90_HB3873 105 ILCS 5/3.126 new Amends the School Code. Provides that the State Board of Education shall appoint the membership of a Quality Education Study Commission. Provides that the Commission shall analyze, evaluate, and report and make recommendations to the State Board of Education concerning the relationship between the quality of education and (i) school payrolls expressed as a percentage of a school district's total budget, and (ii) the ratio of payrolled teachers to student enrollment. Adds other related provisions. LRB9011704THpk LRB9011704THpk 1 AN ACT to amend the School Code by adding Section 2 2-3.126. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by adding Section 6 2-3.126 as follows: 7 (105 ILCS 5/3.126 new) 8 Sec. 2-3.126. Quality Education Study Commission. The 9 State Board of Education shall establish and appoint the 10 membership of a Quality Education Study Commission. 11 The Commission shall analyze, evaluate, and make 12 recommendations concerning the relationship between the 13 quality of education in the public schools and (i) the 14 payrolls of school districts expressed as a percentage of 15 annual school budgets, and (ii) the ratio of payrolled 16 teachers to student enrollment. 17 The Commission shall submit a written report of its 18 findings and recommendations to the State Board of Education, 19 and shall include in the report its recommendations 20 concerning the withholding of all or a portion of the State 21 aid of a school district or the imposition of other 22 appropriate financial sanctions if the total payroll of a 23 school district, expressed as a percentage of its annual 24 school budget, exceeds 70% or some other recommended 25 percentage level of the district's total budget. 26 The Commission shall meet at the call of the member 27 designated by the State Board of Education to serve as 28 Chairperson of the Commission or at the call of a majority of 29 the Commission's members. 30 The Commission shall publish notice of and hold statewide 31 meetings before submitting its report. -2- LRB9011704THpk 1 Members of the Commission shall serve without 2 compensation but shall be reimbursed for the ordinary and 3 necessary expenses that they incur in the performance of 4 their duties as Commission members. Reimbursements of those 5 expenses and the other necessary expenses incurred by the 6 Commission in the performance of its duties shall be paid 7 from amounts appropriated to the State Board of Education for 8 those purposes.
