          Amends the Illinois Vehicle  Code  to  make  a  technical
      change  to  a  provision  concerning wheel and axle loads and
      gross weights.

 1        AN ACT in relation to transportation.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  2.  The  Illinois  Highway  Code  is  amended by
 5    changing Section 9-102 as follows:
 6        (605 ILCS 5/9-102) (from Ch. 121, par. 9-102)
 7        Sec. 9-102. The proper highway authorities are authorized
 8    to keep vehicles of every kind off the public highways  where
 9    necessary to properly construct or repair the same.
10        Whenever  any  public  highway  including  any  bridge or
11    culvert thereon is being constructed or repaired, the highway
12    authorities having such work in charge shall, when they  deem
13    it  necessary, erect or cause to be erected at such points as
14    they deem desirable, suitable barriers, with  signs  thereon,
15    stating that such highway is closed, and by whose order.
16        Such  authorities shall also erect or cause to be erected
17    at such places as they  deem  best,  detour  signs  directing
18    travel around such construction or repair work.
19        Such  signs and barricades shall conform to the Manual of
20    Uniform Traffic Control Devices adopted by the Department.

22        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
23    changing  Section  11-208  and  adding  Sections 16-102.5 and
24    16-105.5 as follows:

26        Sec. 11-208.  Powers of local authorities.
27        (a)  The provisions of this Code shall not be  deemed  to
28    prevent   local  authorities  with  respect  to  streets  and
29    highways under their jurisdiction and within  the  reasonable

 1    exercise of the police power from:
 2             1.  Regulating  the standing or parking of vehicles,
 3        except as limited by Section 11-1306 of this Act;
 4             2.  Regulating traffic by means of  police  officers
 5        or traffic control signals;
 6             3.  Regulating   or   prohibiting   processions   or
 7        assemblages on the highways;
 8             4.  Designating   particular   highways  as  one-way
 9        highways and requiring that all vehicles thereon be moved
10        in one specific direction;
11             5.  Regulating the speed of vehicles in public parks
12        subject to the limitations set forth in Section 11-604;
13             6.  Designating any highway as a through highway, as
14        authorized in Section  11-302,  and  requiring  that  all
15        vehicles  stop  before  entering  or crossing the same or
16        designating any intersection as a stop intersection or  a
17        yield   right-of-way   intersection   and  requiring  all
18        vehicles to stop or yield the right-of-way at one or more
19        entrances to such intersections;
20             7.  Restricting the use of highways as authorized in
21        Chapter 15;
22             8.  Regulating  the  operation   of   bicycles   and
23        requiring   the   registration  and  licensing  of  same,
24        including the requirement of a registration fee;
25             9.  Regulating  or  prohibiting   the   turning   of
26        vehicles or specified types of vehicles at intersections;
27             10.  Altering  the  speed  limits  as  authorized in
28        Section 11-604;
29             11.  Prohibiting U-turns;
30             12.  Prohibiting pedestrian crossings at other  than
31        designated and marked crosswalks or at intersections;
32             13.  Prohibiting   parking   during   snow   removal
33        operation;
34             14.  Imposing   fines  in  accordance  with  Section

 1        11-1301.3 as penalties  for  use  of  any  parking  place
 2        reserved  for  persons  with  disabilities, as defined by
 3        Section 1-159.1, or disabled veterans by any person using
 4        a motor vehicle not bearing registration plates specified
 5        in Section 11-1301.1 or a  special  decal  or  device  as
 6        defined in Section 11-1301.2 as evidence that the vehicle
 7        is  operated  by  or  for  a  person with disabilities or
 8        disabled veteran; or
 9             15.  Adopting such other traffic regulations as  are
10        specifically authorized by this Code; or
11             16.  Enforcing  the  provisions of subsection (f) of
12        Section 3-413 of this Code or a similar local ordinance.
13        (b)  No ordinance or regulation enacted under subsections
14    1, 4, 5, 6, 7, 9, 10, 11 or 13  of  paragraph  (a)  shall  be
15    effective  until signs giving reasonable notice of such local
16    traffic regulations are posted.
17        (c)  The provisions of this Code shall  not  prevent  any
18    municipality   having   a   population  of  500,000  or  more
19    inhabitants from  prohibiting  any  person  from  driving  or
20    operating  any  motor  vehicle  upon  the  roadways  of  such
21    municipality with headlamps on high beam or bright.

24        Sec. 16-102.5.  Enforcement by municipality.
25        (a)  If  a  municipality  adopts  an ordinance similar to
26    subsection (f) of Section 3-413 of this Code, any person that
27    a municipality designates to  enforce  ordinances  regulating
28    the  standing or parking of vehicles shall have the authority
29    to enforce the provisions of subsection (f) of Section  3-413
30    of  this  Code  or  the similar local ordinance. However, the
31    authority to enforce subsection (f) of Section 3-413 of  this
32    Code  or  a  similar local ordinance shall not be given to an
33    appointed volunteer or private or public entity under contact

 1    to enforce person with disabilities parking laws.
 2        (b)  To enforce  the  provisions  of  subsection  (f)  of
 3    Section  3-413  of  this Code or a similar local ordinance, a
 4    municipality shall impose a fine not exceeding $25.

 6        Sec. 16-105.5.  Payment to  municipality.   All  revenues
 7    derived  from  the  issuance  of  citations for violations of
 8    subsection (f) of Section 3-413 of this  Code  or  a  similar
 9    local   ordinance   that   are  required  to  be  paid  to  a
10    municipality under this Code  shall  be  deposited  into  the
11    general fund of the municipality.
12        Section  99.  Effective date.  This Act takes effect upon
13    becoming law.
