AMENDMENT TO SENATE BILL 726

2    AMENDMENT NO. ______. Amend Senate Bill 726 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Personnel Code is amended by adding Section
517b as follows:
 
6    (20 ILCS 415/17b new)
7    Sec. 17b. Trainee program for persons with a disability.
8    (a) Notwithstanding any other provision of law, on and
9after July 1, 2020, each State agency with 1,500 employees or
10more and each executive branch constitutional officer is
11required to offer at least one position per year to be filled
12by a person with a disability, as defined by the federal
13Americans with Disabilities Act, through an established
14trainee program. Agencies with fewer than 1,500 employees may
15also elect to participate in the program. The trainee position
16shall last for a period of at least 6 months and shall require

1the trainee to participate in the trainee program for at least
220 hours per week. The program shall be administered by the
3Department of Central Management Services. The Department of
4Central Management Services shall conduct an initial
5assessment of potential candidates, and the hiring agency or
6officer shall conduct a final interview. Upon successful
7completion of the trainee program, the respective agency or
8officer shall issue a certificate of completion of the trainee
9program, which shall be sent to the Department of Central
10Management Services for final approval. Individuals who
11successfully complete a trainee appointment under this Section
12are eligible for promotion to the target title without further
13examination. The Department of Central Management Services, in
14cooperation with the Employment and Economic Opportunity for
15Persons with Disabilities Task Force, shall adopt rules to
16implement and administer the trainee program for persons with
17disabilities, including, but not limited to, establishing
18non-political selection criteria, implementing an assessment
19and interview process that accommodates persons with a
20disability, and linking trainee programs to targeted full-time
21position titles.
22    (b) The Employment and Economic Opportunity for Persons
23with Disabilities Task Force shall prepare an annual report to
24be submitted to the Governor and the General Assembly that
25includes: (1) best practices for helping persons with a
26disability gain employment; (2) proposed rules for adoption by

1the Department of Central Management Services for the
2administration and implementation of the trainee program under
3this Section; (3) the number of agencies that participated in
4the trainee program under this Section in the previous calendar
5year; and (4) the number of individuals who participated in the
6trainee program who became full-time employees of the State at
7the conclusion of the trainee program.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.".
