| AMENDMENT TO SENATE BILL 3705

| AMENDMENT NO. ______. Amend Senate Bill 3705 by replacing | 3 |
| everything after the enacting clause with the following:

| "Section 5. The Public Community College Act is amended by | 5 |
| changing Section 2-25 as follows: | 6 |
| (110 ILCS 805/2-25) | 7 |
| Sec. 2-25. College and Career Readiness Pilot Program. | 8 |
| (a) The General Assembly finds that there is a direct and | 9 |
| significant link between academic preparation of students | 10 |
| being academically prepared for college and success in | 11 |
| postsecondary education and careers . Many students enter | 12 |
| college unprepared for the academic rigors of college and | 13 |
| require noncredit remedial courses to attain skills and | 14 |
| knowledge needed for regular, credit coursework. Remediation | 15 |
| lengthens time to degree, imposes additional costs on students | 16 |
| and colleges, and uses student financial aid for courses that |

| will not count toward a degree. All students entering college | 2 |
| take a college entrance exam or a placement test. These tests | 3 |
| All high school juniors take the Prairie State Achievement | 4 |
| Examination, which contains the ACT college assessment exam. | 5 |
| ACT test elements and scores can be correlated to specific | 6 |
| course placements in community colleges. Customized ACT test | 7 |
| results can be used in collaboration with high schools to | 8 |
| assist high school students to identify areas for improvement | 9 |
| and help to them close skill gaps during students' their senior | 10 |
| year. College Greater college and career readiness reduces will | 11 |
| reduce the need for remediation, lowers lower educational | 12 |
| costs, shortens shorten time to degree, and increases increase | 13 |
| the overall success rate of Illinois college students. | 14 |
| (b) Subject to appropriation, the State Board shall create | 15 |
| a 3-year pilot project, to be known as the College and Career | 16 |
| Readiness Pilot Program. Subject to appropriation, on July 1, | 17 |
| 2010, the State Board shall extend the current program for an | 18 |
| additional 3 years and include an additional 7 sites (or as | 19 |
| many as are allowed by available funding), as evidenced by the | 20 |
| effectiveness of the current program. If in any of these 3 | 21 |
| additional years, money is not appropriated for the program, | 22 |
| then the State Board shall extend the program for an additional | 23 |
| year. The goals of the program are as follows: | 24 |
| (1) To diagnose college readiness by developing a | 25 |
| system that aligns to align ACT scores or college placement | 26 |
| examinations to specific community college courses in |

| developmental and freshman curriculums. | 2 |
| (2) To reduce remediation by decreasing the need for | 3 |
| remedial coursework in mathematics, reading, and writing | 4 |
| at the college level through (i) increasing the number of | 5 |
| students enrolled in a college-prep core curriculum, (ii) | 6 |
| assisting students in improving college readiness skills, | 7 |
| and (iii) increasing successful student transitions into | 8 |
| postsecondary education. | 9 |
| (3) To align high school and college curriculums. | 10 |
| (4) To provide resources and academic support to | 11 |
| students to enrich the junior and senior year of high | 12 |
| school through remedial or advanced coursework and other | 13 |
| interventions. | 14 |
| (5) To develop an appropriate evaluation process to | 15 |
| measure the effectiveness of readiness intervention | 16 |
| strategies. | 17 |
| (c) The first year of the program extended created under | 18 |
| this Section by this amendatory Act of the 96th General | 19 |
| Assembly shall begin with the high school class of 2011 and the | 20 |
| high school class of 2012 (or such later classes if money is | 21 |
| not appropriated for the program in a given fiscal year) 2008 . | 22 |
| (1) In addition to the community colleges | 23 |
| participating in the program before July 1, 2010, the The | 24 |
| State Board shall select 7 additional 4 community colleges | 25 |
| (or as many as are allowable by available funding) to | 26 |
| participate in the program based on all of the following: |

| (A) The percentage of students in developmental | 2 |
| coursework. | 3 |
| (B) Demographics of student enrollment, including | 4 |
| socioeconomic status, race and ethnicity, and | 5 |
| enrollments of first-generation college students. | 6 |
| (C) Geographic diversity. | 7 |
| (D) The willingness of the community college to | 8 |
| submit developmental and introductory courses to ACT | 9 |
| for analysis of college placement. | 10 |
| (D) (E) The ability of the community college to | 11 |
| partner with local high schools to develop college and | 12 |
| career readiness strategies and college readiness | 13 |
| teams. | 14 |
| (2) The State Board shall work with ACT to analyze up | 15 |
| to 10 courses at each participating community college for | 16 |
| purposes of determining student placement and college | 17 |
| readiness. | 18 |
| (2) (3) Each participating community college shall | 19 |
| establish an agreement with a high school or schools to do | 20 |
| all of the following: | 21 |
| (A) Create a data-sharing agreement. | 22 |
| (B) Create a Readiness Plan Prescription for each | 23 |
| student, showing all of the following: | 24 |
| (i) The readiness status for college-level | 25 |
| work. | 26 |
| (ii) Course recommendations for remediation or |

| for advanced coursework in Advanced Placement | 2 |
| classes or dual credit and dual enrollment | 3 |
| programs. | 4 |
| (iii) Additional academic support services, | 5 |
| including tutoring, mentoring, and college | 6 |
| application assistance. | 7 |
| (C) Create college and career readiness teams , | 8 |
| which shall include the chief academic officer, the | 9 |
| chief student services officer, an institutional | 10 |
| researcher, faculty, and counselors or advisers | 11 |
| comprised of faculty and counselors or advisers from | 12 |
| the community college and high school, the college and | 13 |
| career readiness coordinator from the community | 14 |
| college, and other members as determined by the high | 15 |
| school and community college. The teams may include | 16 |
| local business or civic leaders. The teams shall | 17 |
| develop intervention strategies as follows: | 18 |
| (i) Use the Readiness Plan Prescription to | 19 |
| develop a contract with each student for remedial | 20 |
| or advanced coursework to be taken during the | 21 |
| senior year. | 22 |
| (ii) Monitor student progress. | 23 |
| (iii) Provide readiness support services. | 24 |
| (D) Retest students upon the completion of the | 25 |
| appropriate intervention in the spring of 2008 to | 26 |
| assess progress and college readiness. |

| (3) (4) The State Board shall work with participating | 2 |
| community colleges and high schools to develop an | 3 |
| appropriate evaluation process to measure effectiveness of | 4 |
| intervention strategies, including all of the following: | 5 |
| (A) Baseline data for each participating school. | 6 |
| (B) Baseline data for the Illinois system. | 7 |
| (C) Comparison of college entrance exams or | 8 |
| college placement scores, or both, within each group of | 9 |
| students ACT scores from March 2007 to March 2008 . | 10 |
| (D) Student enrollment in each applicable | 11 |
| intervention college in the fall of 2008 . | 12 |
| (E) Placement of college and career readiness | 13 |
| students in developmental and regular courses upon the | 14 |
| completion of the intervention and subsequent | 15 |
| enrollment in additional courses in the fall of 2008 . | 16 |
| (F) Retention of college and career readiness | 17 |
| students in the spring semester after enrollment of | 18 |
| 2009 . | 19 |
| (G) Other measures as selected by the State Board. | 20 |
| (5) The State Board shall work with participating | 21 |
| community colleges and high schools to establish | 22 |
| operational processes and a budget for college and career | 23 |
| readiness pilot programs, including all of the following: | 24 |
| (A) Employment of a college and career readiness | 25 |
| coordinator at each community college site. | 26 |
| (B) Establishment of a budget. |

| (C) Creation of college and career readiness | 2 |
| teams, resources, and partnership agreements. | 3 |
| (d) The second year of the program extended created under | 4 |
| this Section by this amendatory Act of the 96th General | 5 |
| Assembly shall begin with the high school class of 2012 and the | 6 |
| high school class of 2013 (or such later classes if money is | 7 |
| not appropriated for the program in a given fiscal year) 2009 . | 8 |
| In the second year of the extended program , the State Board | 9 |
| shall have all of the following duties: | 10 |
| (1) Analyze courses at 3 new community college sites. | 11 |
| (1) (2) Undertake intervention strategies through | 12 |
| college and career readiness teams with students of in the | 13 |
| classes class of 2012 and 2013 2009 . | 14 |
| (2) (3) Monitor and assist college and career readiness | 15 |
| graduates from the class of 2011 2008 in college. | 16 |
| (e) The third year of the program extended created under | 17 |
| this Section by this amendatory Act of the 96th General | 18 |
| Assembly shall begin with the high school class of 2013 and the | 19 |
| high school class of 2014 (or such later classes if money is | 20 |
| not appropriated for the program in a given fiscal year) 2010 . | 21 |
| In the third year of the extended program , the State Board | 22 |
| shall have all of the following duties: | 23 |
| (1) Analyze courses at 5 new community college sites. | 24 |
| (2) Add college and career readiness teams at 3 new | 25 |
| sites (from year 2 of the program). | 26 |
| (1) (3) Undertake intervention strategies through |

| college and career readiness teams with students of the | 2 |
| classes class of 2013 and 2014 2010 at 7 sites . | 3 |
| (2) (4) Monitor and assist students from the classes of | 4 |
| 2011 2008 and 2012 2009 in college. | 5 |
| (f) At the end of the 3-year extension of the program, the | 6 |
| State Board shall prepare and submit a report outlining its | 7 |
| findings and recommendations to the Senate and the House of | 8 |
| Representatives by filing a copy of its report with the | 9 |
| Secretary of the Senate and Clerk of the House of | 10 |
| Representatives no later than December 31, 2013.

| Section 99. Effective date. This Act takes effect July 1, | 13 |
