WIRSING. 105 ILCS 5/3.126 new Amends the School Code. Provides that the State Board of Education shall appoint the membership of a Quality Education Study Commission. Provides that the Commission shall analyze, evaluate, and report and make recommendations to the State Board of Education concerning the relationship between the quality of education and (i) school payrolls expressed as a percentage of a school district's total budget, and (ii) the ratio of payrolled teachers to student enrollment.
