AMENDMENT TO SENATE RESOLUTION 142

2    AMENDMENT NO. ___. Amend Senate Resolution 142 by replacing
3everything after the heading with the following:
 
4    "WHEREAS, In late 2013, Target Corporation experienced a
5security data breach that affected as many as 40 million people
6who used their credit or debit cards at the retailer; and
 
7    WHEREAS, According to Verizon's 2014 Data Breach
8Investigations Report, financial institutions experienced 465
9security incidents with confirmed data loss in 2013; and
 
10    WHEREAS, According to Verizon's 2014 Data Breach
11Investigations Report, retailers experienced 148 security
12incidents with confirmed data loss in 2013; and
 
13    WHEREAS, In 2014, credit card data security breaches were
14reported by at least 13 nationwide retailers; and

1    WHEREAS, In 2014, TotalBank in Florida reported a security
2breach that put the accounts of at least 72,000 customers at
3risk of personal data exposure; and
 
4    WHEREAS, On January 27, 2015, United States Representative
5Gus Bilarikis of Florida stated in the United States House
6Subcommittee on Commerce, Manufacturing, and Trade that a need
7exists to ensure that merchants are appropriately protecting
8consumers; and
 
9    WHEREAS, The Credit Union National Association has created
10a national action alert regarding data breaches, including a
11website, StoptheDataBreaches.com; and
 
12    WHEREAS, The Credit Union National Association urges
13citizens to make their government officials and
14representatives aware of the problem of data breaches;
15therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United
18States government to focus on increased accountability and
19higher security regarding credit data used at retailers and
20financial institutions and personal information data kept by
21any organization; and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to the members of the Illinois congressional
3delegation.".
