90_SB0681ccr001 LRB9000948KDksccr1 1 90TH GENERAL ASSEMBLY 2 CONFERENCE COMMITTEE REPORT 3 ON SENATE BILL 681 4 ------------------------------------------------------------- 5 ------------------------------------------------------------- 6 To the President of the Senate and the Speaker of the 7 House of Representatives: 8 We, the conference committee appointed to consider the 9 differences between the houses in relation to House Amendment 10 No. 1 to Senate Bill 681, recommend the following: 11 (1) that the Senate concur in House Amendment No. 1; and 12 (2) that Senate Bill 681, AS AMENDED, be further 13 amended, in the title, by replacing "amending" with "creating 14 and amending"; and 15 by renumbering Sections 3 and 5, as, respectively, Sections 16 Section 90 and 95; and 17 by inserting immediately below the enacting clause the 18 following: 19 "Section 1. Short title. This Act may be cited as the 20 Aldo DeAngelis Program for Educational Involvement in the 21 Performing Arts Act. 22 Section 5. Program creation. The Aldo DeAngelis Program 23 for Educational Involvement in the Performing Arts is hereby 24 created to enable students at a variety of educational levels 25 from low and moderate income families to participate in 26 performing arts programming activities offered at the 27 performing arts center of Governors State University. 28 Section 10. Program function. The program shall be 29 designed to promote the involvement of students at a variety 30 of educational levels from low to moderate income families in -2- LRB9000948KDksccr1 1 the activities of the performing arts center referred to in 2 Section 5, and to afford those students the opportunity of 3 (i) performing or participating, either as part of the 4 activities of the university or through local community 5 organizations, in performing arts programming, and (ii) 6 attending nationally and internationally renowned 7 performances at the performing arts center. 8 Section 15. Program development. The board of trustees 9 of Governors State University shall develop and implement a 10 program or curriculum component to expand student involvement 11 in, and increase student competencies and understanding of 12 the various facets of, the performing arts activities and 13 programs offered through the performing arts center. From 14 funds allocated to Governors State University as provided in 15 Section 20, Governors State University shall provide 16 financial support to qualified students as defined in Section 17 5 to participate in the performing arts student involvement 18 and enrichment programs that are developed and implemented 19 for purposes of this Act. 20 The procedure for applying and qualifying for financial 21 support to be awarded under this Act and the amount of the 22 financial support to be awarded shall be determined under 23 rules and regulations adopted and promulgated for purposes of 24 administering this Act. 25 Governors State University shall annually file a report 26 with the General Assembly setting forth data on the student 27 involvement in performing arts programming activities and 28 the educational effectiveness of the programs established 29 under this Act. In addition, this report shall disclose the 30 financial support distributed during the period covered by 31 the report. 32 Section 20. Funding; Illinois Performing Arts Oversight 33 Committee. -3- LRB9000948KDksccr1 1 (a) The Aldo DeAngelis Fund for Educational Involvement 2 in the Performing Arts is hereby created as a special 3 interest-bearing account in the State Treasury. All 4 interest, dividends, and other earnings on investment of the 5 amounts from time to time appropriated, transferred, or 6 deposited into that Fund shall be credited to, held in, and 7 constitute a part of that Fund; and all amounts from time to 8 time held in the Aldo DeAngelis Fund for Educational 9 Involvement in the Performing Arts, including all earnings 10 from the investment of those amounts, shall be used and 11 appropriated solely for purposes of this Act. 12 (b) The Illinois Performing Arts Oversight Committee is 13 hereby created to exercise the responsibilities provided for 14 in this Section. The Oversight Committee shall consist of 15 the persons from time-to-time serving as the President of 16 Governors State University, the President of the Student 17 Senate at Governors State University, the Chairman of the 18 Governors State University Foundation Board, the Director for 19 the Center for Performing Arts at Governors State University, 20 or their respective designees. Members of the Oversight 21 Committee shall serve without compensation. 22 (c) The Illinois Performing Arts Oversight Committee, 23 from appropriations made to it from the Aldo DeAngelis Fund 24 for Educational Involvement in the Performing Arts, shall 25 allocate amounts for financial support under this Act for 26 distribution through the Governors State University 27 Foundation. Financial support shall be allocated for 28 distribution in a manner determined by the Oversight 29 Committee. 30 (d) The Oversight Committee may accept gifts or grants 31 from the federal government or its agencies or from any other 32 person, firm, or corporation made for purposes of enhancing 33 or facilitating the implementation and administration of the 34 Aldo DeAngelis Program for Educational Involvement in the 35 Performing Arts. All amounts so received by the Oversight -4- LRB9000948KDksccr1 1 Committee shall immediately be forwarded to the State 2 Treasurer for deposit into the Aldo DeAngelis Fund for 3 Educational Involvement in the Performing Arts. 4 Section 25. The State Finance Act is amended by adding 5 Section 5.449 as follows: 6 (30 ILCS 105/5.449 new) 7 Sec. 5.449.
