Amend Senate Bill 524 by replacing 3 the title with the following: 4 "AN ACT in relation to natural resources."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The Energy Conservation and Coal Development 8 Act is amended by adding Section 8.1 as follows: 9 (20 ILCS 1105/8.1 new) 10 Sec. 8.1. The Illinois Coal Resurgence Program. The 11 Department shall administer the Illinois Coal Resurgence 12 Program. The Department shall have the following powers in 13 accordance with Section 7 of the General Obligation Bond Act: 14 (1) To assist in the reopening of closed Illinois 15 mines. 16 (2) To assist in allowing existing Illinois coal 17 mines to remain operating. 18 (3) To assist in developing new markets (both 19 domestic and foreign) for Illinois coal. 20 (4) To assist in funding the cost of transportation -2- LRB9001867KDksam01 1 of Illinois coal to new markets and the development of 2 related infra-structure. 3 (5) To assist in funding the cost of construction 4 and development of coal conversion parks in Illinois. 5 (6) To assist in providing incentives to attract 6 new businesses that use coal or by-products developed 7 from coal or its conversion to relocate in Illinois. 8 (7) To assist in hiring consultants, engineers, and 9 other experts to assist in providing feasibility work in 10 connection with projects whose funding would otherwise be 11 authorized under this Act. 12 Section 10. The General Obligation Bond Act is amended 13 by changing Section 7 as follows: 14 (30 ILCS 330/7) (from Ch. 127, par. 657) 15 Sec. 7. Coal and Energy Development. The amount of 16 $160,000,000 is authorized to be used by the Department of 17 Commerce and Community Affairs for coal and energy 18 development purposes, pursuant to Sections 2, 3 and 3.1 of 19 the Illinois Coal and Energy Development Bond Act, and for 20 the purposes specified in Section 8.1 of the Energy 21 Conservation and Coal Development Act. Of this amount 22 $115,000,000 is for the specific purposes of acquisition, 23 development, construction, reconstruction, improvement, 24 financing, architectural and technical planning and 25 installation of capital facilities consisting of buildings, 26 structures, durable equipment, and land for the purpose of 27 capital development of coal resources within the State and 28 for the purposes specified in Section 8.1 of the Energy 29 Conservation and Coal Development Act, $35,000,000 is for the 30 purposes specified in Section 8.1 of the Energy Conservation 31 and Coal Development Act and making a grant to the owner of a 32 generating station located in Illinois and having at least -3- LRB9001867KDksam01 1 three coal-fired generating units with accredited summer 2 capability greater than 500 megawatts each at such generating 3 station as provided in Section 6 of that Bond Act and 4 $10,000,000 is for research, development and demonstration of 5 forms of energy other than that derived from coal, either on 6 or off State property. 7 (Source: P.A. 88-472; 89-445, eff. 2-7-96.) 8 Section 99. Effective date. This Act takes effect upon 9 becoming law.".
