AMENDMENT TO HOUSE RESOLUTION 84

2    AMENDMENT NO. ___. Amend House Resolution 84 by deleting
3everything after heading and replacing it with the following:
 
4    "WHEREAS, The Illinois Tollway currently uses rubber
5modified asphalt in the construction of our roads, and many
6other states use this material as well, including Georgia,
7California, Texas, and others; however, the Illinois
8Department of Transportation does not; and
 
9    WHEREAS, Years of studies have proven that rubber modified
10asphalt delivers a better performance than regular asphalt and
11is a cheaper option; utilizing this option also has additional
12environmental benefits as it lowers the carbon footprint; the
13value of using rubber in roads has not been pursued by the
14Illinois Department of Transportation and is a resource left
15unexploited; and

1    WHEREAS, An increase of the use of rubber modified asphalt
2would be beneficial to not only the State but also the tire
3recycling industry; this would be an ideal use for scrap tires
4and will deliver better performing roads, providing a better
5alternative to the current system; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we urge the Illinois Department of Transportation to use
9rubber modified asphalt as a material for building and
10maintaining roads; and be it further
 
11    RESOLVED, The recycling fee collected during the purchase
12of tires should be used for only rubber recycling, which would
13help solve the issues for which that product is directly
14responsible; and be it further
 
15    RESOLVED, A suitable copy of this resolution be delivered
16to the Secretary of the Illinois Department of
17Transportation."
