LRB9002929LDdv SB479 Engrossed LRB9002929LDdv 1 AN ACT to amend the Illinois Lottery Law by changing 2 Section 3 and adding Section 15.1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Lottery Law is amended by 6 changing Section 3 and adding Section 15.1 as follows: 7 (20 ILCS 1605/3) (from Ch. 120, par. 1153) 8 Sec. 3. For the purposes of this Act: 9a."Lottery" or "State Lottery" means the lottery or 10 lotteries established and operated pursuant to this Act. 11b."Board" means the Lottery Control Board created by 12 this Act. 13c."Department" means the Department of the Lottery. 14d."Director" means the Director of the Department of 15 the Lottery. 16e."Chairman" means the Chairman of the Lottery Control 17 Board. 18f."Multi-state game directors" means such persons, 19 including the Director of the Department of the Lottery, as 20 may be designated by an agreement between the Department of 21 the Lottery and one or more additional lotteries operated 22 under the laws of another state or states. 23 "Vending machine" means a machine where a person can buy 24 lottery tickets without assistance from any other person. 25 (Source: P.A. 85-183.) 26 (20 ILCS 1605/15.1 new) 27 Sec. 15.1. Vending machines. 28 (a) Beginning on the effective date of this amendatory 29 Act of 1997, no vending machine that sells lottery tickets 30 shall be located in any State building unless it is under the SB479 Engrossed -2- LRB9002929LDdv 1 direct supervision of an employee of that building who is 2 over 18 years of age. 3 (b) Beginning on January 1, 1998 no person may place a 4 vending machine in any building or other place unless it is 5 under the direct supervision of the owner of the 6 establishment or an employee over 18 years of age. The 7 provisions of this subsection (b) shall not apply to a 8 vending machine placed in a building or other place before 9 January 1, 1998. 10 (c) For the purposes of this Section 15.1, "direct 11 supervision" means that the owner or employee over 18 years 12 of age has an unimpeded line of sight to the vending machine. 13 Section 99. Effective immediately. This Act takes 14 effect upon becoming law.
