SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.64b new

    Amends the School Code. Creates the Innovation, Intervention, and Restructuring Task Force for the purpose of developing strategies to allow for the innovation, intervention, and restructuring of schools, including those that need comprehensive or focused intervention. Requires the task force to submit its strategies for allowing intervention and innovation, in the form of recommendations, in a comprehensive report to the Governor, the General Assembly, and the State Superintendent of Education not later than December 31, 2009. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 2-3.64b as follows:
 
6     (105 ILCS 5/2-3.64b new)
7     Sec. 2-3.64b. Innovation, Intervention, and Restructuring
8 Task Force. The Innovation, Intervention, and Restructuring
9 Task Force is hereby created for the purpose of developing
10 strategies to allow for the innovation, intervention, and
11 restructuring of schools, including those that need
12 comprehensive or focused intervention, as defined by this
13 State's proposal for participation in the No Child Left Behind
14 differentiated accountability pilot project. The task force
15 shall consist of the following members:
16         (1) One chairperson, appointed by the Governor.
17         (2) Two additional members, each appointed by the
18     Governor.
19         (3) Two members appointed by the State Superintendent
20     of Education.
21         (4) One member appointed by the President of the
22     Senate.
23         (5) One member appointed by the Speaker of the House of

1     Representatives.
2         (6) One member appointed by the Minority Leader of the
3     Senate.
4         (7) One member appointed by the Minority Leader of the
5     House of Representatives.
6     The task force shall submit its strategies for allowing
7 intervention and innovation, in the form of recommendations, in
8 a comprehensive report to the Governor, the General Assembly,
9 and the State Superintendent of Education not later than
10 December 31, 2009. The task force may, with the written
11 approval of the Governor, reconvene for the purposes of
12 continued study and the development of additional
13 recommendations.
 
14     Section 99. Effective date. This Act takes effect upon
15 becoming law.
