AMENDMENT TO SENATE BILL 3905

2    AMENDMENT NO. ______. Amend Senate Bill 3905 on page 1, by
3replacing line 11 with the following:
4    "(b) The Committee shall be comprised of the following
5members, and the appointed members of the Committee shall be
6appointed to the"; and
 
7by replacing line 14 of page 1 through line 1 of page 2 with
8the following:
9        "(1) The Governor, or his or her designee, who shall
10    serve as chairperson.
11        (2) The Director of the Illinois Environmental
12    Protection Agency, or his or her designee.
13        (3) One member appointed by the President of the
14    Senate.
15        (4) One member appointed by the Minority Leader of the
16    Senate.
17        (5) One member appointed by the Speaker of the House

1    of Representatives.
2        (6) One member appointed by the Minority Leader of the
3    House of Representatives.
4        (7) Members appointed by the Director of the Illinois
5    Environmental Protection Agency as follows:
6            (A) one member who is a representative of a
7        publicly-owned drinking water or wastewater utility
8        with a Curt: Please find attached service population
9        of 25,000 or less;
10            (B) one member who is a representative of a
11        publicly-owned drinking water or wastewater utility
12        with a service population over 25,000 people to
13        125,000 people;
14            (C) one member who is a representative of a
15        publicly-owned drinking water or wastewater utility
16        with a service population over 125,000 people;
17            (D) one member who is a representative of a
18        statewide organization representing wastewater
19        agencies; and
20            (E) one member who is a representative of a
21        statewide organization representing drinking water
22        agencies.

1on page 3, immediately below line 4, by inserting the
2following:
3        "(7) In determining eligibility for assistance, the
4    role that the State revolving fund programs play for small
5    communities should be understood and fully considered.
6        (8) Any recommendations for changes to the programs
7    must be fully consistent with federal law and must not
8    adversely affect any community's eligibility for loans
9    under federal law.".
