1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Hydrogen Economy Act.
 
6    Section 5. Hydrogen Economy Task Force.
7    (a) The Hydrogen Economy Task Force is hereby established.
8    (b) The Task Force shall consist of the following members:
9        (1) one member of the Senate, appointed by the
10    President of the Senate;
11        (2) one member of the Senate, appointed by the
12    Minority Leader of the Senate;
13        (3) one member of the House of Representatives,
14    appointed by the Speaker of the House of Representatives;
15        (4) one member of the House of Representatives,
16    appointed by the Minority Leader of the House of
17    Representatives;
18        (5) one member representing the Governor's Office of
19    Management and Budget, appointed by the Governor;
20        (6) one member representing a statewide labor
21    organization, appointed by the Governor;
22        (7) one member representing a national laboratory that
23    researches alternate fuels, energy, and environmental

1    impacts, appointed by the Governor;
2        (8) one member from the Office of Energy, appointed by
3    the Director of the Illinois Environmental Protection
4    Agency;
5        (9) one member representing local economic development
6    interests, appointed by the Director of Commerce and
7    Economic Opportunity;
8        (10) one member representing a trade association,
9    appointed by the Director of Commerce and Economic
10    Opportunity;
11        (11) one representative of a manufacturing
12    association, appointed by the Director of Commerce and
13    Economic Opportunity;
14        (12) one representative of a community-based
15    organization that supports environmental justice
16    communities, appointed by the Director of Commerce and
17    Economic Opportunity;
18        (13) one member representing the University of
19    Illinois Institute for Sustainability, Energy, and
20    Environment, appointed by the President of the University
21    of Illinois System;
22        (14) the Director of the Illinois Power Agency or his
23    or her designee;
24        (15) the Chairman of the Illinois Commerce Commission
25    or his or her designee;
26        (16) the Director of Commerce and Economic Opportunity

1    or his or her designee;
2        (17) the Director of Natural Resources or his or her
3    designee;
4        (18) the Secretary of Transportation or his or her
5    designee;
6        (19) the Director of Agriculture or his or her
7    designee;
8        (20) the Chair of the Illinois Community College Board
9    or his or her designee;
10        (21) one member with knowledge of public safety,
11    appointed by the State Fire Marshal;
12        (22) one member representing a non-profit energy
13    research organization, appointed by the Governor;
14        (23) one representative of a trade association
15    representing the investor-owned electric and natural gas
16    utilities and power generation companies in the State of
17    Illinois, appointed by the Speaker of the House; and
18        (24) one representative of a trade association
19    representing wind and solar electric generators, renewable
20    transmission companies, and storage companies, appointed
21    by the President of the Senate.
22    (c) The members of the Task Force shall serve without
23compensation.
24    (d) The Task Force shall meet at least quarterly to
25fulfill its duties under this Act. At the first meeting of the
26Task Force, the Task Force shall elect a Chair from among its

1members.
2    (e) The Department of Commerce and Economic Opportunity
3shall provide administrative support to the Task Force.
 
4    Section 10. Duties. The Task Force shall have the
5following duties:
6        (1) establish a plan to create, support, develop, or
7    partner with a Hydrogen Hub in this State, and determine
8    how to maximize federal financial incentives to support
9    Hub development;
10        (2) identify opportunities to integrate hydrogen in
11    the transportation, energy, industrial, agricultural, and
12    other sectors;
13        (3) identify barriers to the widespread development of
14    hydrogen, including within environmental justice
15    communities; and
16        (4) recommend government policies to catalyze the
17    deployment of hydrogen in the State economy.
 
18    Section 15. Report. The Task Force shall report to the
19Governor and the General Assembly by December 1 of each year on
20its activities, findings, and recommendations.
 
21    Section 95. Repealer. This Act is repealed on June 1,
222023.
 
23    Section 99. Effective date. This Act takes effect upon
