 1                     AMENDMENT TO HOUSE BILL 293

 2        AMENDMENT NO.     .  Amend House Bill 293 as follows:

 3    by replacing everything after the enacting  clause  with  the
 4    following:

 5        "Section  5.   The  Department of Veterans Affairs Act is
 6    amended by changing Section 2 as follows:

 7        (20 ILCS 2805/2) (from Ch. 126 1/2, par. 67)
 8        Sec. 2.  Powers and duties.  The  Department  shall  have
 9    the following powers and duties:
10        To  perform  such  acts at the request of any veteran, or
11    his or her spouse, surviving spouse or dependents as shall be
12    reasonably necessary or reasonably incident to  obtaining  or
13    endeavoring  to  obtain  for  the  requester  any  advantage,
14    benefit or emolument accruing or due to such person under any
15    law  of the United States, the State of Illinois or any other
16    state or governmental agency by reason of the service of such
17    veteran, and in pursuance thereof shall:
18             1.  Contact veterans, their survivors and dependents
19        and advise them of the benefits of state and federal laws
20        and assist them in obtaining such benefits;
21             2.  Establish   field   offices   and   direct   the

 1        activities of the personnel assigned to such offices;
 2             3.  Create a volunteer  field  force  of  accredited
 3        representatives,  representing  educational institutions,
 4        labor organizations, veterans  organizations,  employers,
 5        churches, and farm organizations;
 6             4.  Conduct informational and training services;
 7             5.  Conduct educational programs through newspapers,
 8        periodicals   and  radio  for  the  specific  purpose  of
 9        disseminating information affecting  veterans  and  their
10        dependents;
11             6.  Coordinate  the  services  and activities of all
12        state departments having services and resources affecting
13        veterans and their dependents;
14             7.  Encourage and  assist  in  the  coordination  of
15        agencies  within  counties giving service to veterans and
16        their dependents;
17             8.  Cooperate with veterans organizations and  other
18        governmental agencies;
19             9.  Make,  alter,  amend  and  promulgate reasonable
20        rules and procedures for the administration of this  Act;
21        and
22             10.  Make and publish annual reports to the Governor
23        regarding the administration and general operation of the
24        Department;.
25             11.  Encourage  the State to implement more programs
26        to address the wide range of issues faced by Persian Gulf
27        War Veterans, especially those who took part  in  combat,
28        by  creating  an  official  commission  to  further study
29        Persian Gulf War Diseases. The commission  shall  consist
30        of  9  members  appointed  as  follows:   the Speaker and
31        Minority Leader of the House of Representatives  and  the
32        President  and  Minority  Leader of the Senate shall each
33        appoint  one  member  from  the  General  Assembly,   the
34        Governor  shall  appoint 4 members to represent veterans'

 1        organizations,  and  the  Department  shall  appoint  one
 2        member.   The  commission  members  shall  serve  without
 3        compensation; and.
 4             12.  Make grants, from moneys appropriated from  the
 5        Gulf  War Memorial Fund, to private organizations for the
 6        costs of erecting a Gulf War Memorial in Illinois.
 7        The Department may accept  and  hold  on  behalf  of  the
 8    State,  if  for the public interest, a grant, gift, devise or
 9    bequest of money or property to the Department made  for  the
10    general  benefit  of Illinois veterans, including the conduct
11    of informational and training services by the Department  and
12    other  authorized purposes of the Department.  The Department
13    shall cause each grant, gift, devise or bequest to be kept as
14    a distinct fund and shall invest such  funds  in  the  manner
15    provided  by  the  Public  Funds  Investment  Act,  as now or
16    hereafter amended, and shall make  such  reports  as  may  be
17    required by the Comptroller concerning what funds are so held
18    and  the  manner  in  which  such  funds  are  invested.  The
19    Department  may  make grants from these funds for the general
20    benefit of  Illinois  veterans.   Grants  from  these  funds,
21    except  for  the  funds  established under Sections 2.01a and
22    2.03, shall be subject to appropriation.

14        Section  15.   The  Illinois  Vehicle  Code is amended by
15    changing Section 3-412  and  adding  Sections  3-648,  3-649,
16    3-650,  3-651,  3-652, 3-653, 3-654, 3-655, 3-656, 3-657, and
17    3-658 as follows:

18        (625 ILCS 5/3-412) (from Ch. 95 1/2, par. 3-412)
19        Sec.   3-412.  Registration   plates   and   registration
20    stickers to be furnished by the Secretary of State.
21        (a)  The Secretary of State upon  registering  a  vehicle
22    subject  to  annual  registration  for  the first time  shall
23    issue  or  shall  cause  to  be  issued  to  the  owner   one
24    registration  plate  for  a motorcycle, trailer, semitrailer,
25    motorized pedalcycle or truck-tractor, 2 registration  plates
26    for  other  motor  vehicles  and,  where  applicable, current
27    registration  stickers  for  motor  vehicles  of  the   first

 1    division.   The  provisions  of  this  Section  may  be  made
 2    applicable  to  such  vehicles of the second division, as the
 3    Secretary of State may, from time to time, in his  discretion
 4    designate. On subsequent annual registrations during the term
 5    of the registration plate as provided in Section 3-414.1, the
 6    Secretary  shall  issue  or  cause  to be issued registration
 7    stickers as evidence of current  registration.  However,  the
 8    issuance   of   annual   registration  stickers  to  vehicles
 9    registered under the provisions of Section  3-402.1  of  this
10    Code  may not be required if the Secretary deems the issuance
11    unnecessary.
12        (b)  Every registration plate shall have  displayed  upon
13    it  the registration number assigned to the vehicle for which
14    it  is  issued,  the  name  of  this  State,  which  may   be
15    abbreviated,  the  year number for which it was issued, which
16    may be abbreviated, the phrase "Land of Lincoln",  except  as
17    provided  in  Sections  3-626,  3-629,  3-633,  3-634, 3-637,
18    3-638, and 3-642, 3-645, 3-647, 3-648, 3-651,  3-652,  3-654,
19    and 3-658, and such other letters or numbers as the Secretary
20    may  prescribe.   However, for apportionment plates issued to
21    vehicles registered under Section 3-402.1, the  phrase  "Land
22    of   Lincoln"   may   be   omitted  to  allow  for  the  word
23    "apportioned" to be displayed.   The  Secretary  may  in  his
24    discretion prescribe that letters be used as prefixes only on
25    registration  plates issued to vehicles of the first division
26    which are registered under this Code and only as suffixes  on
27    registration   plates   issued   to  other  vehicles.   Every
28    registration  sticker   issued   as   evidence   of   current
29    registration  shall designate the year number for which it is
30    issued and such other letters or numbers as the Secretary may
31    prescribe and shall  be  of  a  contrasting  color  with  the
32    registration plates and registration stickers of the previous
33    year.
34        (c)  Each registration plate and the required letters and

 1    numerals  thereon,  except  the year number for which issued,
 2    shall be of sufficient size to be  plainly  readable  from  a
 3    distance  of  100  feet  during daylight, and shall be coated
 4    with reflectorizing material.  The dimensions  of  the  plate
 5    issued  to  vehicles  of  the first division shall be 6 by 12
 6    inches.
 7        (d)  The  Secretary  of  State  shall  issue  for   every
 8    passenger motor vehicle rented without a driver the same type
 9    of  registration  plates  as  the type of plates issued for a
10    private passenger vehicle.
11        (e)  The  Secretary  of  State  shall  issue  for   every
12    passenger  car  used  as  a  taxicab  or  livery, distinctive
13    registration plates.
14        (f)  The  Secretary  of  State  shall  issue  for   every
15    motorcycle  distinctive  registration  plates  distinguishing
16    between  motorcycles  having  150  or  more cubic centimeters
17    piston displacement, or having less than 150 cubic centimeter
18    piston displacement.
19        (g)  Registration plates issued to vehicles for-hire  may
20    display  a  designation  as  determined by the Secretary that
21    such vehicles are for-hire.
22        (h)  The Secretary of State shall issue for each electric
23    vehicle   distinctive   registration   plates   which   shall
24    distinguish  between  electric  vehicles  having  a   maximum
25    operating speed of 45 miles per hour or more and those having
26    a maximum operating speed of less than 45 miles per hour.
27        (i)  The  Secretary of State shall issue for every public
28    and private ambulance  registration  plates  identifying  the
29    vehicle  as an ambulance.  The Secretary shall forward to the
30    Department of Public Aid  registration  information  for  the
31    purpose  of  verification of claims filed with the Department
32    by ambulance  owners  for  payment  for  services  to  public
33    assistance recipients.
34        (j)  The  Secretary of State shall issue for every public

 1    and  private  medical  carrier  or  rescue   vehicle   livery
 2    registration  plates  displaying  numbers  within  ranges  of
 3    numbers reserved respectively for medical carriers and rescue
 4    vehicles.   The  Secretary shall forward to the Department of
 5    Public  Aid  registration  information  for  the  purpose  of
 6    verification of claims filed with the Department by owners of
 7    medical carriers or rescue vehicles for payment for  services
 8    to public assistance recipients.

13        (625 ILCS 5/3-648 new)
14        Sec. 3-648. Gulf War Veteran license plate.
15        (a)  In addition to any other special license plate,  the
16    Secretary  of  State, upon receipt of all applicable fees and
17    applications made in the form prescribed  by  the  Secretary,
18    may  issue special registration plates designated as Gulf War
19    Veteran  license  plates  to  residents   of   Illinois   who
20    participated  in  the Persian Gulf Conflict between the dates
21    recognized by  the  United  States  Department  of  Veterans'
22    Affairs.  The special plate issued under this Section must be
23    affixed  only  to  passenger  vehicles of the first division,
24    motor vehicles  of  the  second  division,  and  recreational
25    vehicles  as  defined  in Section 1-169 of this Code.  Plates
26    issued under this  Section  shall  expire  according  to  the
27    staggered multi-year procedure established by Section 3-414.1
28    of this Code.
29        (b)  The design, color, and format of the plates shall be
30    wholly  within the discretion of the Secretary of State.  The
31    Secretary may, in his or her discretion, allow the plates  to
32    be issued as vanity plates or personalized in accordance with
33    Section 3-405.1 of this Code.  The plates are not required to

 1    designate  "Land of Lincoln", as prescribed in subsection (b)
 2    of Section 3-412 of this Code.  The Secretary shall prescribe
 3    the eligibility requirements and, in his or  her  discretion,
 4    shall  approve  and  prescribe stickers or decals as provided
 5    under Section 3-412.
 6        (c)  An applicant must be charged a $100 fee for original
 7    issuance  and  renewal  in   addition   to   the   applicable
 8    registration  fee.   Of the additional original fee, $13 must
 9    be deposited into the  Secretary  of  State  Special  License
10    Plate  Fund  and  $87  must  be  deposited  into the Gulf War
11    Memorial Fund.  For each registration renewal period, $2 must
12    be deposited into the Secretary  of  State  Special  Licenses
13    Plate  Fund  and  $98  must  be  deposited  into the Gulf War
14    Memorial Fund.
15        (d)  The Gulf War Memorial Fund is created as  a  special
16    fund  in  the State treasury. Moneys in the Fund may, subject
17    to appropriation, be used  by  the  Department  of  Veterans'
18    Affairs  to  provide  grants for the construction of the Gulf
19    War Memorial.  Upon  the  completion  of  the  Memorial,  the
20    Department  of  Veterans'  Affairs  must certify to the State
21    Treasurer that the construction  of  the  Memorial  has  been
22    completed.   Upon  the  certification  of  the  Department of
23    Veterans' Affairs, the  State  Treasurer  must  transfer  all
24    moneys  in  the  Fund  into  the  Secretary  of State Special
25    License Plate Fund.

26        (625 ILCS 5/3-649 new)
27        Sec. 3-649.  Pet Friendly license plates.
28        (a)  The Secretary, upon receipt of an  application  made
29    in  the  form  prescribed by the Secretary, may issue special
30    registration  plates  designated  as  Pet  Friendly   license
31    plates.   The  special plates issued under this Section shall
32    be affixed only to passenger vehicles of the first  division,
33    motor  vehicles of the second division weighing not more than

 1    8,000 pounds, and recreational vehicles as defined in Section
 2    1-169 of this Code.  Plates issued under this  Section  shall
 3    expire  according  to the multi-year procedure established by
 4    Section 3-414.1 of this Code.
 5        (b)  The design and color of the plates is wholly  within
 6    the discretion of the Secretary, except that the phrase "I am
 7    pet friendly" shall be on the plates. The Secretary may allow
 8    the  plates  to  be  issued  as vanity plates or personalized
 9    plates under Section 3-405.1  of  the  Code.   The  Secretary
10    shall  prescribe stickers or decals as provided under Section
11    3-412 of this Code.
12        (c)  An applicant for the special plate shall be  charged
13    a   $100  fee  for  original  issuance  in  addition  to  the
14    appropriate registration fee.  Of this  additional  fee,  $85
15    shall  be  deposited into the Pet Overpopulation Control Fund
16    and $15 shall  be  deposited  into  the  Secretary  of  State
17    Special  License  Plate  Fund, to be used by the Secretary to
18    help defray the administrative processing costs.
19        For each registration renewal  period,  a  $100  fee,  in
20    addition  to  the  appropriate  registration  fee,  shall  be
21    charged.  Of this additional fee, $98 shall be deposited into
22    the Pet Overpopulation Control Fund and $2 shall be deposited
23    into the Secretary of State Special License Plate Fund.
24        (d)  The  Pet Overpopulation Control Fund is created as a
25    special fund in the State treasury. All  moneys  in  the  Pet
26    Overpopulation   Control  Fund  shall  be  paid,  subject  to
27    appropriation by the General Assembly  and  approval  by  the
28    Secretary,  as grants to humane societies exempt from federal
29    income taxation  under  Section  501(c)(3)  of  the  Internal
30    Revenue  Code  to be used solely for the humane sterilization
31    of dogs and cats in  the  State  of  Illinois.  In  approving
32    grants   under  this  subsection  (d),  the  Secretary  shall
33    consider recommendations for grants made by a volunteer board
34    appointed by the Secretary that shall consist of  5  Illinois

 1    residents  who  are officers or directors of humane societies
 2    operating in different regions in Illinois.

 3        (625 ILCS 5/3-650 new)
 4        Sec. 3-650.  Hospice license plates.
 5        (a)  The Secretary, upon receipt of an  application  made
 6    in  the  form  prescribed by the Secretary, may issue special
 7    registration plates designated  as  Hospice  license  plates.
 8    The special plates issued under this Section shall be affixed
 9    only  to  passenger  vehicles of the first division and motor
10    vehicles of the second division weighing not more than  8,000
11    pounds.   Plates  issued  under  this  Section  shall  expire
12    according  to the multi-year procedure established by Section
13    3-414.1 of this Code.
14        (b)  The  color  of  the  plates  is  wholly  within  the
15    discretion of the Secretary.  The design of the plates  shall
16    include the word "Hospice" above drawings of two lilies and a
17    butterfly. The Secretary may allow the plates to be issued as
18    vanity  plates  or  personalized under Section 3-405.1 of the
19    Code.  The Secretary shall prescribe stickers  or  decals  as
20    provided under Section 3-412 of this Code.
21        (c)  An  applicant for the special plate shall be charged
22    a  $100  fee  for  original  issuance  in  addition  to   the
23    appropriate  registration  fee.   Of  this  fee, $85 shall be
24    deposited into the Hospice Fund and $15  shall  be  deposited
25    into the Secretary of State Special License Plate Fund, to be
26    used  by  the  Secretary  to  help  defray the administrative
27    processing costs.
28        For each registration renewal  period,  a  $100  fee,  in
29    addition  to  the  appropriate  registration  fee,  shall  be
30    charged.   Of  this  fee,  $98  shall  be  deposited into the
31    Hospice Fund and $2 shall be deposited into the Secretary  of
32    State Special License Plate Fund.
33        (d)  The Hospice Fund is created as a special fund in the

 1    State treasury.  All money in the Hospice Fund shall be paid,
 2    subject to appropriation by the General Assembly and approval
 3    by  the  Secretary,  to  the  Department of Public Health for
 4    distribution as grants for hospice services as defined in the
 5    Hospice Program Licensing Act.  The Director of Public Health
 6    shall adopt rules for the distribution of these grants.

 7        (625 ILCS 5/3-651 new)
 8        Sec. 3-651.  Union Member license plates.
 9        (a)  In addition to any other special license plate,  the
10    Secretary,   upon   receipt   of   all  applicable  fees  and
11    applications made in the form prescribed by the Secretary  of
12    State,  may issue Union Member license plates to residents of
13    Illinois who meet eligibility requirements prescribed by  the
14    Secretary  of  State.   The special Union Member plate issued
15    under  this  Section  shall  be  affixed  only  to  passenger
16    vehicles of the first division  and  motor  vehicles  of  the
17    second  division  weighing not more than 8,000 pounds. Plates
18    issued under this  Section  shall  expire  according  to  the
19    staggered multi-year procedure established by Section 3-414.1
20    of this Code.
21        (b)  The design, color, and format of the plates shall be
22    wholly  within  the  discretion  of  the  Secretary of State,
23    except that the plates shall show support for union  members.
24    The Secretary may, in his or her discretion, allow the plates
25    to  be  issued as vanity or personalized plates in accordance
26    with Section 3-405.1  of  this  Code.   The  plates  are  not
27    required  to  designate  "Land  Of Lincoln", as prescribed in
28    subsection (b) of Section 3-412 of this Code.  The  Secretary
29    shall  prescribe  the eligibility requirements and, in his or
30    her discretion,  shall  approve  and  prescribe  stickers  or
31    decals as provided under Section 3-412.
32        (c)  An  applicant  shall  be  charged  a  $100  fee  for
33    original  issuance in addition to the applicable registration

 1    fee.   This  additional  fee  shall  be  deposited  into  the
 2    Secretary of State  Special  License  Plate  Fund.  For  each
 3    registration  renewal  period, a $100 fee, in addition to the
 4    appropriate registration fee, shall be charged and  shall  be
 5    deposited  into  the Secretary of State Special License Plate
 6    Fund.

 7        (625 ILCS 5/3-652 new)
 8        Sec. 3-652.  Lions of Illinois license plates.
 9        (a)  In addition to any other special license plate,  the
10    Secretary,   upon   receipt   of   all  applicable  fees  and
11    applications made in the form prescribed by the Secretary  of
12    State,   may  issue  Lions  of  Illinois  license  plates  to
13    residents  of  Illinois  who  meet  eligibility  requirements
14    prescribed by the Secretary of State.  The special  Lions  of
15    Illinois  plate  issued  under  this Section shall be affixed
16    only to passenger vehicles of the first  division  and  motor
17    vehicles  of the second division weighing not more than 8,000
18    pounds.  Plates  issued  under  this  Section  shall   expire
19    according  to  the staggered multi-year procedure established
20    by Section 3-414.1 of this Code.
21        (b)  The design, color, and format of the plates shall be
22    wholly within the  discretion  of  the  Secretary  of  State,
23    except  that  the  International  Association  of Lions Clubs
24    emblem shall appear at the lower right corner of  the  plate,
25    and  immediately  to  the left of the emblem shall appear the
26    following words: "Lions of Illinois".   The Secretary may, in
27    his or her discretion, allow  the  plates  to  be  issued  as
28    vanity  or  personalized  plates  in  accordance with Section
29    3-405.1 of  this  Code.   The  plates  are  not  required  to
30    designate  "Land Of Lincoln", as prescribed in subsection (b)
31    of Section 3-412 of this Code.  The Secretary shall prescribe
32    the eligibility requirements and, in his or  her  discretion,
33    shall  approve  and  prescribe stickers or decals as provided

 1    under Section 3-412.
 2        (c)  An applicant for the special plate shall be  charged
 3    a   $100  fee  for  original  issuance  in  addition  to  the
 4    appropriate registration fee.  Of  this  fee,  $85  shall  be
 5    deposited  into  the  Lions of Illinois Fund and $15 shall be
 6    deposited into the Secretary of State Special  License  Plate
 7    Fund,  to  be  used  by  the  Secretary  to  help  defray the
 8    administrative processing costs.
 9        For each registration renewal  period,  a  $100  fee,  in
10    addition  to  the  appropriate  registration  fee,  shall  be
11    charged.   Of this fee, $98 shall be deposited into the Lions
12    of Illinois Fund and $2 shall be deposited into the Secretary
13    of State Special License Plate Fund.
14        (d)  The Lions of Illinois Fund is created as  a  special
15    fund  in  the  State  treasury.   All  moneys in the Lions of
16    Illinois Fund shall be paid, subject to appropriation by  the
17    General  Assembly and approval by the Secretary, as grants to
18    the Lions of Illinois Endowment Fund.

20        Sec.  3-653.  Illinois  Correctional  Employee   Memorial
21    license plates.
22        (a)  The  Secretary,  upon receipt of an application made
23    in the form prescribed by the Secretary,  may  issue  special
24    registration   plates  designated  as  Illinois  Correctional
25    Employee Memorial license plates.  The special plates  issued
26    under  this  Section  shall  be  affixed  only  to  passenger
27    vehicles  of  the  first  division  and motor vehicles of the
28    second division weighing not more than 8,000 pounds.   Plates
29    issued  under  this  Section  shall  expire  according to the
30    multi-year procedure established by Section 3-414.1  of  this
31    Code.
32        (b)  The  design and color of the plates is wholly within
33    the discretion of the Secretary. The Secretary may allow  the

16    deposited  into  the Secretary of State Special License Plate
17    Fund.
18        (d)  The Illinois Correctional Employee Memorial Fund  is
19    created  as  a special fund in the State treasury.  All money
20    in the Illinois Correctional Employee  Memorial  Fund  shall,
21    subject to appropriation by the General Assembly and approval
22    by  the  Secretary,  be used by the Department of Corrections
23    for construction and maintenance of the Illinois Correctional
24    Employee Memorial, to be located at the State Capitol grounds
25    in Springfield, Illinois, and for holding an annual  memorial
26    commemoration.

27        (625 ILCS 5/3-654 new)
28        Sec. 3-654.  Paratrooper license plates.
29        (a)  In  addition to any other special license plate, the
30    Secretary,  upon  receipt  of   all   applicable   fees   and
31    applications  made in the form prescribed by the Secretary of
32    State, may issue Paratrooper license plates to  residents  of
33    Illinois  who meet eligibility requirements prescribed by the

 1    Secretary of State.  The  special  Paratrooper  plate  issued
 2    under  this  Section  shall  be  affixed  only  to  passenger
 3    vehicles  of  the  first  division  and motor vehicles of the
 4    second division weighing not more than 8,000  pounds.  Plates
 5    issued  under  this  Section  shall  expire  according to the
 6    staggered multi-year procedure established by Section 3-414.1
 7    of this Code.
 8        (b)  The design, color, and format of the plates shall be
 9    wholly within the discretion of the Secretary of State.   The
10    Secretary  may, in his or her discretion, allow the plates to
11    be issued as vanity or personalized plates in accordance with
12    Section 3-405.1 of this Code.  The plates are not required to
13    designate "Land Of Lincoln", as prescribed in subsection  (b)
14    of Section 3-412 of this Code.  The Secretary shall prescribe
15    the  eligibility  requirements and, in his or her discretion,
16    shall approve and prescribe stickers or  decals  as  provided
17    under Section 3-412.
18        (c)  An  applicant  shall  be  charged  a  $100  fee  for
19    original  issuance in addition to the applicable registration
20    fee.   This  additional  fee  shall  be  deposited  into  the
21    Secretary of State Special  License  Plate  Fund.   For  each
22    registration  renewal  period, a $100 fee, in addition to the
23    appropriate registration fee, shall be charged and  shall  be
24    deposited  into  the Secretary of State Special License Plate
25    Fund.

26        (625 ILCS 5/3-655 new)
27        Sec. 3-655.  K-12 Education license plates.
28        (a)  The Secretary, upon receipt of an  application  made
29    in  the  form  prescribed by the Secretary, may issue special
30    registration plates  designated  as  K-12  Education  license
31    plates.   The  special plates issued under this Section shall
32    be affixed only to passenger vehicles of the  first  division
33    and  motor  vehicles of the second division weighing not more

 1    than 8,000 pounds.  Plates issued under  this  Section  shall
 2    expire  according  to the multi-year procedure established by
 3    Section 3-414.1 of this Code.
 4        (b)  The design and color of the plates is wholly  within
 5    the discretion of the Secretary.  The Secretary may allow the
 6    plates  to  be  issued as vanity or personalized plates under
 7    Section 3-405.1 of the Code.  The Secretary  shall  prescribe
 8    stickers  or  decals  as provided under Section 3-412 of this
 9    Code.
10        (c)  An applicant for the special plate shall be  charged
11    a   $100  fee  for  original  issuance  in  addition  to  the
12    appropriate registration fee.  Of  this  fee,  $85  shall  be
13    deposited  into  the  K-12  Education  Fund  and $15 shall be
14    deposited into the Secretary of State Special  License  Plate
15    Fund,  to  be  used  by  the  Secretary  to  help  defray the
16    administrative processing costs.
17        For each registration renewal  period,  a  $100  fee,  in
18    addition  to  the  appropriate  registration  fee,  shall  be
19    charged.   Of  this fee, $98 shall be deposited into the K-12
20    Education Fund and $2 shall be deposited into  the  Secretary
21    of State Special License Plate Fund.
22        (d)  The K-12 Education Fund is created as a special fund
23    in  the State treasury.  All money in the K-12 Education Fund
24    shall be  paid,  subject  to  appropriation  by  the  General
25    Assembly  and  approval  by  the  Secretary, as grants to the
26    individual school districts designated by each applicant.

27        (625 ILCS 5/3-656 new)
28        Sec. 3-656.  Park District Youth Program license plates.
29        (a)  In addition to any other special license plate,  the
30    Secretary,   upon   receipt   of   all  applicable  fees  and
31    applications made in the form prescribed by the Secretary  of
32    State,  may issue Park District Youth Program license plates.
33    The special Park District Youth Program  plate  issued  under

 1    this  Section  shall be affixed only to passenger vehicles of
 2    the first division and motor vehicles of the second  division
 3    weighing not more than 8,000 pounds. Plates issued under this
 4    Section  shall  expire  according to the staggered multi-year
 5    procedure established by Section 3-414.1 of this Code.
 6        (b)  The design, color, and format of the plates shall be
 7    wholly within the  discretion  of  the  Secretary  of  State.
 8    Appropriate  documentation,  as  determined by the Secretary,
 9    must accompany each application. The Secretary, in his or her
10    discretion, shall approve and prescribe stickers or decals as
11    provided under Section 3-412.
12        (c)  An applicant for the special plate shall be  charged
13    a   $100  fee  for  original  issuance  in  addition  to  the
14    appropriate registration fee.  Of  this  fee,  $85  shall  be
15    deposited  into  the Park District Youth Program Fund and $15
16    shall be  deposited  into  the  Secretary  of  State  Special
17    License  Plate  Fund,  to  be  used  by the Secretary to help
18    defray the administrative processing costs.
19        For each registration renewal  period,  a  $100  fee,  in
20    addition  to  the  appropriate  registration  fee,  shall  be
21    charged.   Of  this fee, $98 shall be deposited into the Park
22    District Youth Program Fund and $2 shall  be  deposited  into
23    the Secretary of State Special License Plate Fund.
24        (d)  The Park District Youth Program Fund is created as a
25    special  fund  in  the State treasury.  All money in the Park
26    District  Youth  Program  Fund  shall  be  paid,  subject  to
27    appropriation by the General Assembly  and  approval  by  the
28    Secretary,  as  grants  to  the  Illinois Association of Park
29    Districts, a not-for-profit corporation, for grants  to  park
30    districts  and recreation agencies providing innovative after
31    school programming for Illinois youth.

33        Sec. 3-657.  Illinois Coal Mining license plates.

 1        (a)  The Secretary, upon receipt of an  application  made
 2    in  the  form  prescribed by the Secretary, may issue special
 3    registration plates designated as Coal Mining license plates.
 4    The special plates issued under this Section shall be affixed
 5    only to passenger vehicles of the first  division  and  motor
 6    vehicles  of the second division weighing not more than 8,000
 7    pounds.   Plates  issued  under  this  Section  shall  expire
 8    according to the multi-year procedure established by  Section
 9    3-414.1 of this Code.
10        (b)  The  design and color of the plates is wholly within
11    the discretion of the Secretary. The Secretary may allow  the
12    plates  to  be  issued as vanity or personalized plates under
13    Section 3-405.1 of this Code.  The Secretary shall  prescribe
14    stickers  or  decals  as provided under Section 3-412 of this
15    Code.
16        (c)  An applicant for the special plate shall be  charged
17    a   $100  fee  for  original  issuance  in  addition  to  the
18    appropriate registration fee.  Of  this  fee,  $85  shall  be
19    deposited  into  the  Coal  Technology  Research Fund and $15
20    shall be  deposited  into  the  Secretary  of  State  Special
21    License  Plate  Fund,  to  be  used  by the Secretary to help
22    defray the administrative processing costs.
23        For each registration renewal  period,  a  $100  fee,  in
24    addition  to  the  appropriate  registration  fee,  shall  be
25    charged.   Of  this fee, $98 shall be deposited into the Coal
26    Technology Research Fund and $2 shall be deposited  into  the
27    Secretary of State Special License Plate Fund.
28        (d)  The  Coal  Technology  Research Fund is created as a
29    special fund in the State treasury.  All money  in  the  Coal
30    Technology  Research  Fund shall, subject to appropriation by
31    the General Assembly, be used  by  the  Coal  Extraction  and
32    Utilization  Research  Center at Southern Illinois University
33    for coal technology research.

 1        (625 ILCS 5/3-658 new)
 2        Sec. 3-658.  Small Business/Entrepreneur license plates.
 3        (a)  In addition to any other special license plate,  the
 4    Secretary,   upon   receipt   of   all  applicable  fees  and
 5    applications made in the form prescribed by the Secretary  of
 6    State,  may  issue Small Business/Entrepreneur license plates
 7    to residents of Illinois who  meet  eligibility  requirements
 8    prescribed  by  the  Secretary  of  State.  The special Small
 9    Business/Entrepreneur plate issued under this  Section  shall
10    be  affixed  only to passenger vehicles of the first division
11    and motor vehicles of the second division weighing  not  more
12    than  8,000  pounds.  Plates  issued under this Section shall
13    expire  according  to  the  staggered  multi-year   procedure
14    established by Section 3-414.1 of this Code.
15        (b)  The design, color, and format of the plates shall be
16    wholly  within  the  discretion  of  the  Secretary of State,
17    except that the plates shall show support for small  business
18    and  entrepreneurship.     The  Secretary  may, in his or her
19    discretion, allow the  plates  to  be  issued  as  vanity  or
20    personalized  plates  in  accordance  with Section 3-405.1 of
21    this Code.  The plates are not required to designate "Land Of
22    Lincoln", as prescribed in subsection (b) of Section 3-412 of
23    this Code.  The Secretary  shall  prescribe  the  eligibility
24    requirements and, in his or her discretion, shall approve and
25    prescribe stickers or decals as provided under Section 3-412.
26        (c)  An  applicant  shall  be  charged  a  $100  fee  for
27    original  issuance in addition to the applicable registration
28    fee.   This  additional  fee  shall  be  deposited  into  the
29    Secretary of State  Special  License  Plate  Fund.  For  each
30    registration  renewal  period, a $100 fee, in addition to the
31    appropriate registration fee, shall be charged and  shall  be
32    deposited  into  the Secretary of State Special License Plate
33    Fund.".
