AMENDMENT TO SENATE BILL 226

2    AMENDMENT NO. ______. Amend Senate Bill 226 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Prioritization of Urgency of Need for
8Services database.
9    (a) The General Assembly makes all of the following
10findings:
11        (1) The Department of Human Services maintains a
12    statewide database known as the Prioritization of Urgency
13    of Need for Services that records information about
14    individuals with developmental disabilities who are
15    potentially in need of services.
16        (2) The Department of Human Services uses the data on

1    Prioritization of Urgency of Need for Services to select
2    individuals for services as funding becomes available, to
3    develop proposals and materials for budgeting, and to plan
4    for future needs.
5        (3) Prioritization of Urgency of Need for Services
6    exists in order to provide assistance with services of
7    needs.
8        (4) Prioritization of Urgency of Need for Services is
9    available for infants, children, and adults with a
10    developmental disability who have an unmet service need
11    anticipated in the next 5 years.
12        (5) Prioritization of Urgency of Need for Services is
13    the first step toward getting services in this State. If
14    individuals are not on the Prioritization of Urgency of
15    Need for Services waiting list, they are not in queue for
16    State services.
17        (6) Prioritization of Urgency of Need for Services may
18    be underutilized by children and their parents or guardians
19    due to lack of awareness or lack of information.
20    (b) The State Board of Education may work with school
21districts to inform all students with developmental
22disabilities and their parents or guardians about the
23Prioritization of Urgency of Need for Services database.
24    (c) Subject to appropriation, the Department of Human
25Services and State Board of Education shall develop and
26implement a training program for pre-admission screening and

1independent service coordination agencies to train and provide
2all resources necessary for case workers in every public school
3in this State to register eligible students with the
4Prioritization of Urgency of Need for Services waiting list for
5services. If training is not provided to case workers, then the
6school district, working with the Department of Human Services,
7shall provide yearly opportunities for individuals to sign up
8for the Prioritization of Urgency of Need for Services waiting
9list.
10    (d) The State Board of Education, in consultation with the
11Department of Human Services, shall inform parents and
12guardians of students through school districts on the
13Prioritization of Urgency of Need for Services waiting list.".
