| AMENDMENT TO SENATE BILL 2119

| AMENDMENT NO. ______. Amend Senate Bill 2119 by replacing | 3 |
| everything after the enacting clause with the following:

| "Section 5. The School Code is amended by adding Section | 5 |
| 2-3.64b as follows: | 6 |
| (105 ILCS 5/2-3.64b new) | 7 |
| Sec. 2-3.64b. Innovation, Intervention, and Restructuring | 8 |
| Task Force. | 9 |
| (a) In keeping with the goals outlined in the federal | 10 |
| American Recovery and Reinvestment Act of 2009, the State of | 11 |
| Illinois hereby creates the Innovation, Intervention, and | 12 |
| Restructuring Task Force to develop recommendations for the | 13 |
| innovation, intervention, and restructuring of schools, | 14 |
| including those that need comprehensive or focused | 15 |
| intervention, as those terms are defined by this State's | 16 |
| proposal for participation in the No Child Left Behind |

| differentiated accountability pilot project. | 2 |
| (b) The task force shall consist of the following members: | 3 |
| (1) One chairperson, appointed by the Governor. | 4 |
| (2) Two additional members, each appointed by the | 5 |
| Governor. | 6 |
| (3) Two members appointed by the State Superintendent | 7 |
| of Education. | 8 |
| (4) One member appointed by the President of the | 9 |
| Senate. | 10 |
| (5) One member appointed by the Speaker of the House of | 11 |
| Representatives. | 12 |
| (6) One member appointed by the Minority Leader of the | 13 |
| Senate. | 14 |
| (7) One member appointed by the Minority Leader of the | 15 |
| House of
Representatives. | 16 |
| (c) The task force shall compile data, study, and, pursuant | 17 |
| to subsection (e) of this Section, report on all of the | 18 |
| following matters, among any others deemed relevant by the task | 19 |
| force: | 20 |
| (1) Ways in which this State can identify schools | 21 |
| requiring more intensive intervention. | 22 |
| (2) Strategies for strengthening leadership at | 23 |
| struggling schools and otherwise strengthening school | 24 |
| district capacity to effectively implement reforms and | 25 |
| ensure continuous improvement. | 26 |
| (3) Strategies that have been involved in successful |

| turnaround efforts and a template for evaluating | 2 |
| turnaround efforts. | 3 |
| (4) The autonomies, resources, and support that need to | 4 |
| be available to achieve and maintain over time a successful | 5 |
| turnaround. | 6 |
| (5) Mechanisms for model innovations to be captured and | 7 |
| shared across this State. | 8 |
| (6) The amount of funding necessary to accomplish any | 9 |
| and all strategies included in the task force's | 10 |
| recommendation. | 11 |
| (7) The identification of any statutory or regulatory | 12 |
| changes that would be necessary or helpful to promote | 13 |
| successful innovation, intervention, and restructuring. | 14 |
| (d) In developing its recommendations, the task force shall | 15 |
| compile relevant data. Moreover, the task force shall seek | 16 |
| input from appropriate organizations, including the Illinois | 17 |
| Education Association, the Illinois Federation of Teachers, | 18 |
| the Illinois Statewide School Management Alliance, ED-RED, the | 19 |
| Illinois Association of Regional Superintendents of Schools, | 20 |
| the Metropolitan Planning Council, the Illinois PTA, the Civic | 21 |
| Committee of the Commercial Club of Chicago, Voices for | 22 |
| Illinois Children, Action for Children, the Legislative | 23 |
| Education Network of DuPage County (LEND), the South | 24 |
| Cooperative Organization for Public Education (SCOPE), the | 25 |
| Ounce of Prevention Fund, the Illinois Business Roundtable, and | 26 |
| any other source deemed appropriate. |

| (e) The task force shall submit a comprehensive report to | 2 |
| the Governor, the General Assembly, and the State | 3 |
| Superintendent of Education not later than December 31, 2009. | 4 |
| The task force may, with the written approval of the Governor, | 5 |
| reconvene for the purposes of continued study and the | 6 |
| development of additional recommendations.

| Section 99. Effective date. This Act takes effect upon | 8 |
| becoming law.".
