Amend House Bill 871, by replacing 3 the title with the following: 4 "AN ACT regarding appropriations."; and by replacing 5 everything after the enacting clause with the following: 6 "Section 1. "AN ACT making appropriations," Public Act 7 90-585, approved June 4, 1998, is amended by changing Section 8 35 of Article 15 as follows: 9 (P.A. 90-585, Art. 15, Sec. 35) 10 Sec. 35. The sum of $50,000, or so much thereof as may 11 be necessary, is appropriated from the General Revenue Fund 12 to the Chicago State University for a grant to the Black 13 WritersArtistsConference. 14 Section 2. "AN ACT making appropriations," Public Act 15 90-585, approved June 4, 1998, is amended by changing Section 16 85 of Article 37 as follows: 17 (P.A. 90-585, Art. 37, Sec. 85) 18 Sec. 85. The sum of $1,200,000, or so much thereof as -2- SRA90HB871MJcpam01 1 may be necessary, is appropriated from the General Revenue 2 Fund to the Department of Human Services for a grant 3 associated with the establishment of a Women's Treatment 4 Center in the City of Chicago to provide residential 5 assessment and treatment for substance abuse for pregnant and 6 postpartum women with children. 7 Section 3. "AN ACT making appropriations," Public Act 8 90-585, approved June 4, 1998, is amended by changing 9 Sections 71, 74, 84, 86, 93, 98, 122A, and 136 of Article 49 10 as follows: 11 (P.A. 90-585, Art. 49, Sec. 71) 12 Sec. 71. The sum of $500,000, or so much thereof as may 13 be necessary, is appropriated from the General Revenue Fund 14 to the Illinois Environmental Protection Agency for a grant 15 to the Village of Gilberts to improve wastewater problems in 16 Gilbertsfor sewer system improvements. 17 (P.A. 90-585, Art. 49, Sec. 74) 18 Sec. 74. The sum of $250,000, or so much thereof as may 19 be necessary, is appropriated from the General Revenue Fund 20 to the Illinois Environmental Protection Agency for a grant 21 to the Jasper Water Works CorporationDistrictfor 22 infrastructure improvements. 23 (P.A. 90-585, Art. 49, Sec. 84) 24 Sec. 84. The sum of $400,000, or so much thereof as may 8 be necessary, is appropriated from the General Revenue Fund 9 to the Illinois Environmental Protection Agency for a grant 10 totheClay County Water, Inc. for the construction of a 11 water systemRural Water District of Flora. 12 (P.A. 90-585, Art. 49, Sec. 98) 13 Sec. 98. The sum of $100,000, or so much thereof as may 14 be necessary, is appropriated from the General Revenue Fund 15 to the Illinois Environmental Protection Agency for a grant 16 to the TownshipVillageof Long Creek for a new water main. 17 (P.A. 90-585, Art. 49, Sec. 122A) 18 Sec. 122A. The sum of $300,000, or so much thereof as 19 may be necessary, is appropriated to the Environmental 20 Protection Agency from the General Revenue Fund for a grant 21 to the City of Gillespie for all expenses related to 22 wastewater improvementsewerprojects. 23 (P.A. 90-585, Art. 49, Sec. 136) 24 Sec. 136. The sum of $75,000, or so much thereof as may 25 be necessary, is appropriated from the General Revenue Fund 26 to the Illinois Environmental Protection Agency for a grant 27 to the City of Sparta for all expenses related to water and 28 sewer projects. -4- SRA90HB871MJcpam01 1 Section 4. "AN ACT making appropriations," Public Act 2 90-585, approved June 4, 1998, is amended by changing 3 Sections 136, 145, 153, 170, 176, 177 and 202 of Article 51 4 as follows: 5 (P.A. 90-585, Art. 51, Sec. 136) 6 Sec. 136. The sum of $10,000, or so much thereof as may 7 be necessary, is appropriated from the General Revenue Fund 8 to the Department of Natural Resources for a grant to the 9 Village of St. Joseph to upgrade a computer systemfor a park10area upgrade. 11 (P.A. 90-585, Art. 51, Sec. 145) 12 Sec. 145. The sum of $250,000, or so much thereof as may 13 be necessary, is appropriated from the General Revenue Fund 14 to the Department of Natural Resources for a grant to the 15 Village of Lemont for Logan Street Detention Pond and 16 associated down stream flood control improvementsto17reconstruct a detention pond. 18 (P.A. 90-585, Art. 51, Sec. 153) 19 Sec. 153. The sum of $100,000, or so much thereof as may 20 be necessary, is appropriated from the General Revenue Fund 21 to the Department of Natural Resources for a grant to the 22 FrankfortFranklinSquare Park District for playground 23 equipment. 24 (P.A. 90-585, Art. 51, Sec. 170) 25 Sec. 170. The sum of $750,000, or so much thereof as may 26 be necessary, is appropriated from the Capital Development 27 Fund to the Department of Natural Resources for a grant to 28 the Chicago Park District for all costs associated with the -5- SRA90HB871MJcpam01 1 acquisition, development, renovation, repair or construction 2 and equipment for a regional indoor youth athletic facility. 3 (P.A. 90-585, Art. 51, Sec. 176) 4 Sec. 176. The sum of $10,000, or so much thereof as may 5 be necessary, is appropriated from the General Revenue Fund 6 to the Department of Natural Resources for a grant to the 7Village ofSt. Rose Township for construction of bicycle 8 paths. 9 (P.A. 90-585, Art. 51, Sec. 177) 10 Sec. 177. The sum of $375,000, or so much thereof as may 11 be necessary, is appropriated from the General Revenue Fund 12 to the Department of Natural Resources for a grant to the 13 City of Pana for the construction, marketing and maintenance 14 of a bike trail and infrastructure improvements ,including 15 land acquisition or the purchasing of equipment. 16 (P.A. 90-585, Art. 51, Sec. 202) 17 Sec. 202. The sum of $25,000, or so much thereof as may 18 be necessary, is appropriated from the General Revenue Fund 19 to the Department of Natural Resources for a grant to the 20 MemorialBellwoodPark District for the purchase of 21 equipment. 22 Section 5. "AN ACT making appropriations," Public Act 23 90-585, approved June 4, 1998, is amended by changing 24 Sections 93, 137, 178, 179, 195, 196, 198, 201, 221, 223, 25 255, 273, 278, 295, 388 and 406 of Article 74 as follows: 26 (P.A. 90-585, Art. 74, Sec. 93) 27 Sec. 93. The sum of $500,000, or so much thereof as may -6- SRA90HB871MJcpam01 1 be necessary, is appropriated from the General Revenue Fund 2 to the Department of Commerce and Community Affairs for a 3 grant to the Norwood Park Chamber of Commerce for all costs 4 associated with the purchase, lease, renovation, and 5 rehabilitation of the Norwood Park Train Station. 6 (P.A. 90-585, Art. 74, Sec. 137) 7 Sec. 137. In addition to any other amounts appropriated, 8 theThesum of $150,000, or so much thereof as may be 9 necessary, is appropriated from the General Revenue Fund to 10 the Department of Commerce and Community Affairs for a grant 11 to the City of O'Fallon for a new Conference Centerplanning,12design, engineering, construction, reconstruction,13rehabilitation, and all other costs associated with the14upgrade of the community center. 15 (P.A. 90-585, Art. 74, Sec. 178) 16 Sec. 178. The sum of $100,000, or so much thereof as may 17 be necessary, is appropriated from the General Revenue Fund 18 to the Department of Commerce and Community Affairs for a 19 grant to the Champaign County Fair Association for new 20 grandstands at the Champaign County Fairgrounds. 21 (P.A. 90-585, Art. 74, Sec. 179) 22 Sec. 179. The sum of $50,000, or so much thereof as may 23 be necessary, is appropriated from the General Revenue Fund 24 to the Department of Commerce and Community Affairs for a 25 grant to the Village of St. Joseph for a park area upgradeto26upgrade a computer system. 27 (P.A. 90-585, Art. 74, Sec. 195) 28 Sec. 195. The sum of $100,000, or so much thereof as may 13 be necessary, is appropriated from the General Revenue Fund 14 to the Department of Commerce and Community Affairs for a 15 grant to the Village of Chatham forto convert an old fire16station toa teen center. 17 (P.A. 90-585, Art. 74, Sec. 201) 18 Sec. 201. The sum of $50,000, or so much thereof as may 19 be necessary, is appropriated from the General Revenue Fund 20 to the Department of Commerce and Community Affairs for a 21 grant to the Mississippi River Cycling and Hiking Corridor 22American Derby Bike Race and TrailAssociation. 23 (P.A. 90-585, Art. 74, Sec. 221) 24 Sec. 221. The sum of $17,500, or so much thereof as may 25 be necessary, is appropriated from the General Revenue Fund 26 to the Department of Commerce and Community Affairs for a 27 grant to the City of Georgetown for costs associated with a 28 library including but not limited to land, construction, and -8- SRA90HB871MJcpam01 1 equipment. 2 (P.A. 90-585, Art. 74, Sec. 223) 3 Sec. 223. The sum of $200,000, or so much thereof as may 4 be necessary, is appropriated from the General Revenue Fund 5 to the Department of Commerce and Community Affairs for a 6 grant to the Village of Melrose Park for costs, current and 7 prior, associated with thea newpublic safety building. 8 (P.A. 90-585, Art. 74, Sec. 255) 9 Sec. 255. The sum of $700,000, or so much thereof as may 10 be necessary, is appropriated from the General Revenue Fund 11 to the Department of Commerce and Community Affairs for a 12 grant to the Village of Dolton for all costs associated with 13 the construction of a swimming pool in the Village of Dolton. 14 (P.A. 90-585, Art. 74, Sec. 273) 15 Sec. 273. The sum of $250,000, or so much thereof as may 16 be necessary, is appropriated from the General Revenue Fund 17 to the Department of Commerce and Community Affairs for a 18 grant to the Chicago Park District for all costs associated 19 with acquisition, development, renovation, repair or 20 construction and equipment for a regional indoor athletic 21 facilityof the Hyde Park Athletic Club. 22 (P.A. 90-585, Art. 74, Sec. 278) 23 Sec. 278. The sum of $50,000, or as much thereof as may 24 be necessary, is appropriated to the Department of Commerce 25 and Community Affairs from the General Revenue Fund for a 26 grant to the Pilsen Together Chamber of Commerce18th Street27Chamber of Commercefor economic development programs. -9- SRA90HB871MJcpam01 1 (P.A. 90-585, Art. 74, Sec. 295) 2 Sec. 295. The sum of $50,000, or as much thereof as may 3 be necessary, is appropriated to the Department of Commerce 4 and Community Affairs from the General Revenue Fund for a 5 grant to the Mount Greenwood Chamber of CommerceCity of6Chicagofor a median landscaping planter on Halsted Avenue 7 between 103rd Street and 107th Street. 8 (P.A. 90-585, Art. 74, Sec. 388) 9 Sec. 388. The sum of $40,000, or as much thereof as may 10 be necessary, is appropriated to the Department of Commerce 11 and Community Affairs from the General Revenue Fund for a 12 grant to the Village of Tilden for costs associated with the 13 demolition of a school and construction of a maintenance 14 building. 15 (P.A. 90-585, Art. 74, Sec. 406) 16 Sec. 406. The sum of $250,000, or as much thereof as may 17 be necessary, is appropriated to the Department of Commerce 18 and Community Affairs from the General Revenue Fund for a 19 grant to theChicago Housing Authority for the BigLaVivienda 20 Housing Development Corporation. 21 Section 6. "AN ACT making appropriations," Public Act 22 90-585, approved June 4, 1998, is amended by changing Section 23 18 of Article 78 as follows: 24 (P.A. 90-585, Art. 78, Sec. 18) 25 Sec. 18. The sum of $100,000, or so much thereof as may 26 be necessary, is appropriated from the General Revenue Fund 27 to the Historic Preservation Agency for a grant to the Museum 28 of Broadcast CommunicationMuseum of Contemporary Art. -10- SRA90HB871MJcpam01 1 Section 7. "AN ACT making appropriations," Public Act 2 90-585, approved June 4, 1998, is amended by changing 3 Sections 32, 34, 70, 85, 87, 90, 93, 96, 101 and 115 of 4 Article 86 as follows: 5 (P.A. 90-585, Art. 86, Sec. 32) 6 Sec. 32. The sum of $126,000, or so much thereof as may 7 be necessary, is appropriated from the General Revenue Fund 8 to the Illinois Department of Transportation for a grant to 9 the City of Pinckneyville for all costs associated with the 10 repair, renovation, replacement, resurfacing, and extension 11 of roadsIllinois Avenue. 12 (P.A. 90-585, Art. 86, Sec. 34) 13 Sec. 34. The sum of $30,000, or so much thereof as may 14 be necessary, is appropriated from the General Revenue Fund 15 to the Illinois Department of Transportation for a grant to 16 the City of Nashville for infrastructure improvementson17Mockingbird Road. 18 (P.A. 90-585, Art. 86, Sec. 70) 19 Sec. 70. The sum of $175,000, or so much thereof as may 20 be necessary, is appropriated from the General Revenue Fund 21 to the Department of Transportation for a grant to the City 22 of Livingston for the purpose of making improvements to 23 Livingston Avenue and other streetsresurfacing Main Street. 24 (P.A. 90-585, Art. 86, Sec. 85) 25 Sec. 85. The sum of $100,000, or so much thereof as may 5 be necessary, is appropriated from the General Revenue Fund 6 to the Department of Transportation for a grant to the City 7 of Chicago for all costs associated with curb and gutter 8 improvements on the 3700 block of North Sacramento Avenue and 9 the 3800 block of North Sacramento Avenue; and with alley 10 improvements on the alley bounded by Montrose Avenue, Kedzie 11 Avenue, Sunnyside Avenue and Troy Street; and the alley 12 bounded by Ashland Avenue, Paulina Street, Wolfram Street and 13 Diversey Avenuefor roadway improvements and curbs. 14 (P.A. 90-585, Art. 86, Sec. 96) 15 Sec. 96. The sum of $325,000, or so much thereof as may 16 be necessary, is appropriated from the General Revenue Fund 17 to the Department of Transportation for the City of Chicago 18 for curbs and roadway improvements alongonFoster Avenue 19 (between 3600 West and 4600 West). 20 (P.A. 90-585, Art. 86, Sec. 101) 21 Sec. 101. The sum of $5,000,000, or so much thereof as 22 may be necessary, is appropriated from the Road Fund to the 23 Department of Transportation for all costs associated with 24 preliminary engineering of the system of access roads 25 parallel to Interstate I-190 between Bessie Coleman Drive and 26 the Tri-State Tollwayplanning, design, engineering and27construction of the system of access roads parallel to I-19028between Mannheim Road and the Tri-State Tollway. 29 (P.A. 90-585, Art. 86, Sec. 115) -14- SRA90HB871MJcpam01 1 Sec. 115. The sum of $50,000, or so much thereof as may 2 be necessary, is appropriated from the General Revenue Fund 3 to the Illinois Department of Transportation for a grant to 4 the Village of Rochester for all costs associated with 5 rehabilitation, repair, and replacement of sidewalks, and 6 rehabilitation of the bike path. 7 Section 8. "AN ACT making appropriations," Public Act 8 90-585, approved June 4, 1998, is amended by changing 9 Sections 24 and 49 of Article 90 as follows: 10 (P.A. 90-585, Art. 90, Sec. 24) 11 Sec. 24. The sum of $50,000, or so much thereof as may be 12 necessary, is appropriated from the General Revenue Fund to 13 the Capital Development Board for a grant to theVillage of14 Tilden Fire Protection District for land acquisition, 15 planning, design, construction, reconstruction, renovation, 16 rehabilitation, and all other costs associated with the fire 17 district building project. 18 (P.A. 90-585, Art. 90, Sec. 49) 19 Sec. 49. The sum of $50,000, or so much thereof as may 20 be necessary, is appropriated from the Capital Development 21 Fund to the Capital Development Board for all costs 22 associated with construction of the Silvis Community Centera23park garagein the City of Silvas. 24 Section 99. Effective date. This Act takes effect upon 25 becoming law.".
