Synopsis of Bill as introduced:
        Amends the Illinois Income Tax Act  to  decrease  the  individual      
   rate  from 3% to 2.75% and to decrease the corporate rate from 4.8% to      
   4.4% beginning January 1, 1998.  Effective January 1, 1998.
