AMENDMENT TO SENATE BILL 1216

2    AMENDMENT NO. ______. Amend Senate Bill 1216 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-623 as follows:
 
6    (625 ILCS 5/3-623)  (from Ch. 95 1/2, par. 3-623)
7    Sec. 3-623. Purple Heart Plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary of State, may issue to
10recipients awarded the Purple Heart by a branch of the armed
11forces of the United States who reside in Illinois, special
12registration plates. The Secretary, upon receipt of the proper
13application, may also issue these special registration plates
14to an Illinois resident who is the surviving spouse of a person
15who was awarded the Purple Heart by a branch of the armed
16forces of the United States. The special plates issued

1pursuant to this Section should be affixed only to passenger
2vehicles of the 1st division, including motorcycles, or motor
3vehicles of the 2nd division weighing not more than 8,000
4pounds. The Secretary may, in his or her discretion, allow the
5plates to be issued as vanity or personalized plates in
6accordance with Section 3-405.1 of this Code. The Secretary of
7State must make a version of the special registration plates
8authorized under this Section in a form appropriate for
9motorcycles.
10    (b) The design and color of such plates shall be wholly
11within the discretion of the Secretary of State. Appropriate
12documentation, as determined by the Secretary, and the
13appropriate registration fee shall accompany the application,
14except:
15        (1) a person eligible to be issued Purple Heart plates
16    may display the plates on one vehicle without the payment
17    of any registration or registration renewal fee; and
18        (2) for an individual who has been issued Purple Heart
19    plates for an additional vehicle and who has been approved
20    for benefits under the Senior Citizens and Persons with
21    Disabilities Property Tax Relief Act, the annual fee for
22    the registration of the vehicle shall be as provided in
23    Section 3-806.3 of this Code.
24    (c) A person eligible to be issued Purple Heart plates who
25has a disability as defined under Section 1-159.1 may request
26one set of specialized plates which display the International

1Symbol of Access and shall be subject to the provisions within
2Section 3-616. The set of specialized plates displaying the
3International Symbol of Access shall only be issued along with
4the assignment of a corresponding disability placard that must
5be displayed in the vehicle.
