Amend Senate Bill 852 on page 1, 3 line 10, by replacing "Rehabilitation" with "State 4 Rehabilitation"; and 5 on page 1, line 12, by replacing "Secretary and" with 6 "Secretary"; and 7 on page 1, by replacing lines 13 and 14 with the following: 8 "rehabilitation administrator as defined in the Disabled 9 Persons Rehabilitation Act in matters of the provisions of 10 the federal Rehabilitation Act of 1973 concerning 11 individuals"; and 12 on page 2, line 18, by replacing "of" with "of, or a member 13 designated by,"; and 14 on page 3, line 27, by replacing "Director" with "vocational 15 rehabilitation administratorDirector"; and 16 on page 3, line 30, by replacing "Department" with 17 "vocational rehabilitation administratorDepartment"; and 18 on page 4, line 6, by replacing "Section" with "Sections 1b 19 and"; and 20 on page 4, by inserting immediately below line 6 the -2- LRB9000351MWcdam 1 following: 2 (20 ILCS 2405/1b) (from Ch. 23, par. 3432) 3 (Text of Section after amendment by P.A. 89-507) 4 Sec. 1b. For the purpose of this Act, the term "person 5 with one or more disabilities" means any person who, by 6 reason of a physical or mental impairment, is or may be 7 expected to be totally or partially incapacitated for 8 independent living or gainful employment; the term 9 "rehabilitation" or "habilitation" means those vocational or 10 other appropriate services which increase the opportunities 11 for independent functioning or gainful employment; the term 12 "comprehensive rehabilitation" means those services necessary 13 and appropriate for increasing the potential for independent 14 living or gainful employment as applicable; the term 15 "vocational rehabilitation administrator" means the head of 16 the designated State unit within the Department responsible 17 for administration of rehabilitation services provided for in 18 this Act, including but not limited to the administration of 19 the federal Rehabilitation Act; the term "Department" means 20 the Department of Human Services; and the term "Secretary" 21 means the Secretary of Human Services. 22 (Source: P.A. 89-507, eff. 7-1-97.): and 23 on page 5, by replacing line 32 with the following: 24 "(c) Authority. The unit of the Department headed by the 25 vocational rehabilitation administrator shall be designated 26 the"; and 27 on page 6, line 12, by replacing "Secretary" with "vocational 28 rehabilitation administratorSecretary"; and 29 on page 11, line 19, by replacing "29" with "3029"; and 30 on page 11, line 23, by replacing "2" with "3"; and -3- LRB9000351MWcdam 1 on page 11, line 24, by replacing "21" with "2221"; and 2 on page 11, line 25, by replacing "21" with "2221"; and 3 on page 11, line 31, by inserting after "Senate." the 4 following: 5 "No member, whether appointed by the Speaker of the House of 6 Representatives, the President of the Senate, the Minority 7 Leader of the House of Representatives, the Minority Leader 8 of the Senate, or the Governor, shall serve more than 6 9 consecutive years."; and 10 on page 12, line 7, by replacing "a representative from a" 11 with "the"; and 12 on page 12, line 8, by deleting "provides services for"; and 13 on page 12, by replacing line 9 with the following: 14 "is responsible for the administration of the vocational 15 rehabilitation program, (4) another unit within the 16 Department of Human Services that provides services for 17 individuals with disabilities , (5)(4)the State Board of"; 18 and 19 on page 12, line 10, by replacing "(5)" with "(6)(5)" and by 20 replacing "(6)" with "(7)(6)"; and 21 on page 12, line 11, by replacing "(7)" with "(8)(7)".
