate shall be treated as a
9 revoked certificate.
10 (b) When those teaching certificates issued before
11 February 15, 2000 are renewed for the first time after
12 February 15, 2000, all such teaching certificates shall be
13 exchanged for Standard Teaching Certificates as provided in
14 subsection (c) of Section 21-2. All Initial and Standard
15 Teaching Certificates, including those issued to persons who
16 previously held teaching certificates issued before February
17 15, 2000, shall be renewable under the conditions set forth
18 in this subsection (b).
19 Initial Teaching Certificates are nonrenewable and are
20 valid for 4 years of teaching. Standard Teaching
21 Certificates are renewable every 5 years as provided in
22 subsection (c) of Section 21-2 and subsection (c) of this
23 Section. For purposes of this Section, "teaching" is defined
24 as employment and performance of services in an Illinois
25 public or State-operated elementary school, secondary school,
26 or cooperative or joint agreement with a governing body or
27 board of control, in a certificated teaching position, or a
28 charter school operating in compliance with the Charter
29 Schools Law.
30 (c) In compliance with subsection (c) of Section 21-2 of
31 this Code, which provides that a Standard Teaching
32 Certificate may be renewed by the State Teacher Certification
33 Board based upon proof of continuing professional
34 development, the State Board of Education and the State

1 Teacher Certification Board shall jointly:
2 (1) establish a procedure for renewing Standard
3 Teaching Certificates, which shall include but not be
4 limited to annual timelines for the renewal process and
5 the components set forth in subsections (d) through (k)
6 of this Section;
7 (2) establish the standards for certificate
8 renewal;
9 (3) approve the providers of continuing
10 professional development activities;
11 (4) determine the maximum credit for each category
12 of continuing professional development activities, based
13 upon recommendations submitted by a continuing
14 professional development activity task force, which shall
15 consist of 6 staff members from the State Board of
16 Education, appointed by the State Superintendent of
17 Education, and 6 teacher representatives, 3 of whom are
18 selected by the Illinois Education Association and 3 of
19 whom are selected by the Illinois Federation of Teachers;
20 (5) designate the type and amount of documentation
21 required to show that continuing professional development
22 activities have been completed; and
23 (6) provide, on a timely basis to all Illinois
24 teachers, certificate holders, regional superintendents
25 of schools, school districts, and others with an interest
26 in continuing professional development, information about
27 the standards and requirements established pursuant to
28 this subsection (c).
29 (d) Any Standard Teaching Certificate held by an
30 individual employed and performing services in an Illinois
31 public or State-operated elementary school, secondary school,
32 or cooperative or joint agreement with a governing body or
33 board of control in a certificated teaching position or a
34 charter school in compliance with the Charter Schools Law

1 must be maintained Valid and Active through certificate
2 renewal activities specified in the certificate renewal
3 procedure established pursuant to subsection (c) of this
4 Section, provided that a holder of a Valid and Active
5 certificate who is only employed on either a part-time basis
6 or day-to-day basis as a substitute teacher shall pay only
7 the required registration fee to renew his or her certificate
8 and maintain it as Valid and Active. All other Standard
9 Teaching Certificates held may be maintained as Valid and
10 Exempt through the registration process provided for in the
11 certificate renewal procedure established pursuant to
12 subsection (c) of this Section. A Valid and Exempt
13 certificate must be immediately activated, through procedures
14 developed jointly by the State Board of Education and the
15 State Teacher Certification Board, upon the certificate
16 holder becoming employed and performing services in an
17 Illinois public or State-operated elementary school,
18 secondary school, or cooperative or joint agreement with a
19 governing body or board of control in a certificated teaching
20 position or a charter school operating in compliance with the
21 Charter Schools Law. A holder of a Valid and Exempt
22 certificate may activate his or her certificate through
23 procedures provided for in the certificate renewal procedure
24 established pursuant to subsection (c) of this Section.
25 (e)(1) A Standard Teaching Certificate that has been
26 maintained as Valid and Active for the 5 years of the
27 certificate's validity shall be renewed as Valid and Active
28 upon the certificate holder: (i) completing an advanced
29 degree from an approved institution in an education-related
30 field; (ii) completing at least 8 semester hours of
31 coursework as described in subdivision (B) (A) of paragraph
32 (3) of this subsection (e); (iii) (ii) earning at least 24
33 continuing education units as described in subdivision (C)
34 (B) of paragraph (3) of this subsection (e); (iv) (iii)

1 completing the National Board for Professional Teaching
2 Standards process as described in subdivision (D) (C) of
3 paragraph (3) of this subsection (e); or (v) (iv) earning 120
4 continuing professional development units ("CPDU") as
5 described in subdivision (E) (D) of paragraph (3) of this
6 subsection (e). The maximum continuing professional
7 development units for each continuing professional
8 development activity identified in subdivisions (F) (E)
9 through (J) (I) of paragraph (3) of this subsection (e) shall
10 be jointly determined by the State Board of Education and the
11 State Teacher Certification Board. If, however, the
12 certificate holder has maintained the certificate as Valid
13 and Exempt for a portion of the 5-year period of validity,
14 the number of continuing professional development units
15 needed to renew the certificate as Valid and Active shall be
16 proportionately reduced by the amount of time the certificate
17 was Valid and Exempt. Furthermore, if a certificate holder is
18 employed and performs teaching services on a part-time basis
19 for all or a portion of the certificate's 5-year period of
20 validity, the number of continuing professional development
21 units needed to renew the certificate as Valid and Active
22 shall be reduced by 50% for the amount of time the
23 certificate holder has been employed and performed teaching
24 services on a part-time basis. Part-time shall be defined as
25 less than 50% of the school day or school term.
26 (2) Each Valid and Active Standard Teaching Certificate
27 holder shall develop a certificate renewal plan for
28 satisfying the continuing professional development
29 requirement provided for in subsection (c) of Section 21-2 of
30 this Code. Certificate holders with multiple certificates
31 shall develop a certificate renewal plan that addresses only
32 that certificate or those certificates that are required of
33 his or her certificated teaching position, if the certificate
34 holder is employed and performing services in an Illinois

1 public or State-operated elementary school, secondary school,
2 or cooperative or joint agreement with a governing body or
3 board of control, or that certificate or those certificates
4 most closely related to his or her teaching position, if the
5 certificate holder is employed in a charter school. Except
6 as otherwise provided in this subsection (e), a certificate
7 renewal plan shall include a minimum of 3 individual
8 improvement goals developed by the certificate holder and
9 shall reflect purposes (A), (B), and (C) and may reflect
10 purpose (D) of the following continuing professional
11 development purposes:
12 (A) Advance both the certificate holder's knowledge
13 and skills as a teacher consistent with the Illinois
14 Professional Teaching Standards and the Illinois Content
15 Area Standards in the certificate holder's areas of
16 certification, endorsement, or teaching assignment in
17 order to keep the certificate holder current in those
18 areas.
19 (B) Develop the certificate holder's knowledge and
20 skills in areas determined to be critical for all
21 Illinois teachers, as defined by the State Board of
22 Education, known as "State priorities".
23 (C) Address the knowledge, skills, and goals of the
24 certificate holder's local school improvement plan, if
25 the teacher is employed in an Illinois public or
26 State-operated elementary school, secondary school, or
27 cooperative or joint agreement with a governing body or
28 board of control.
29 (D) Expand the certificate holder's knowledge and
30 skills in an additional teaching field or toward the
31 acquisition of another teaching certificate, endorsement,
32 or relevant education degree.
33 A certificate renewal plan must include a description of how
34 these goals are to be achieved and an explanation of selected

1 continuing professional development activities to be
2 completed, each of which must meet one or more of the
3 continuing professional development purposes specified in
4 this paragraph (2). The plan shall identify potential
5 activities and include projected timelines for those
6 activities that will assure completion of the plan before the
7 expiration of the 5-year validity of the Standard Teaching
8 Certificate. Except as otherwise provided in this subsection
9 (e), at least 50% of continuing professional development
10 units must relate to purposes (A) and (B) set forth in this
11 paragraph (2): the advancement of a certificate holder's
12 knowledge and skills as a teacher consistent with the
13 Illinois Professional Teaching Standards and the Illinois
14 Content Area Standards in the certificate holder's areas of
15 certification, endorsement, or teaching assignment in order
16 to keep the certificate holder current in those areas and the
17 development of a certificate holder's knowledge and skills in
18 the State priorities that exist at the time the certificate
19 renewal plan is developed.
20 A speech-language pathologist or audiologist who is
21 licensed under the Illinois Speech-Language Pathology and
22 Audiology Practice Act and who has met the continuing
23 education requirements of that Act and the rules promulgated
24 under that Act shall be deemed to have satisfied the
25 continuing professional development requirements established
26 by the State Board of Education and the Teacher Certification
27 Board to renew a Standard Certificate.
28 (3) Continuing professional development activities
29 included in a certificate renewal plan may include, but are
30 not limited to, the following activities:
31 (A) completion of an advanced degree from an
32 approved institution in an education-related field;
33 (B) (A) at least 8 semester hours of coursework in
34 an approved education-related program, of which at least

1 2 semester hours relate to the continuing professional
2 development purpose set forth in purpose (A) of paragraph
3 (2) of this subsection (e), provided that such a plan
4 need not include any other continuing professional
5 development activities nor reflect or contain activities
6 related to the other continuing professional development
7 purposes set forth in paragraph (2) of this subsection
8 (e);
9 (C) (B) continuing education units that satisfy the
10 continuing professional development purposes set forth in
11 paragraph (2) of this subsection (e), with each
12 continuing education unit equal to 5 clock hours,
13 provided that a plan that includes at least 24 continuing
14 education units (or 120 clock/contact hours) need not
15 include any other continuing professional development
16 activities;
17 (D) (C) completion of the National Board of
18 Professional Teaching Standards ("NBPTS") process,
19 provided that a plan that includes completion of the
20 NBPTS process need not include any other continuing
21 professional development activities nor reflect or
22 contain activities related to the continuing professional
23 development purposes set forth in paragraph (2) of
24 subsection (e) of this Section;
25 (E) (D) completion of 120 continuing professional
26 development units that satisfy the continuing
27 professional development purposes set forth in paragraph
28 (2) of this subsection (e) and may include without
29 limitation the activities identified in subdivisions (F)
30 (E) through (J) (I) of this paragraph (3);
31 (F) (E) collaboration and partnership activities
32 related to improving the teacher's knowledge and skills
33 as a teacher, including the following:
34 (i) participating on collaborative planning

1 and professional improvement teams and committees;
2 (ii) peer review and coaching;
3 (iii) mentoring in a formal mentoring program,
4 including service as a consulting teacher
5 participating in a remediation process formulated
6 under Section 24A-5 of this Code;
7 (iv) participating in site-based management or
8 decision making teams, relevant committees, boards,
9 or task forces directly related to school
10 improvement plans;
11 (v) coordinating community resources in
12 schools, if the project is a specific goal of the
13 school improvement plan;
14 (vi) facilitating parent education programs
15 for a school, school district, or regional office of
16 education directly related to student achievement or
17 school improvement plans;
18 (vii) participating in business, school, or
19 community partnerships directly related to student
20 achievement or school improvement plans; or
21 (viii) supervising a student teacher or
22 teacher education candidate in clinical supervision,
23 provided that the supervision may only be counted
24 once during the course of 5 years;
25 (G) (F) college or university coursework related to
26 improving the teacher's knowledge and skills as a teacher
27 as follows:
28 (i) completing undergraduate or graduate
29 credit earned from a regionally accredited
30 institution in coursework relevant to the
31 certificate area being renewed, including coursework
32 that incorporates induction activities and
33 development of a portfolio of both student and
34 teacher work that provides experience in reflective

1 practices, provided the coursework meets Illinois
2 Professional Teaching Standards or Illinois Content
3 Area Standards and supports the essential
4 characteristics of quality professional development;
5 or
6 (ii) teaching college or university courses in
7 areas relevant to the certificate area being
8 renewed, provided that the teaching may only be
9 counted once during the course of 5 years;
10 (H) (G) conferences, workshops, institutes,
11 seminars, and symposiums related to improving the
12 teacher's knowledge and skills as a teacher, including
13 the following:
14 (i) completing non-university credit directly
15 related to student achievement, school improvement
16 plans, or State priorities;
17 (ii) participating in or presenting at
18 workshops, seminars, conferences, institutes, and
19 symposiums;
20 (iii) training as external reviewers for
21 Quality Assurance; or
22 (iv) training as reviewers of university
23 teacher preparation programs;
24 (I) (H) other educational experiences related to
25 improving the teacher's knowledge and skills as a
26 teacher, including the following:
27 (i) participating in action research and
28 inquiry projects;
29 (ii) observing programs or teaching in
30 schools, related businesses, or industry that is
31 systematic, purposeful, and relevant to certificate
32 renewal;
33 (iii) traveling related to ones teaching
34 assignment, directly related to student achievement

1 or school improvement plans and approved at least 30
2 days prior to the travel experience, provided that
3 the traveling shall not include time spent commuting
4 to destinations where the learning experience will
5 occur;
6 (iv) participating in study groups related to
7 student achievement or school improvement plans;
8 (v) serving on a statewide education-related
9 committee, including but not limited to the State
10 Teacher Certification Board, State Board of
11 Education strategic agenda teams, or the State
12 Advisory Council on Education of Children with
13 Disabilities;
14 (vi) participating in work/learn programs or
15 internships; or
16 (vii) developing a portfolio of student and
17 teacher work; or
18 (J) (I) professional leadership experiences related
19 to improving the teacher's knowledge and skills as a
20 teacher, including the following:
21 (i) participating in curriculum development or
22 assessment activities at the school, school
23 district, regional office of education, State, or
24 national level;
25 (ii) participating in team or department
26 leadership in a school or school district;
27 (iii) participating on external or internal
28 school or school district review teams;
29 (iv) publishing educational articles, columns,
30 or books relevant to the certificate area being
31 renewed; or
32 (v) participating in non-strike related
33 professional association or labor organization
34 service or activities related to professional

1 development.
2 (4) A certificate renewal plan must initially be
3 approved by the certificate holder's local professional
4 development committee, as provided for in subsection (f) of
5 this Section. If the local professional development
6 committee does not approve the certificate renewal plan, the
7 certificate holder may appeal that determination to the
8 regional professional development review committee, as
9 provided for in paragraph (2) of subsection (g) of this
10 Section. If the regional professional development review
11 committee disagrees with the local professional development
12 committee's determination, the certificate renewal plan shall
13 be deemed approved and the certificate holder may begin
14 satisfying the continuing professional development activities
15 set forth in the plan. If the regional professional
16 development review committee agrees with the local
17 professional development committee's determination, the
18 certificate renewal plan shall be deemed disapproved and
19 shall be returned to the certificate holder to develop a
20 revised certificate renewal plan. In all cases, the regional
21 professional development review committee shall immediately
22 notify both the local professional development committee and
23 the certificate holder of its determination.
24 (5) A certificate holder who wishes to modify the
25 continuing professional development activities or goals in
26 his or her certificate renewal plan must submit the proposed
27 modifications to his or her local professional development
28 committee for approval prior to engaging in the proposed
29 activities. If the local professional development committee
30 does not approve the proposed modification, the certificate
31 holder may appeal that determination to the regional
32 professional development review committee, as set forth in
33 paragraph (4) of this subsection (e).
34 (6) When a certificate holder changes assignments or

1 school districts during the course of completing a
2 certificate renewal plan, the professional development and
3 continuing education credit earned pursuant to the plan shall
4 transfer to the new assignment or school district and count
5 toward the total requirements. This certificate renewal plan
6 must be reviewed by the appropriate local professional
7 development committee and may be modified to reflect the
8 certificate holder's new work assignment or the school
9 improvement plan of the new school district or school
10 building.
11 (f) Notwithstanding any other provisions of this Code,
12 each school district, charter school, and cooperative or
13 joint agreement with a governing body or board of control
14 that employs certificated staff, shall establish and
15 implement, in conjunction with its exclusive representative,
16 if any, one or more local professional development
17 committees, as set forth in this subsection (f), which shall
18 perform the following functions:
19 (1) review and approve certificate renewal plans
20 and any modifications made to these plans, including
21 transferred plans;
22 (2) maintain a file of approved certificate renewal
23 plans;
24 (3) monitor certificate holders' progress in
25 completing approved certificate renewal plans, provided
26 that a local professional development committee shall not
27 be required to maintain materials submitted by
28 certificate holders to demonstrate their progress in
29 completing their certificate renewal plans after the
30 committee has reviewed the materials and the credits have
31 been awarded;
32 (4) assist in the development of professional
33 development plans based upon needs identified in
34 certificate renewal plans;

1 (5) determine whether certificate holders have met
2 the requirements of their certificate renewal plans and
3 notify certificate holders of its determination;
4 (6) provide a certificate holder with the
5 opportunity to address the committee when it has
6 determined that the certificate holder has not met the
7 requirements of his or her certificate renewal plan;
8 (7) issue and forward recommendations for renewal
9 or nonrenewal of certificate holders' Standard Teaching
10 Certificates to the appropriate regional superintendent
11 of schools, based upon whether certificate holders have
12 met the requirements of their approved certificate
13 renewal plans, with 30-day written notice of its
14 recommendation provided to the certificate holder prior
15 to forwarding the recommendation to the regional
16 superintendent of schools, provided that if the local
17 professional development committee's recommendation is
18 for certificate nonrenewal, the written notice provided
19 to the certificate holder shall include a return receipt;
20 and
21 (8) reconsider its recommendation of certificate
22 nonrenewal, upon request of the certificate holder within
23 30 days of receipt of written notification that the local
24 professional development committee will make such a
25 recommendation, and forward to the regional
26 superintendent of schools its recommendation within 30
27 days of receipt of the certificate holder's request.
28 Each local professional development committee shall
29 consist of at least 3 classroom teachers; one superintendent
30 or chief administrator of the school district, charter
31 school, or cooperative or joint agreement or his or her
32 designee; and one at-large member who shall be either (i) a
33 parent, (ii) a member of the business community, (iii) a
34 community member, or (iv) an administrator, with preference

1 given to an individual chosen from among those persons listed
2 in items (i), (ii), and (iii) in order to secure
3 representation of an interest not already represented on the
4 committee. Except in a school district in a city having a
5 population exceeding 500,000, a local professional
6 development committee shall be responsible for no more than
7 200 certificate renewal plans annually unless otherwise
8 mutually agreed upon by the school district, charter school,
9 or governing body or board of control of a cooperative or
10 joint agreement and its exclusive representative, if any. If
11 mutually agreed upon by the school district, charter school,
12 or governing body or board of control of a cooperative or
13 joint agreement and its exclusive representative, if any,
14 additional members may be added to a local professional
15 development committee, provided that a majority of members
16 are classroom teachers. Except in a school district in a
17 city having a population exceeding 500,000, if additional
18 members are added to a local professional development
19 committee, the maximum number of certificate renewal plans
20 for which the committee shall annually be responsible may be
21 increased by 50 plans for each additional member, unless
22 otherwise mutually agreed upon by the school district,
23 charter school, or governing body or board of control of a
24 cooperative or joint agreement and its exclusive
25 representative, if any. The school district, charter school,
26 or governing body or board of control of a cooperative or
27 joint agreement and its exclusive representative, if any,
28 shall determine the term of service of the members of a local
29 professional development committee. All individuals selected
30 to serve on local professional development committees must be
31 known to demonstrate the best practices in teaching or their
32 respective field of practice.
33 The exclusive representative, if any, shall select the
34 classroom teacher members of the local professional

1 development committee. If no exclusive representative
2 exists, then the classroom teacher members of a local
3 professional development committee shall be selected by the
4 classroom teachers that come within the local professional
5 development committee's authority. The school district,
6 charter school, or governing body or board of control of a
7 cooperative or joint agreement shall select the 2
8 non-classroom teacher members (the superintendent or chief
9 administrator of the school district, charter school, or
10 cooperative or joint agreement or his or her designee and the
11 at-large member) of a local professional development
12 committee. Vacancies in positions on a local professional
13 development committee shall be filled in the same manner as
14 the original selections. The members of a local professional
15 development committee shall select a chairperson. Local
16 professional development committee meetings shall be
17 scheduled so as not to interfere with committee members'
18 regularly scheduled teaching duties, except when otherwise
19 permitted by the policies of or agreed to or approved by the
20 school district, charter school, or governing body or board
21 of control of a cooperative or joint agreement, or its
22 designee.
23 The board of education or governing board shall convene
24 the first meeting of the local professional development
25 committee. All actions taken by the local professional
26 development committee shall require that a majority of
27 committee members be present, and no committee action may be
28 taken unless 50% or more of those present are teacher
29 members.
30 The State Board of Education and the State Teacher
31 Certification Board shall jointly provide local professional
32 development committee members with a training manual, and the
33 members shall certify that they have received and read the
34 manual.

1 Notwithstanding any other provisions of this subsection
2 (f), for a teacher employed and performing services in a
3 nonpublic or State-operated elementary or secondary school,
4 all references to a local professional development committee
5 shall mean the regional superintendent of schools of the
6 regional office of education for the geographic area where
7 the teaching is done.
8 (g)(1) Each regional superintendent of schools shall
9 review and concur or nonconcur with each recommendation for
10 renewal or nonrenewal of a Standard Teaching Certificate he
11 or she receives from a local professional development
12 committee or, if a certificate holder appeals the
13 recommendation to the regional professional development
14 review committee, the recommendation for renewal or
15 nonrenewal he or she receives from a regional professional
16 development review committee and, within 14 days of receipt
17 of the recommendation, shall provide the State Teacher
18 Certification Board with verification of the following, if
19 applicable:
20 (A) a certificate renewal plan was filed and
21 approved by the appropriate local professional
22 development committee;
23 (B) the professional development and continuing
24 education activities set forth in the approved
25 certificate renewal plan have been satisfactorily
26 completed;
27 (C) the local professional development committee
28 has recommended the renewal of the certificate holder's
29 Standard Teaching Certificate and forwarded the
30 recommendation, along with all supporting documentation
31 as jointly required by the State Board of Education and
32 the State Teacher Certification Board, to the regional
33 superintendent of schools;
34 (D) the certificate holder has appealed his or her

1 local professional development committee's recommendation
2 of nonrenewal to the regional professional development
3 review committee and the result of that appeal;
4 (E) the regional superintendent of schools has
5 concurred or nonconcurred with the local professional
6 development committee's or regional professional
7 development review committee's recommendation to renew or
8 nonrenew the certificate holder's Standard Teaching
9 Certificate and made a recommendation to that effect; and
10 (F) the established registration fee for the
11 Standard Teaching Certificate has been paid.
12 At the same time the regional superintendent of schools
13 provides the State Teacher Certification Board with the
14 notice required by this subsection (g), he or she shall also
15 notify the certificate holder in writing that this notice has
16 been provided to the State Teacher Certification Board,
17 provided that if the notice provided by the regional
18 superintendent of schools to the State Teacher Certification
19 Board includes a recommendation of certificate nonrenewal,
20 the written notice provided to the certificate holder shall
21 be by certified mail, return receipt requested.
22 (2) Each certificate holder shall have the right to
23 appeal his or her local professional development committee's
24 recommendation of nonrenewal to the regional professional
25 development review committee, within 14 days of receipt of
26 notice that the recommendation has been sent to the regional
27 superintendent of schools. Each regional superintendent of
28 schools shall establish a regional professional development
29 review committee or committees for the purpose of advising
30 the regional superintendent of schools, upon request, and
31 handling certificate holder appeals. This committee shall
32 consist of at least 4 classroom teachers, one
33 non-administrative certificated educational employee, 2
34 administrators, and one at-large member who shall be either

1 (i) a parent, (ii) a member of the business community, (iii)
2 a community member, or (iv) an administrator, with preference
3 given to an individual chosen from among those persons listed
4 in items (i), (ii), and (iii) in order to secure
5 representation of an interest not already represented on the
6 committee. The teacher and non-administrative certificated
7 educational employee members of the review committee shall be
8 selected by their exclusive representative, if any, and the
9 administrators and at-large member shall be selected by the
10 regional superintendent of schools. A regional
11 superintendent of schools may add additional members to the
12 committee, provided that the same proportion of teachers to
13 administrators and at-large members on the committee is
14 maintained. Any additional teacher and non-administrative
15 certificated educational employee members shall be selected
16 by their exclusive representative, if any. Vacancies in
17 positions on a regional professional development review
18 committee shall be filled in the same manner as the original
19 selections. Committee members shall serve staggered 3-year
20 terms. All individuals selected to serve on regional
21 professional development review committees must be known to
22 demonstrate the best practices in teaching or their
23 respective field of practice.
24 The exclusive representative responsible for choosing the
25 individuals that serve on a regional professional development
26 review committee shall notify each school district, charter
27 school, or governing body or board of control of a
28 cooperative or joint agreement employing the individuals
29 chosen to serve and provide their names to the appropriate
30 regional superintendent of schools. Regional professional
31 development review committee meetings shall be scheduled so
32 as not to interfere with the committee members' regularly
33 scheduled teaching duties, except when otherwise permitted by
34 the policies of or agreed to or approved by the school

1 district, charter school, or governing body or board of
2 control of a cooperative or joint agreement, or its designee,
3 provided that the school district, charter school, or
4 governing body or board of control shall not unreasonably
5 withhold permission for a committee member to attend regional
6 professional development review committee meetings.
7 In a city having a population exceeding 500,000 that does
8 not have a regional office of education, one or more separate
9 regional professional development review committees shall be
10 established as mutually agreed upon by the board of education
11 of the school district organized under Article 34 of this
12 Code and the exclusive representative. The composition of
13 each committee shall be the same as for a regional
14 professional development review committee, except that
15 members of the committee shall be jointly appointed by the
16 board of education and the exclusive representative. All
17 other provisions of this Section concerning regional
18 professional development review committees shall apply to
19 these committees.
20 The regional professional development review committee
21 may require information in addition to that received from a
22 certificate holder's local professional development committee
23 or request that the certificate holder appear before it,
24 shall either concur or nonconcur with a local professional
25 development committee's recommendation of nonrenewal, and
26 shall forward to the regional superintendent of schools its
27 recommendation of renewal or nonrenewal. All actions taken
28 by the regional professional development review committee
29 shall require a quorum and be by a simple majority of those
30 present and voting. A record of all votes shall be
31 maintained. The committee shall have 45 days from receipt of
32 a certificate holder's appeal to make its recommendation to
33 the regional superintendent of schools.
34 The State Board of Education and the State Teacher

1 Certification Board shall jointly provide regional
2 professional development review committee members with a
3 training manual, and the members shall be required to attend
4 one training seminar sponsored jointly by the State Board of
5 Education and the State Teacher Certification Board.
6 (h)(1) The State Teacher Certification Board shall
7 review the regional superintendent of schools'
8 recommendations to renew or nonrenew Standard Teaching
9 Certificates and notify certificate holders in writing
10 whether their certificates have been renewed or nonrenewed
11 within 90 days of receipt of the recommendations, unless a
12 certificate holder has appealed a regional superintendent of
13 schools' recommendation of nonrenewal, as provided in
14 paragraph (2) of this subsection (h). The State Teacher
15 Certification Board shall verify that the certificate holder
16 has met the renewal criteria set forth in paragraph (1) of
17 subsection (g) of this Section.
18 (2) Each certificate holder shall have the right to
19 appeal a regional superintendent of school's recommendation
20 to nonrenew his or her Standard Teaching Certificate to the
21 State Teacher Certification Board, within 14 days of receipt
22 of notice that the decision has been sent to the State
23 Teacher Certification Board, which shall hold an appeal
24 hearing within 60 days of receipt of the appeal. When such
25 an appeal is taken, the certificate holder's Standard
26 Teaching Certificate shall continue to be valid until the
27 appeal is finally determined. The State Teacher
28 Certification Board shall review the regional superintendent
29 of school's recommendation, the regional professional
30 development review committee's recommendation, if any, and
31 the local professional development committee's recommendation
32 and all relevant documentation to verify whether the
33 certificate holder has met the renewal criteria set forth in
34 paragraph (1) of subsection (g) of this Section. The State

1 Teacher Certification Board may request that the certificate
2 holder appear before it. All actions taken by the State
3 Teacher Certification Board shall require a quorum and be by
4 a simple majority of those present and voting. A record of
5 all votes shall be maintained. The State Teacher
6 Certification Board shall notify the certificate holder in
7 writing, within 7 days of completing the review, whether his
8 or her Standard Teaching Certificate has been renewed or
9 nonrenewed, provided that if the State Teacher Certification
10 Board determines to nonrenew a certificate, the written
11 notice provided to the certificate holder shall be by
12 certified mail, return receipt requested. All certificate
13 renewal or nonrenewal decisions of the State Teacher
14 Certification Board are final and subject to administrative
15 review, as set forth in Section 21-24 of this Code.
16 (i) Holders of Master Teaching Certificates shall meet
17 the same requirements and follow the same procedures as
18 holders of Standard Teaching Certificates, except that their
19 renewal cycle shall be as set forth in subsection (d) of
20 Section 21-2 of this Code.
21 A holder of a teaching certificate endorsed as a
22 speech-language pathologist who has been granted the
23 Certificate of Clinical Competence by the American
24 Speech-Language Hearing Association may renew his or her
25 Standard Teaching Certificate pursuant to the 10-year renewal
26 cycle set forth in subsection (d) of Section 21-2 of this
27 Code.
28 (j) Holders of Valid and Exempt Standard and Master
29 Teaching Certificates who are not employed and performing
30 services in an Illinois public or State-operated elementary
31 school, secondary school, or cooperative or joint agreement
32 with a governing body or board of control, in a certificated
33 teaching position, may voluntarily activate their
34 certificates by developing and submitting a certificate

1 renewal plan to the regional superintendent of schools of the
2 regional office of education for the geographic area where
3 their teaching is done, who, or whose designee, shall approve
4 the plan and serve as the certificate holder's local
5 professional development committee. These certificate
6 holders shall follow the same renewal criteria and procedures
7 as all other Standard and Master Teaching Certificate
8 holders, except that their continuing professional
9 development plans shall not be required to reflect or address
10 the knowledge, skills, and goals of a local school
11 improvement plan.
12 (k) Each school district, charter school, or cooperative
13 or joint agreement shall be paid an annual amount of not less
14 than $1,000, as determined by a formula based on the number
15 of Standard Teaching and Master Teaching Certificate holders,
16 subject to renewal and established by rule, not to exceed
17 $1,000,000 annually for all school districts, charter
18 schools, and cooperatives or joint agreements, for
19 administrative costs associated with conducting the meetings
20 of the local professional development committee, as
21 determined in consultation with the committee. Each regional
22 office of education shall receive $2,000 annually to pay
23 school districts, charter schools, or cooperatives or joint
24 agreements for costs, as defined by rule, incurred in staff
25 attendance at regional professional development review
26 committee meetings and the training seminar required under
27 paragraph (2) of subsection (g) of this Section.
28 (l) The State Board of Education and the State Teacher
29 Certification Board shall jointly contract with an
30 independent party to conduct a comprehensive evaluation of
31 the certificate renewal system pursuant to this Section. The
32 first report of this evaluation shall be presented to the
33 General Assembly on January 1, 2005 and on January 1 of every
34 third year thereafter.

3 Sec. 21-16. Fees - Requirement for registration.
4 (a) Until February 15, 2000, every applicant when issued
5 a certificate shall pay to the regional superintendent of
6 schools a fee of $1, which shall be paid into the institute
7 fund. Every certificate issued under the provisions of this
8 Act shall be registered annually or, at the option of the
9 holder of the certificate, once every 3 years. The regional
10 superintendent of schools having supervision and control over
11 the school where the teaching is done shall register the
12 certificate before the holder begins to teach, otherwise it
13 shall be registered in any county in the State of Illinois;
14 and one fee of $4 per year for registration or renewal of one
15 or more certificates which have been issued to the same
16 holder shall be paid into the institute fund.
17 Until February 15, 2000, requirements for registration of
18 any certificate limited in time shall include evidence of
19 professional growth defined as successful teaching experience
20 since last registration of certificate, attendance at
21 professional meetings, membership in professional
22 organizations, additional credits earned in recognized
23 teacher-training institutions, travel specifically for
24 educational experience, reading of professional books and
25 periodicals, filing all reports as required by the regional
26 superintendent of schools and the State Superintendent of
27 Education or such other professional experience or
28 combination of experiences as are presented by the teacher
29 and are approved by the State Superintendent of Education in
30 consultation with the State Teacher Certification Board. A
31 duplicate certificate may be issued to the holder of a valid
32 life certificate or valid certificate limited in time by the
33 State Superintendent of Education; however, it shall only be

1 issued upon request of a regional superintendent of schools
2 and upon payment to the regional superintendent of schools
3 who requests such duplicate a fee of $4.
4 (b) Beginning February 15, 2000, all persons who are
5 issued Standard Teaching Certificates pursuant to clause (ii)
6 of paragraph (1) (2) of subsection (c) of Section 21-2 and
7 all persons who renew Standard Teaching Certificates shall
8 pay a $25 fee for registration of all certificates held. All
9 persons who are issued Standard Teaching Certificates under
10 clause (i) of paragraph (1) of subsection (c) of Section 21-2
11 and all other applicants for Standard Teaching Certificates
12 shall pay an original application fee, pursuant to Section
13 21-12, and a $25 fee for registration of all certificates
14 held. These certificates shall be registered and the
15 registration fee paid once every 5 years. Standard Teaching
16 Certificate applicants and holders shall not be required to
17 pay any other registration fees for issuance or renewal of
18 their certificates, except as provided in Section 21-17 of
19 this Code. Beginning February 15, 2000, Master Teaching
20 Certificates shall be issued and renewed upon payment by the
21 applicant or certificate holder of a $50 fee for registration
22 of all certificates held. These certificates shall be
23 registered and the fee paid once every 10 years. Master
24 Teaching Certificate applicants and holders shall not be
25 required to pay any other application or registration fees
26 for issuance or renewal of their certificates, except as
27 provided in Section 21-17 of this Code. All other
28 certificates issued under the provisions of this Code shall
29 be registered for the validity period of the certificate at
30 the rate of $5 per year for the total number of years for
31 which the certificate is valid for registration of all
32 certificates held, or for a maximum of 5 years for life
33 certificates. The regional superintendent of schools having
34 supervision and control over the school where the teaching is

1 done shall register the certificate before the holder begins
2 to teach, otherwise it shall be registered in any county in
3 the State of Illinois. Each holder shall pay the appropriate
4 registration fee to the regional superintendent of schools.
5 The regional superintendent of schools shall deposit the
6 registration fees into the institute fund. Any certificate
7 holder who teaches in more than one educational service
8 region shall register the certificate or certificates in all
9 regions where the teaching is done, but shall be required to
10 pay one registration fee for all certificates held, provided
11 holders of certificates issued pursuant to Section 21-9 of
12 this Code shall be required to pay one registration fee, in
13 each educational service region in which his or her
14 certificate or certificates are registered, for all
15 certificates held.
16 A duplicate certificate may be issued to the holder of a
17 valid life certificate or valid certificate limited in time
18 by the State Superintendent of Education; however, it shall
19 only be issued upon request of a regional superintendent of
20 schools and upon payment to the regional superintendent of
21 schools who requests the duplicate a fee of $4, which shall
22 be deposited into the institute fund.

24 Section 95. No acceleration or delay. Where this Act
25 makes changes in a statute that is represented in this Act by
26 text that is not yet or no longer in effect (for example, a
27 Section represented by multiple versions), the use of that
28 text does not accelerate or delay the taking effect of (i)
29 the changes made by this Act or (ii) provisions derived from
30 any other Public Act.
31 Section 99. Effective date. This Act takes effect upon
32 becoming law.".
