AMENDMENT TO SENATE JOINT RESOLUTION 28

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 28 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, Illinois has more units of local government than
5any state in the country, numbered at over 7,000; and
 
6    WHEREAS, The General Assembly finds that consolidation of
7units of local government will result in cost-saving for the
8taxpayers; and
 
9    WHEREAS, The General Assembly finds that consolidation of
10units of local government shall only occur with no reduction in
11the quality of service to taxpayers; and
 
12    WHEREAS, Lake County and the 31st Legislative District
13would benefit from a study assessing how specific units of
14local government may be consolidated or dissolved; therefore,

2    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4CONCURRING HEREIN, that the Working Group on Local Government
5Consolidation is created to identify ways to eliminate barriers
6to consolidation and resolve certain discrepancies in the
7Illinois statutes governing local governments and special
8districts in Lake County and the 31st Legislative District; and
9be it further
 
10    RESOLVED, The Working Group shall consist of the following
11members:
12        (1) one member of the Senate appointed by the President
13    of the Senate, who shall serve as chair;
14        (2) one member of the Senate appointed by the Senate
15    Minority Leader;
16        (3) one member of the House of Representatives
17    appointed by the Speaker of the House;
18        (4) one member of the House of Representatives
19    appointed by the Minority Leader of the House;
20        (5) one member selected from recommendations provided
21    by the Lake County Board appointed by the Governor;
22        (6) one member selected from recommendations provided
23    by the Lake County Forest Preserve District appointed by
24    the Governor;

1        (7) three members selected by recommendations provided
2    by an association representing townships appointed by the
3    Governor;
4        (8) two members selected by recommendations provided
5    by an association representing fire protection districts
6    appointed by the Governor;
7        (9) two members selected by recommendations provided
8    by an association representing park districts appointed by
9    the Governor;
10        (10) one member selected by the College of Lake County
11    appointed by the Governor;
12        (11) two members from local elementary school
13    districts selected by recommendations provided by the
14    Superintendent of Schools appointed by the Governor; and
15        (12) two members from local high school districts
16    selected by recommendations provided by the Superintendent
17    of Schools appointed by the Governor; and be it further
 
18    RESOLVED, The Working Group shall meet periodically but no
19less than once every 3 months; the group shall meet in
20accordance with the requirements of the Open Meetings Act; and
21be it further
 
22    RESOLVED, That the Illinois Department of Revenue shall
23provide administrative support and technical assistance to the
24Working Group; and be it further

1    RESOLVED, The Working Group shall accept testimony and
2evidence from third parties, including comments from the public
3at large, in crafting their report to the General Assembly; and
4be it further
 
5    RESOLVED, That Working Group shall submit their report to
6the General Assembly no later than October 1, 2016; the report
7shall include findings including, but not limited to, the
8following issues as they occur in Lake County:
9        (1) an assessment of the number of units of local
10    government and the costs associated with each unit,
11    including salaries, expenses, and operating costs;
12        (2) an assessment of the units of local government are
13    engaged in intergovernmental cooperation efforts and what,
14    if any, cost savings such partnerships have resulted in;
15        (3) recommendations for the elimination of barriers to
16    consolidation;
17        (4) recommendations for the streamlining or
18    consolidation of units of local government; and
19        (5) recommendations for intergovernmental cooperation
20    potential.".
