AMENDMENT TO SENATE BILL 1437

2    AMENDMENT NO. ______. Amend Senate Bill 1437 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Century Network Act is amended by
5changing Section 7 and by adding Section 30 as follows:
 
6    (20 ILCS 3921/7)
7    Sec. 7. Definitions.     As Beginning on July 1, 2018, as
8used in this Act: ,
9    "Anchor anchor institutions" or "community anchor
10institutions" means Illinois schools, institutions of higher
11education, libraries, museums, research institutions, State
12agencies, and units of local government.
13    "End-to-end network" means the entirety of the broadband
14network, including both the middle-mile and last-mile network.
15    "Symmetrical service" means service with equal download
16and upload speeds.

3    Sec. 30. Dates of completion.
4    (a) Subject to appropriation, the Department of Innovation
5and Technology shall connect all prioritized community anchor
6institutions to the Illinois Century Network and provide at
7least 10 gigabit per second (Gbps) symmetrical service for 80%
8of schools, 80% of correctional facilities, and 13% of
9libraries and at least 1 Gbps symmetrical service for all
10other prioritized connected community anchor institutions by
11January 1, 2030. The Department of Innovation and Technology
12may accomplish this requirement by either using commercial
13providers engaged through a competitive bidding process or by
14operating its own network. The Department of Innovation and
15Technology shall determine, by rule, which community anchor
16institutions are prioritized.
17    (b) Subject to appropriation, the Department of Innovation
18and Technology shall own and operate the end-to-end network
19and connect all community anchor institutions to the network,
20providing at least 10 Gbps symmetrical service for 80% of
21schools, 80% of correctional facilities, and 13% of libraries
22and at least 1 Gbps symmetrical service for all other
23community anchor institutions, by January 1, 2050.
 
24    Section 99. Effective date. This Act takes effect upon
