AMENDMENT TO HOUSE RESOLUTION 84

AMENDMENT NO. ___. Amend House Resolution 84 by deleting everything after heading and replacing it with the following:

"WHEREAS, The Illinois Tollway currently uses rubber modified asphalt in the construction of our roads, and many other states use this material as well, including Georgia, California, Texas, and others; however, the Illinois Department of Transportation does not; and

WHEREAS, Years of studies have proven that rubber modified asphalt delivers a better performance than regular asphalt and is a cheaper option; utilizing this option also has additional environmental benefits as it lowers the carbon footprint; the value of using rubber in roads has not been pursued by the Illinois Department of Transportation and is a resource left unexploited; and

WHEREAS, An increase of the use of rubber modified asphalt would be beneficial to not only the State but also the tire recycling industry; this would be an ideal use for scrap tires and will deliver better performing roads, providing a better alternative to the current system; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Illinois Department of Transportation to use rubber modified asphalt as a material for building and maintaining roads; and be it further

RESOLVED, The recycling fee collected during the purchase of tires should be used for only rubber recycling, which would help solve the issues for which that product is directly responsible; and be it further

RESOLVED, A suitable copy of this resolution be delivered to the Secretary of the Illinois Department of Transportation."
