Amend House Bill 3811 by replacing 3 the title with the following: 4 "AN ACT to amend the Property Tax Code by changing 5 Section 16-190 and adding Section 16-191."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Property Tax Code is amended by changing 9 Section 16-190 and adding Section 16-191 as follows: 10 (35 ILCS 200/16-190) 11 Sec. 16-190. Record of proceedings and orders. The 12 Property Tax Appeal Board shall keep a record of its 13 proceedings and orders and the record shall be a public 14 record. In all cases where the contesting party is seeking a 15 change of $100,000 or more in assessed valuation, the 16 contesting party must provide a court reporter at his or her 17 own expense. The original certified transcript of such 18 hearing shall be forwarded to the Springfield office of the 19 Property Tax Appeal Board and shall become part of the 20 Board's official record of the proceeding on appeal. Each -2- LRB9010584PTbdam 1 year the Property Tax Appeal Board shall publish a volume 2 containing a synopsis of representative cases decided by the 3 Board during that year. The publication shall be organized by 4 or cross-referenced by the issue presented before the Board 5 in each case contained in the publication. The publication 6 shall be available for inspection by the public at the 7 Property Tax Appeal Board offices and copies shall be 8 available for a reasonable cost, except as provided in 9 Section 16-191. 10 (Source: P.A. 87-1189; 88-455.) 11 (35 ILCS 200/16-191 new) 12 Sec. 16-191. Publications for assessors. The Property 13 Tax Appeal Board shall provide to any assessor or chief 14 county assessment officer, free of charge, a copy of the 15 volume published pursuant to Section 16-190 and any other 16 pamphlet, publication, brochure, or research document 17 produced by the Property Tax Appeal Board, upon request, oral 18 or written. 19 Section 99. Effective date. This Act takes effect upon 20 becoming law.".
