1 AMENDMENT TO SENATE BILL 1540
2 AMENDMENT NO. . Amend Senate Bill 1540 on page 1,
3 line 14, after "professional" by inserting "fund raising";
4 and
5 on page 3, line 12, after "public", by inserting "for a
6 charitable organization required to file an annual report
7 under Section 4 of this Act"; and
8 on page 3, line 15, after "General", by inserting "of
9 Illinois"; and
10 on page 3, line 19, after "used", by inserting "or
11 distributed within Illinois by the charitable organization in
12 a calendar year"; and
13 on page 3, immediately below line 19, by inserting the
14 following:
15 "(8) Solicits or seeks a contribution from the
16 public through the use of a telephone for a charitable
17 organization required to file an annual report under
18 Section 4 of this Act, the telephone call must include a
19 statement by the solicitor that "a copy of the charitable
20 organization's annual financial report is or will be on
21 file at the Office of the Attorney General of Illinois
22 and available for public inspection".
23 (b-5) A charitable organization, professional
24 fundraiser, trustee, professional fund raising consultant, or

1 professional solicitor when making telephone solicitations
2 for a contribution to a charitable organization may not place
3 a block on its telephone numbers to keep the telephone
4 numbers from appearing on a recipient's caller ID. For the
5 purposes of this subsection, "caller ID" means the display to
6 the recipient of a call the caller's telephone number or
7 identity."; and
8 on page 3, line 23, after "years" by inserting "at the
9 discretion of a court of chancery based upon the equities;";
10 and
11 on page 3, line 33, after "professional" by inserting "fund
12 raising"; and
13 on page 4, line 3, after "(b)", by inserting "or fails to
14 include the statement required by item (8) of subsection (b)
15 in a telephone call"; and
16 on page 4, line 7, after "in use", by inserting "or when the
17 telephone call failing to include the statement is made".
