AMENDMENT TO SENATE BILL 3613

2    AMENDMENT NO. ______. Amend Senate Bill 3613 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Hydrogen Economy Act.
 
6    Section 5. Hydrogen Economy Task Force.
7    (a) The Hydrogen Economy Task Force is hereby established.
8    (b) The Task Force shall consist of the following members:
9        (1) one member of the Senate, appointed by the
10    President of the Senate;
11        (2) one member of the Senate, appointed by the
12    Minority Leader of the Senate;
13        (3) one member of the House of Representatives,
14    appointed by the Speaker of the House of Representatives;
15        (4) one member of the House of Representatives,
16    appointed by the Minority Leader of the House of

1    Representatives;
2        (5) one member representing the Governor's Office of
3    Management and Budget, appointed by the Governor;
4        (6) one member representing a statewide labor
5    organization, appointed by the Governor;
6        (7) one member representing a national laboratory that
7    researches alternate fuels, energy, and environmental
8    impacts, appointed by the Governor;
9        (8) one member from the Office of Energy, appointed by
10    the Director of the Illinois Environmental Protection
11    Agency;
12        (9) one member representing local economic development
13    interests, appointed by the Director of Commerce and
14    Economic Opportunity;
15        (10) one member representing a trade association,
16    appointed by the Director of Commerce and Economic
17    Opportunity;
18        (11) one representative of a manufacturing
19    association, appointed by the Director of Commerce and
20    Economic Opportunity;
21        (12) one representative of a community-based
22    organization that supports environmental justice
23    communities, appointed by the Director of Commerce and
24    Economic Opportunity;
25        (13) one member representing the University of
26    Illinois Institute for Sustainability, Energy, and

1    Environment, appointed by the President of the University
2    of Illinois System;
3        (14) the Director of the Illinois Power Agency or his
4    or her designee;
5        (15) the Chairman of the Illinois Commerce Commission
6    or his or her designee;
7        (16) the Director of Commerce and Economic Opportunity
8    or his or her designee;
9        (17) the Director of Natural Resources or his or her
10    designee;
11        (18) the Secretary of Transportation or his or her
12    designee;
13        (19) the Director of Agriculture or his or her
14    designee;
15        (20) the Chair of the Illinois Community College Board
16    or his or her designee;
17        (21) one member with knowledge of public safety,
18    appointed by the State Fire Marshal;
19        (22) one member representing a non-profit energy
20    research organization, appointed by the Governor;
21        (23) one representative of a trade association
22    representing the investor-owned electric and natural gas
23    utilities and power generation companies in the State of
24    Illinois, appointed by the Speaker of the House; and
25        (24) one representative of a trade association
26    representing wind and solar electric generators, renewable

1    transmission companies, and storage companies, appointed
2    by the President of the Senate.
3    (c) The members of the Task Force shall serve without
4compensation.
5    (d) The Task Force shall meet at least quarterly to
6fulfill its duties under this Act. At the first meeting of the
7Task Force, the Task Force shall elect a Chair from among its
8members.
9    (e) The Department of Commerce and Economic Opportunity
10shall provide administrative support to the Task Force.
 
11    Section 10. Duties. The Task Force shall have the
12following duties:
13        (1) establish a plan to create, support, develop, or
14    partner with a Hydrogen Hub in this State, and determine
15    how to maximize federal financial incentives to support
16    Hub development;
17        (2) identify opportunities to integrate hydrogen in
18    the transportation, energy, industrial, agricultural, and
19    other sectors;
20        (3) identify barriers to the widespread development of
21    hydrogen, including within environmental justice
22    communities; and
23        (4) recommend government policies to catalyze the
24    deployment of hydrogen in the State economy.

1    Section 15. Report. The Task Force shall report to the
2Governor and the General Assembly by December 1 of each year on
3its activities, findings, and recommendations.
 
4    Section 95. Repealer. This Act is repealed on June 1,
52023.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.".
