SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Illinois Veterans' Homes Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Illinois Veterans' Homes plates. Exempts issuance of Illinois Veterans' Homes plates from the requirement that 10,000 applications for the plates be received before the Secretary may issue the plates. Provides that the applicant shall pay an additional fee of $26 for original issuance of the plates, of which $11 shall be deposited into the Illinois Veterans' Homes Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $26 shall be charged for each renewal, of which $24 shall be deposited into the Illinois Veterans' Homes Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Illinois Veterans' Homes Fund shall be paid as grants to the Illinois Department of Veterans' Affairs to support the homes of Illinois' veterans.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Illinois Veterans' Homes Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Illinois Veterans' Homes plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as
15Illinois Veterans' Homes plates. The special plates issued
16under this Section shall be affixed only to passenger vehicles
17of the first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code. The requirement of
21Section 3-600 of this Code that requires the Secretary to not

1issue a series of special plates unless applications have been
2received for 10,000 plates of that series does not apply to
3plates issued under this Section.
4    (b) The design and color of the special plates shall be
5wholly within the discretion of the Secretary. Appropriate
6documentation, as determined by the Secretary, shall accompany
7each application.
8    (c) An applicant shall be charged a $26 fee for original
9issuance in addition to the appropriate registration fee, if
10applicable. Of this fee, $11 shall be deposited into the
11Illinois Veterans' Homes Fund and $15 shall be deposited into
12the Secretary of State Special License Plate Fund. For each
13registration renewal period, a $26 fee, in addition to the
14appropriate registration fee, shall be charged. Of this fee,
15$24 shall be deposited into the Illinois Veterans' Homes Fund
16and $2 shall be deposited into the Secretary of State Special
17License Plate Fund.
18    (d) The Illinois Veterans' Homes Fund is created as a
19special fund in the State treasury. All moneys in the Illinois
20Veterans' Homes Fund shall be paid, subject to appropriation by
21the General Assembly and distribution by the Secretary, as
22grants to the Illinois Department of Veterans' Affairs to
23support the homes of Illinois' veterans.
