HOUSE RESOLUTION

WHEREAS, The Illinois House of Representatives would like to encourage the United States Congress to pass House Resolution 38, which would require states to allow gun owners to carry their firearms without a permit unless his or her state of residence requires one; and

WHEREAS, Illinois was the 50th and final state to adopt concealed carry legislation in 2013, and as of 2017, there are over 15 million concealed handgun permits in the United States; and

WHEREAS, Eleven states do not require residents to possess a permit to carry a firearm: Montana, Alaska, Idaho, Arizona, Kansas, Mississippi, Maine, Vermont, West Virginia, Arkansas, and Wyoming; and

WHEREAS, Florida, Pennsylvania, and Texas each have over one million residents with concealed carry permits, and it is believed that concealed carry permits stop hundreds of crimes each year; and

WHEREAS, In 2016, Chicago had 762 murders and 3,550 shooting incidents that included 4,331 shooting victims; it is apparent in looking at Chicago (which has some of the strictest gun control laws in the country, but highest murder rates) that gun control laws do not work; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we encourage the 115th United States Congress to pass House Resolution 38 to allow gun owners to carry their firearms in every state without a permit unless his or her state of residence requires one; and be it further

RESOLVED, That suitable copies of this resolution be delivered to all members of the 115th United States Congress.
