SYNOPSIS AS INTRODUCED:
 
415 ILCS 15/10.2 new

    Provides that the amendatory Act may be referred to as the Large Event Waste Law. Amends the Solid Waste Planning and Recycling Act. Provides that, on and after January 1, 2025, an owner or operator of an event facility that has a maximum legal capacity or occupancy of at least 3,000 persons and that receives funding from the State of Illinois shall participate in the recycling program established by the county in which the event facility is located and shall send recyclable materials to a recycling center. Defines "event facility".

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. References to Act. This Act may be referred to
5as the Large Event Recycling and Composting Law.
 
6    Section 5. The Solid Waste Planning and Recycling Act is
7amended by adding Section 10.2 as follows:
 
8    (415 ILCS 15/10.2 new)
9    Sec. 10.2. Event facilities.
10    (a) On and after January 1, 2025, an owner or operator of
11an event facility that has a maximum legal capacity or
12occupancy of at least 3,500 persons shall provide for (i) the
13recycling of items that are generated at a public meeting or
14public event held at the event facility, including, but not
15limited to, glass, aluminum cans, cardboard, paper, and
16plastic beverage cups or bottles, (ii) the transfer of these
17recyclable materials to a recycling center for processing, and
18(iii) the composting of organic waste, which shall be
19collected separately from the recyclable materials.
20    (b) In this Section, "event facility" means a structure
21for holding public meetings or public events, including, but
22not limited to, baseball games, football games, hockey games,

1automobile races, or other musical, dramatic, artistic,
2social, or athletic events. "Event facility" includes a
3convention center. "Event facility" does not include school
4stadiums.
