AMENDMENT TO SENATE BILL 226

2    AMENDMENT NO. ______. Amend Senate Bill 226 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Prioritization of Urgency of Need for
8Services database.
9    (a) The General Assembly makes all of the following
10findings:
11        (1) The Department of Human Services maintains a
12    statewide database known as PUNS or Prioritization of
13    Urgency of Need for Services that records information about
14    individuals with developmental disabilities who are
15    potentially in need of services.
16        (2) The Department of Human Services uses the data on

1    Prioritization of Urgency of Need for Services to select
2    individuals for services as funding becomes available, to
3    develop proposals and materials for budgeting, and to plan
4    for future needs.
5        (3) Prioritization of Urgency of Need for Services
6    exists in order to provide assistance with services of
7    needs.
8        (4) Prioritization of Urgency of Need for Services is
9    available for children and teens with developmental
10    disorders who need services of support.
11        (5) Prioritization of Urgency of Need for Services is
12    the first step toward getting services in this State. If
13    individuals are not on the Prioritization of Urgency of
14    Need for Services waiting list, they are not in queue for
15    State services.
16        (6) Prioritization of Urgency of Need for Services may
17    be underutilized by children and their parents or guardians
18    due to lack of awareness or lack of information.
19    (b) The State Board of Education may work with school
20districts to inform all students with developmental
21disabilities and their parents or guardians that the
22Prioritization of Urgency of Need for Services database is a
23resource that can assist them in obtaining services for their
24needs.
25    (c) The State Board of Education, in consultation with the
26Division of Developmental Disabilities of the Department of

1Human Services, shall develop and implement a training program
2for pre-admission screening and independent service
3coordination agencies to train and provide all resources
4necessary for case workers in every public school in this State
5to register all students in an individual setting who are
6designated as being developmentally disabled by their
7individualized education program (IEP) with the Prioritization
8of Urgency of Need for Services waiting list for services. If
9training is not able to be provided to case workers, then the
10school district, working with the Division of Developmental
11Disabilities of the Department of Human Services, shall provide
12yearly opportunities for people to sign up for the
13Prioritization of Urgency of Need for Services waiting list at
14organized events in the school district.
15    (d) The State Board of Education, in consultation with the
16Division of Developmental Disabilities of the Department of
17Human Services, shall inform parents and guardians of students
18and provide a 2-page information sheet on the Prioritization of
19Urgency of Need for Services waiting list and how to register
20during every IEP meeting, starting from early childhood until
21the student's 22nd birthday.".
