SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Deborah Leigh "Deb" Kilby of Virginia,
4who passed away on October 9, 2022; and
 
5    WHEREAS, Deb Kilby was born to William S. and Ruth M.
6Watkins Kilby in Jacksonville on February 6, 1953; she
7graduated from Virginia High School in 1971 and then from
8Washburn University in Topeka, Kansas, where she lettered in
9volleyball, basketball, and softball all four years; and
 
10    WHEREAS, Deb Kilby began her coaching career at Illinois
11College in Jacksonville; she instrumental in the development
12of the women's athletic programs during the late 1970s and
13early 1980s; over a period of seven years, she coached the
14softball, volleyball, basketball, and tennis teams, and she
15helped each program make the transition to the Midwest
16Conference; her teams won a total of 138 contests from 1979
17through 1985; she coached the 1982-83 basketball squad as it
18reached the IAIAW state playoffs for the first time; she also
19directed the Lady Blues to the South Division basketball
20championship during the 1984-85 season; her 1983 softball team
21reached the league playoffs and qualified for IAIAW postseason
22play; for her efforts, she was inducted into the Illinois
23College Sports Hall of Fame in 2006; and

1    WHEREAS, Deb Kilby worked for UPS in Jacksonville and
2later became a security guard for the Springfield FBI Office;
3and
 
4    WHEREAS, Deb Kilby was a member of the Virginia United
5Methodist Church; she enjoyed playing co-ed softball; she also
6enjoyed watching her nieces and nephews in all of their
7activities; she loved being at home, spending time with her
8dogs, and watching all sports; and
 
9    WHEREAS, Deb Kilby was preceded in death by her parents
10and her sister, Glenda E. Perry; and
 
11    WHEREAS, Deb Kilby is survived by her siblings, Nancy J.
12Anderson, William R. (Venita) Kilby, and Robert T. (Cindy)
13Kilby; her nieces and nephews; and her great-nieces and
14great-nephews; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17Deborah Leigh "Deb" Kilby and extend our sincere condolences
18to her family, friends, and all who knew and loved her; and be
19it further
 
20    RESOLVED, That a suitable copy of this resolution be
