AMENDMENT TO SENATE BILL 2655

AMENDMENT NO. ______. Amend Senate Bill 2655 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Medicaid Expansion of Network Providers for Persons with Disabilities Subcommittee Act.

Section 5. Medicaid Expansion of Network Providers for Persons with Disabilities Subcommittee.

(a) By January 1, 2025, the Department of Healthcare and Family Services shall create the Medicaid Expansion of Network Providers for Persons with Disabilities Subcommittee under the Medicaid Advisory Committee. The Subcommittee shall consist of the following members:

(1) the Director of Healthcare and Family Services, or the Director's designee;

(2) the Director of Insurance, or the Director's designee;

(3) the Secretary of Human Services, or the Secretary's designee;

(4) 2 members, appointed by the President of the Senate;

(6) 2 members, appointed by the Minority Leader of the Senate;

(7) 2 members, appointed by the Speaker of the House of Representatives;

(9) 2 members, appointed by the Minority Leader of the House of Representatives;

(10) 2 members who are parent advocates of children or adults with developmental disabilities, appointed by the Governor;

(11) 2 members who are parent advocates of children or adults with developmental disabilities, appointed by the Governor;

(12) one member who represents a statewide organization of dentists, appointed by the Governor;

(13) one member who represents a statewide organization of physicians, appointed by the Governor;

(14) one member who represents an organization of physicians practicing in Cook County, appointed by the Governor;

(15) one member who represents an organization of Indian American physicians, appointed by the Governor;

(16) 3 members from nonprofit organizations in northern Illinois that provide services to individuals with physical, developmental, intellectual, or mental health challenges, appointed by the Governor;

(17) one member who represents a downstate chapter of an organization of social workers, appointed by the Governor;

(18) one member who represents a nonprofit organization of parents and other relatives of residents of a developmental center in southern Illinois that is operated by the Department of Human Services, appointed by the Governor; and

(19) 2 members who represent health care systems in southern Illinois, appointed by the Governor.

(b) A vacancy on the Subcommittee shall be filled by the appropriate appointing authority.

(c) The Subcommittee shall meet monthly.

(d) The members of the Subcommittee shall receive no compensation for the performance of their duties under this Act, but may be reimbursed for necessary expenses incurred while engaged in the performance of their duties under this Act.

(e) The Department of Healthcare and Family Services shall provide administrative support to the Subcommittee.

Section 10. Duties. The Subcommittee shall develop and propose policies to increase the State's Medicaid provider networks to give Medicaid clients more provider choice for their health care needs. The Subcommittee shall work toward creating solutions to streamline the State's Medicaid system, making it more efficient, and making it easier to use while improving the overall quality of care.

Section 15. Report. The Subcommittee shall report its findings, conclusions, and recommendations, including suggested legislation, to the General Assembly by December 31, 2025.

Section 20. Repeal. This Act is repealed on July 1, 2026.

Section 99. Effective date. This Act takes effect upon becoming law.".
