 1        AN ACT relating to higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    changing Section 7f as follows:

 6        (110 ILCS 305/7f) (from Ch. 144, par. 28f)
 7        Sec. 7f.  Full tuition discount Partial tuition waivers.
 8        (a)  As  used  in  this  Section,  "Illinois  college  or
 9    university" means any of the following:   the  University  of
10    Illinois,   Southern   Illinois   University,  Chicago  State
11    University,  Eastern  Illinois  University,  Governors  State
12    University, Illinois State University, Northeastern  Illinois
13    University,   Northern   Illinois   University,  and  Western
14    Illinois University.
15        (b)  Each year the Board of Trustees of the University of
16    Illinois shall  offer  100%  tuition  discounts  50%  tuition
17    waivers  for  undergraduate education at any campus under its
18    governance or  supervision  to  the  children  of  employees,
19    including  retired  employees,  of  an  Illinois  college  or
20    university  who have been employed by any one or by more than
21    one Illinois college or university for an aggregate period of
22    at least 7 years. "Retired employee" means a person receiving
23    a retirement  or  disability  retirement  annuity  under  the
24    Illinois  Pension  Code  based on at least 7 years of service
25    with one or more than one  Illinois  college  or  university,
26    including  a  person who already is receiving such an annuity
27    on the effective date of this  amendatory  Act  of  the  92nd
28    General  Assembly.  To  be eligible to receive a full tuition
29    discount partial tuition waiver, the child  of  any  such  an
30    employee  of  an  Illinois  college or university (i) must be
31    under the age of 25 at the commencement of the academic  year

 1    during which the full tuition discount partial tuition waiver
 2    is  to  be  effective, and (ii) must qualify for admission to
 3    the  University  of  Illinois  under  the   same   admissions
 4    requirements,  standards and policies which the University of
 5    Illinois applies to applicants for admission generally to its
 6    respective undergraduate colleges and programs.
 7        (c)  Subject  to  the  provisions  and   limitations   of
 8    subsection  (b),  an  eligible applicant who has continued to
 9    maintain satisfactory academic progress toward graduation may
10    have his or her full tuition discount partial tuition  waiver
11    renewed  until  the time as he or she has expended 4 years of
12    undergraduate full tuition discount  partial  tuition  waiver
13    benefits under this Section.
14        (d)  No  full  tuition  discount  partial  tuition waiver
15    offered or allocated to any eligible applicant in  accordance
16    with  the provisions of this Section shall be charged against
17    any tuition waiver limitation  established  by  the  Illinois
18    Board of Higher Education.
19        (e)  The  Board  of  Trustees  shall  prescribe rules and
20    regulations as are necessary to implement and administer  the
21    provisions of this Section.

23        Section  10.  The Southern Illinois University Management
24    Act is amended by changing Section 8f as follows:

25        (110 ILCS 520/8f) (from Ch. 144, par. 658f)
26        Sec. 8f.  Full tuition discount Partial tuition waivers.
27        (a)  As  used  in  this  Section,  "Illinois  college  or
28    university" means any of the following:   the  University  of
29    Illinois,   Southern   Illinois   University,  Chicago  State
30    University,  Eastern  Illinois  University,  Governors  State
31    University, Illinois State University, Northeastern  Illinois
32    University,   Northern   Illinois   University,  and  Western

 1    Illinois University.
 2        (b)  Each year the Board of Trustees of Southern Illinois
 3    University shall offer 100%  tuition  discounts  50%  tuition
 4    waivers  for  undergraduate education at any campus under its
 5    governance or  supervision  to  the  children  of  employees,
 6    including  retired  employees,  of  an  Illinois  college  or
 7    university  who have been employed by any one or by more than
 8    one Illinois college or university for an aggregate period of
 9    at least 7 years. "Retired employee" means a person receiving
10    a retirement  or  disability  retirement  annuity  under  the
11    Illinois  Pension  Code  based on at least 7 years of service
12    with one or more than one  Illinois  college  or  university,
13    including  a  person who already is receiving such an annuity
14    on the effective date of this  amendatory  Act  of  the  92nd
15    General  Assembly.  To  be eligible to receive a full tuition
16    discount partial tuition waiver, the child  of  any  such  an
17    employee  of  an  Illinois  college or university (i) must be
18    under the age of 25 at the commencement of the academic  year
19    during which the full tuition discount partial tuition waiver
20    is  to  be  effective, and (ii) must qualify for admission to
21    Southern  Illinois  University  under  the  same   admissions
22    requirements,  standards and policies which Southern Illinois
23    University applies to applicants for admission  generally  to
24    its respective undergraduate colleges and programs.
25        (c)  Subject   to   the  provisions  and  limitations  of
26    subsection (b), an eligible applicant who  has  continued  to
27    maintain satisfactory academic progress toward graduation may
28    have  his or her full tuition discount partial tuition waiver
29    renewed until the time as he or she has expended 4  years  of
30    undergraduate  full  tuition  discount partial tuition waiver
31    benefits under this Section.
32        (d)  No full  tuition  discount  partial  tuition  waiver
33    offered  or allocated to any eligible applicant in accordance
34    with the provisions of this Section shall be charged  against

 1    any  tuition  waiver  limitation  established by the Illinois
 2    Board of Higher Education.
 3        (e)  The Board of  Trustees  shall  prescribe  rules  and
 4    regulations  as are necessary to implement and administer the
 5    provisions of this Section.

 7        Section 15.  The Chicago State University Law is  amended
 8    by changing Section 5-90 as follows:

 9        (110 ILCS 660/5-90)
10        Sec.   5-90.  Full   tuition   discount  Partial  tuition
11    waivers.
12        (a)  As  used  in  this  Section,  "Illinois  college  or
13    university" means any of the following:   the  University  of
14    Illinois,   Southern   Illinois   University,  Chicago  State

16    University, Illinois State University, Northeastern  Illinois
17    University,   Northern   Illinois   University,  and  Western
18    Illinois University.
19        (b)  Each year the  Board  of  Chicago  State  University
20    shall  offer  100%  tuition discounts 50% tuition waivers for
21    undergraduate education at any campus under its governance to
22    the children of employees, including retired employees, of an
23    Illinois college or university who have been employed by  any
24    one or by more than one Illinois college or university for an
25    aggregate  period  of  at  least  7 years. "Retired employee"
26    means  a  person  receiving  a   retirement   or   disability
27    retirement  annuity  under the Illinois Pension Code based on
28    at least 7 years  of  service  with  one  or  more  than  one
29    Illinois  college  or  university,  including  a  person  who
30    already is receiving such an annuity on the effective date of
31    this  amendatory  Act  of  the  92nd General Assembly.  To be

11    subsection  (b),  an  eligible applicant who has continued to
12    maintain satisfactory academic progress toward graduation may
13    have his or her full tuition discount partial tuition  waiver
14    renewed  until  the time as he or she has expended 4 years of
15    undergraduate full tuition discount  partial  tuition  waiver
16    benefits under this Section.
17        (d)  No  full  tuition  discount  partial  tuition waiver
18    offered or allocated to any eligible applicant in  accordance
19    with  the provisions of this Section shall be charged against
20    any tuition waiver limitation  established  by  the  Illinois
21    Board of Higher Education.
22        (e)  The  Board  shall prescribe rules and regulations as
23    are necessary to implement and administer the  provisions  of
24    this Section.

26        Section  20.   The  Eastern  Illinois  University  Law is
27    amended by changing Section 10-90 as follows:

28        (110 ILCS 665/10-90)
29        Sec.  10-90.  Full  tuition  discount   Partial   tuition
30    waivers.
31        (a)  As  used  in  this  Section,  "Illinois  college  or
32    university"  means  any  of the following:  the University of

 2    University,  Eastern  Illinois  University,  Governors  State
 3    University,  Illinois State University, Northeastern Illinois

 6        (b)  Each  year  the Board of Eastern Illinois University
 7    shall offer 100% tuition discounts 50%  tuition  waivers  for
 8    undergraduate education at any campus under its governance to
 9    the children of employees, including retired employees, of an
10    Illinois  college or university who have been employed by any
11    one or by more than one Illinois college or university for an
12    aggregate period of at  least  7  years.  "Retired  employee"
13    means   a   person   receiving  a  retirement  or  disability
14    retirement annuity under the Illinois Pension Code  based  on
15    at  least  7  years  of  service  with  one  or more than one
16    Illinois  college  or  university,  including  a  person  who
17    already is receiving such an annuity on the effective date of
18    this amendatory Act of the 92nd  General  Assembly.    To  be
19    eligible  to  receive a full tuition discount partial tuition
20    waiver, the child of any such  an  employee  of  an  Illinois

29        (c)  Subject  to  the  provisions  and   limitations   of
30    subsection  (b),  an  eligible applicant who has continued to
31    maintain satisfactory academic progress toward graduation may
32    have his or her full tuition discount partial tuition  waiver
33    renewed  until  the time as he or she has expended 4 years of
34    undergraduate full tuition discount  partial  tuition  waiver

 1    benefits under this Section.
 2        (d)  No  full  tuition  discount  partial  tuition waiver
 3    offered or allocated to any eligible applicant in  accordance
 4    with  the provisions of this Section shall be charged against

 6    Board of Higher Education.
 7        (e)  The  Board  shall prescribe rules and regulations as
 8    are necessary to implement and administer the  provisions  of
 9    this Section.

11        Section  25.   The  Governors  State  University  Law  is
12    amended by changing Section 15-90 as follows:

15    waivers.
16        (a)  As  used  in  this  Section,  "Illinois  college  or
17    university" means any of the following:   the  University  of
18    Illinois,   Southern   Illinois   University,  Chicago  State
19    University,  Eastern  Illinois  University,  Governors  State
20    University, Illinois State University, Northeastern  Illinois
21    University,   Northern   Illinois   University,  and  Western
22    Illinois University.
23        (b)  Each year the Board of  Governors  State  University
24    shall  offer  100%  tuition discounts 50% tuition waivers for
25    undergraduate education at any campus under its governance to
26    the children of employees, including retired employees, of an
27    Illinois college or university who have been employed by  any
28    one or by more than one Illinois college or university for an
29    aggregate  period  of  at  least  7 years. "Retired employee"
30    means  a  person  receiving  a   retirement   or   disability
31    retirement  annuity  under the Illinois Pension Code based on
32    at least 7 years  of  service  with  one  or  more  than  one

15    subsection (b), an eligible applicant who  has  continued  to
16    maintain satisfactory academic progress toward graduation may
17    have  his or her full tuition discount partial tuition waiver
18    renewed until the time as he or she has expended 4  years  of
19    undergraduate  full  tuition  discount partial tuition waiver
20    benefits under this Section.
21        (d)  No full  tuition  discount  partial  tuition  waiver
22    offered  or allocated to any eligible applicant in accordance
23    with the provisions of this Section shall be charged  against
24    any  tuition  waiver  limitation  established by the Illinois
25    Board of Higher Education.
26        (e)  The Board shall prescribe rules and  regulations  as

28    this Section.

30        Section 30.  The Illinois State University Law is amended
31    by changing Section 20-90 as follows:

15        Section  35.  The Northeastern Illinois University Law is
16    amended by changing Section 25-90 as follows:

17        (110 ILCS 680/25-90)
18        Sec.  25-90.    Full  tuition  discount  Partial  tuition
19    waivers.
20        (a)  As  used  in  this  Section,  "Illinois  college  or
21    university" means any of the following:   the  University  of
22    Illinois,   Southern   Illinois   University,  Chicago  State
23    University,  Eastern  Illinois  University,  Governors  State
24    University, Illinois State University, Northeastern  Illinois
25    University,   Northern   Illinois   University,  and  Western
26    Illinois University.
27        (b)  Each  year  the  Board  of   Northeastern   Illinois
28    University  shall  offer  100%  tuition discounts 50% tuition
29    waivers for undergraduate education at any campus  under  its
30    governance  to  the  children of employees, including retired
31    employees, of an Illinois college or university who have been
32    employed by any one or by more than one Illinois  college  or

 1    university  for  an  aggregate  period  of  at least 7 years.
 2    "Retired employee" means a person receiving a  retirement  or
 3    disability retirement annuity under the Illinois Pension Code
 4    based  on  at  least 7 years of service with one or more than
 5    one Illinois college or university, including  a  person  who
 6    already is receiving such an annuity on the effective date of
 7    this  amendatory  Act  of  the  92nd  General Assembly. To be
 8    eligible to receive a full tuition discount  partial  tuition
 9    waiver,  the  child  of  any  such an employee of an Illinois
10    college or university (i) must be under the age of 25 at  the
11    commencement  of  the  academic  year  during  which the full
12    tuition discount partial tuition waiver is to  be  effective,
13    and  (ii) must qualify for admission to Northeastern Illinois
14    University under the same admissions requirements,  standards
15    and  policies  which Northeastern Illinois University applies
16    to applicants  for  admission  generally  to  its  respective
17    undergraduate colleges and programs.
18        (c)  Subject   to   the  provisions  and  limitations  of
19    subsection (b), an eligible applicant who  has  continued  to
20    maintain satisfactory academic progress toward graduation may
21    have  his or her full tuition discount partial tuition waiver
22    renewed until the time as he or she has expended 4  years  of
23    undergraduate  full  tuition  discount partial tuition waiver
24    benefits under this Section.
25        (d)  No full  tuition  discount  partial  tuition  waiver
26    offered  or allocated to any eligible applicant in accordance
27    with the provisions of this Section shall be charged  against
28    any  tuition  waiver  limitation  established by the Illinois
29    Board of Higher Education.
30        (e)  The Board shall prescribe rules and  regulations  as
31    are  necessary  to implement and administer the provisions of
32    this Section.

 2    amended by changing Section 30-90 as follows:

 4        Sec.   30-90.  Full   tuition  discount  Partial  tuition
 5    waivers.
 6        (a)  As  used  in  this  Section,  "Illinois  college  or
 7    university" means any of the following:   the  University  of
 8    Illinois,   Southern   Illinois   University,  Chicago  State
 9    University,  Eastern  Illinois  University,  Governors  State
10    University, Illinois State University, Northeastern  Illinois
11    University,   Northern   Illinois   University,  and  Western
12    Illinois University.
13        (b)  Each year the Board of Northern Illinois  University
14    shall  offer  100%  tuition discounts 50% tuition waivers for
15    undergraduate education at any campus under its governance to
16    the children of employees, including retired employees, of an
17    Illinois college or university who have been employed by  any
18    one or by more than one Illinois college or university for an
19    aggregate  period  of  at  least  7 years. "Retired employee"
20    means  a  person  receiving  a   retirement   or   disability
21    retirement  annuity  under the Illinois Pension Code based on
22    at least 7 years  of  service  with  one  or  more  than  one
23    Illinois  college  or  university,  including  a  person  who
24    already is receiving such an annuity on the effective date of
25    this  amendatory  Act  of  the  92nd  General Assembly. To be
26    eligible to receive a full tuition discount  partial  tuition
27    waiver,  the  child  of  any  such an employee of an Illinois

 3        (c)  Subject   to   the  provisions  and  limitations  of

 6    have  his or her full tuition discount partial tuition waiver
 7    renewed until the time as he or she has expended 4  years  of
 8    undergraduate  full  tuition  discount partial tuition waiver
 9    benefits under this Section.

11    offered  or allocated to any eligible applicant in accordance

19        Section 45.   The  Western  Illinois  University  Law  is
20    amended by changing Section 35-90 as follows:

22        Sec.   35-90.  Full   tuition  discount  Partial  tuition
23    waivers.
24        (a)  As  used  in  this  Section,  "Illinois  college  or
25    university" means any of the following:   the  University  of
26    Illinois,   Southern   Illinois   University,  Chicago  State
27    University,  Eastern  Illinois  University,  Governors  State
28    University, Illinois State University, Northeastern  Illinois
29    University,   Northern   Illinois   University,  and  Western
30    Illinois University.
31        (b)  Each year the Board of Western  Illinois  University
32    shall  offer  100%  tuition discounts 50% tuition waivers for

 2    the children of employees, including retired employees, of an
 3    Illinois college or university who have been employed by  any
 4    one or by more than one Illinois college or university for an

 7    retirement  annuity  under the Illinois Pension Code based on
 8    at least 7 years  of  service  with  one  or  more  than  one

11    this  amendatory  Act  of  the  92nd  General Assembly. To be
12    eligible to receive a full tuition discount  partial  tuition
13    waiver,  the  child  of  any  such an employee of an Illinois

15    commencement  of  the  academic  year  during  which the full
16    tuition discount partial tuition waiver is to  be  effective,
17    and  (ii)  must  qualify  for  admission  to Western Illinois
18    University under the same admissions requirements,  standards
19    and  policies  which  Western  Illinois University applies to
20    applicants  for  admission  generally   to   its   respective
21    undergraduate colleges and programs.
22        (c)  Subject   to   the  provisions  and  limitations  of
23    subsection (b), an eligible applicant who  has  continued  to
24    maintain satisfactory academic progress toward graduation may
25    have  his or her full tuition discount partial tuition waiver
26    renewed until the time as he or she has expended 4  years  of
27    undergraduate  full  tuition  discount partial tuition waiver
28    benefits under this Section.
29        (d)  No full  tuition  discount  partial  tuition  waiver
30    offered  or allocated to any eligible applicant in accordance
31    with the provisions of this Section shall be charged  against
32    any  tuition  waiver  limitation  established by the Illinois
33    Board of Higher Education.
34        (e)  The Board shall prescribe rules and  regulations  as

 1    are  necessary  to implement and administer the provisions of
 2    this Section.

 4        Section 99.  Effective date.  This Act takes effect  upon
