3 line 14, by replacing "2007" with "2002"; and
4 on page 1, in lines 21 and 22, by deleting "or to promulgate
5 a Federal Implementation Plan"; and
6 on page 1, in lines 22 and 23, by deleting "of the State";
7 and
8 on page 1, in line 24, after "Section", by inserting ",
9 unless another provision of this Act specifies the method for
10 adopting a specific rule".
