      5 ILCS 340/8 new
          Amends the Voluntary  Payroll  Deductions  Act  of  1983.
      Provides  that  the Comptroller shall prepare a report on the
      number of State and university employees who have contributed
      to qualified organizations and united  funds  no  later  than
      March  1  of each year.  Provides that each agency shall file
      with the Advisory Committee a report of the total  amount  of
      contributions  made  to  qualified  organizations  and united
      funds no later than February 15 of each year.

 1        AN ACT concerning certain State payroll deductions.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.  The Voluntary Payroll Deductions Act of 1983
 5    is amended by changing Section 5  and  adding  Section  8  as
 6    follows:
 7        (5 ILCS 340/5) (from Ch. 15, par. 505)
 8        Sec. 5.  The State Comptroller shall promulgate and issue
 9    reasonable  rules and regulations as deemed necessary for the
10    administration of this Act.
11        However,  all  solicitations  of  State   employees   for
12    contributions  at their workplace shall be in accordance with
13    rules promulgated by the Governor or his  designee  or  other
14    agency as may be designated by the Governor.
15        The  rules promulgated by the Governor or his designee or
16    other agency as designated by the Governor  shall  include  a
17    Code of Campaign Conduct that all qualified organizations and
18    United Funds shall subscribe to in writing, provision for the
19    handling  of  cash  contributions,  provision for an Advisory
20    Committee, provisions for the allocation  of  expenses  among
21    the  participating  organizations, an organizational plan and
22    structure whereby responsibilities  are  set  forth  for  the
23    appropriate    State    employees   and   the   participating
24    organizations, and any other matters that  are  necessary  to
25    accomplish the purposes of this Act.
26        The Advisory Committee shall, by rule,  require from each
27    agency  a  report  that  sets  forth (i) the total  amount of
28    money contributed to each qualified organization  and  united
29    fund  through both payroll  deductions and cash contributions
30    and (ii) the number of employees who have contributed to each
31    qualified  organization and united fund.   The  report  shall

 1    not   include   the   names   of  any  contributing  or  non-
 2    contributing employee.  The agency report shall be filed with
 3    the Committee no later than February 15 of  each year for the
 4    solicitation period immediately preceding  the  report.   The
 5    report shall be available to the  public upon request.
 6        Other   Constitutional   officers,   the   University  of
 7    Illinois,  Southern  Illinois   University,   Chicago   State
 8    University,  Eastern  Illinois  University,  Governors  State
 9    University,  Illinois State University, Northeastern Illinois
10    University,  Northern  Illinois   University,   and   Western
11    Illinois   University   shall   be   governed  by  the  rules
12    promulgated pursuant to this Section,  unless  such  entities
13    adopt their own rules governing solicitation of contributions
14    at the workplace.
15        All  rules promulgated pursuant to this Section shall not
16    discriminate against one or more qualified  organizations  or
17    United Funds.

20        Sec. 8.  Reports.  The Comptroller shall annually prepare
21    a  report on the number of State and university employees who
22    have contributed to qualified organizations and united  funds
23    under this Act.  The report shall set forth (i) the number of
24    payroll  deductions  received  by each qualified organization
25    and united fund, (ii) the total amount of  the  contributions
26    received  by each qualified organization and united fund, and
27    (iii) the State agencies  and  universities  from  which  the
28    contributions were received.  The report shall be prepared no
29    later than March 1 of each year and shall be available to the
30    public upon request.
