 1                     AMENDMENT TO HOUSE BILL 279

 2        AMENDMENT NO.     .  Amend House Bill 279 on page 4, line
 3    2, by replacing "licensed physician" with "physician licensed
 4    to practice medicine in all of its branches"; and

 5    on page 8, below line 4, by inserting the following:

 6        "Section   90.   The  Emergency  Medical  Services  (EMS)
 7    Systems Act is amended by changing Section 3.70 as follows:

 8        (210 ILCS 50/3.70)
 9        Sec. 3.70.  Emergency Medical Dispatcher.
10        (a)  "Emergency Medical Dispatcher" means  a  person  who
11    has  successfully  completed  a dispatching course meeting or
12    exceeding  the  national  curriculum  of  the  United  States
13    Department of Transportation in accordance with rules adopted
14    by the Department pursuant to this  Act,  who  accepts  calls
15    from the public for emergency medical services and dispatches
16    designated emergency medical services personnel and vehicles.
17    The  Emergency  Medical  Dispatcher  may  or  may not provide
18    prearrival  medical  instructions  to  the  caller,  at   the
19    discretion  of  the  entity  or agency that employs him. Such
20    instructions shall be provided in accordance  with  protocols
21    established  by the EMS Medical Director of the EMS System in

 1    which the dispatcher operates.  If  the  dispatcher  operates
 2    under  the  authority  of an Emergency Telephone System Board
 3    established under the Emergency  Telephone  System  Act,  the
 4    protocols  shall be established by such Board in consultation
 5    with the EMS Medical  Director.   Persons  who  have  already
 6    completed  a  course  of  instruction  in  emergency  medical
 7    dispatch  based  on,  equivalent to or exceeding the national
 8    curriculum of the United States Department of Transportation,
 9    or  as  otherwise  approved  by  the  Department,  shall   be
10    considered  Emergency  Medical  Dispatchers  on the effective
11    date of this amendatory Act.
12        (b)  The  Department  shall  have   the   authority   and
13    responsibility to:
14             (1)  Prescribe  education  and  continuing education
15        requirements for the Emergency Medical Dispatcher,  which
16        meet  or  exceed  the  national  curriculum of the United
17        States  Department  of  Transportation,   through   rules
18        adopted pursuant to this Act;
19             (2)  Require  the  Emergency  Medical  Dispatcher to
20        notify the Department of the EMS System(s)  in  which  he
21        operates;
22             (3)  Require  the  Emergency  Medical Dispatcher who
23        provides prearrival instructions  to  callers  to  comply
24        with  the  protocols for such instructions established by
25        the  EMS  Medical  Director(s)  and  Emergency  Telephone
26        System Board or Boards, or in the absence of an Emergency
27        Telephone System Board or Boards the governmental  agency
28        performing  the  duties  of an Emergency Telephone System
29        Board or Boards, of the EMS System or Systems in which he
30        operates;
31             (4)  Require the  Emergency  Medical  Dispatcher  to
32        keep  the  Department currently informed as to the entity
33        or agency that employs or supervises his activities as an
34        Emergency Medical Dispatcher;

 1             (5)  (Blank) Establish a mechanism  for  phasing  in
 2        the  Emergency  Medical  Dispatcher  requirements  over a
 3        five-year period;
 4             (5.5)  Establish    an    annual     recertification
 5        requirement   for   Emergency  Medical  Dispatchers  that
 6        requires at least 12 hours of continuing  education  each
 7        year; and
 8             (6)  Establish  criteria  for  modifying  or waiving
 9        Emergency Medical Dispatcher requirements  based  on  (i)
10        the  scope  and  frequency of dispatch activities and the
11        dispatcher's access  to  training  or  (ii)  whether  the
12        previously-attended  dispatcher  training  program merits
13        automatic recertification for the dispatcher.
