Amend Senate Bill 596, AS AMENDED, 3 by replacing the title with the following: 4 "AN ACT concerning counties, amending named Acts."; and 5 in the introductory clause of Section 5, by replacing 6 "Section 5-1052.5" with "Sections 5-1052.5 and 5-1124"; and 7 in Section 5, below the end of Sec. 5-1052.5, by inserting 8 the following: 9 "(55 ILCS 5/5-1124 new) 10 Sec. 5/5-1124. Second-hand and junk stores. 11 (a) The county board of a county may: 12 (1) License, tax, locate, and regulate all places 13 of business of dealers in junk, dismantled or wrecked 14 motor vehicles or parts thereof, rags, and any 15 second-hand article whatsoever. 16 (2) Forbid any person or entity from purchasing or 17 receiving from minors, without the written consent of 18 their parents or guardians, any article whatsoever. 19 (3) Impose the licensing, taxation, and regulation 20 of such dealers as additional duties pursuant to Section 21 5-1087 of this Code. 22 (b) All dealers and junk stores licensed and regulated -2- LRB9003274NTsbam 1 by this Act can be required by the county board to comply 2 with the reporting and inspection requirements in Sections 6 3 and 7 of the Pawnbroker Regulation Act."; and 4 below the end of Section 5, by inserting the following: 5 "Section 10. The Pawnbroker Regulation Act is amended by 6 adding Section 11.5 as follows: 7 (205 ILCS 510/11.5 new) 8 Sec. 11.5. Second-hand dealers and junk stores. Under 9 Section 5-1124 of the Counties Code, the county board of a 10 county may require second-hand dealers and junk stores to 11 comply with the reporting and inspection requirements of 12 Sections 6 and 7.".
