AMENDMENT TO SENATE BILL 2655

2    AMENDMENT NO. ______. Amend Senate Bill 2655 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Medicaid Expansion of Network Providers for Persons with
6Disabilities Subcommittee Act.
 
7    Section 5. Medicaid Expansion of Network Providers for
8Persons with Disabilities Subcommittee.
9    (a) By January 1, 2025, the Department of Healthcare and
10Family Services shall create the Medicaid Expansion of Network
11Providers for Persons with Disabilities Subcommittee under the
12Medicaid Advisory Committee. The Subcommittee shall consist of
13the following members:
14        (1) the Director of Healthcare and Family Services, or
15    the Director's designee;
16        (2) the Director of Insurance, or the Director's

1    designee;
2        (3) the Secretary of Human Services, or the
3    Secretary's designee;
4        (4) 2 members, appointed by the President of the
5    Senate;
6        (6) 2 members, appointed by the Minority Leader of the
7    Senate;
8        (7) 2 members, appointed by the Speaker of the House
9    of Representatives;
10        (9) 2 members, appointed by the Minority Leader of the
11    House of Representatives;
12        (10) 2 members who are parent advocates of children or
13    adults with developmental disabilities, appointed by the
14    Governor;
15        (11) 2 members who are parent advocates of children or
16    adults with developmental disabilities, appointed by the
17    Governor;
18        (12) one member who represents a statewide
19    organization of dentists, appointed by the Governor;
20        (13) one member who represents a statewide
21    organization of physicians, appointed by the Governor;
22        (14) one member who represents an organization of
23    physicians practicing in Cook County, appointed by the
24    Governor;
25        (15) one member who represents an organization of
26    Indian American physicians, appointed by the Governor;

1        (16) 3 members from nonprofit organizations in
2    northern Illinois that provide services to individuals
3    with physical, developmental, intellectual, or mental
4    health challenges, appointed by the Governor;
5        (17) one member who represents a downstate chapter of
6    an organization of social workers, appointed by the
7    Governor;
8        (18) one member who represents a nonprofit
9    organization of parents and other relatives of residents
10    of a developmental center in southern Illinois that is
11    operated by the Department of Human Services, appointed by
12    the Governor; and
13        (19) 2 members who represent health care systems in
14    southern Illinois, appointed by the Governor.
15    (b) A vacancy on the Subcommittee shall be filled by the
16appropriate appointing authority.
17    (c) The Subcommittee shall meet monthly.
18    (d) The members of the Subcommittee shall receive no
19compensation for the performance of their duties under this
20Act, but may be reimbursed for necessary expenses incurred
21while engaged in the performance of their duties under this
22Act.
23    (e) The Department of Healthcare and Family Services shall
24provide administrative support to the Subcommittee.
 
25    Section 10. Duties. The Subcommittee shall develop and

1propose policies to increase the State's Medicaid provider
2networks to give Medicaid clients more provider choice for
3their health care needs. The Subcommittee shall work toward
4creating solutions to streamline the State's Medicaid system,
5making it more efficient, and making it easier to use while
6improving the overall quality of care.
 
7    Section 15. Report. The Subcommittee shall report its
8findings, conclusions, and recommendations, including
9suggested legislation, to the General Assembly by December 31,
102025.
 
11    Section 20. Repeal. This Act is repealed on July 1, 2026.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.".
