To the
Honorable Members of the Illinois Senate,
96th
General Assembly:
Today, I return Senate Bill 1698
with specific recommendations for change. I thank the sponsors for their hard
work on this bill. During these troubling economic times, it is important that
we find ways to make sure that our students have the ability to finance a
higher education. I am recommending that the process of appointments in the
bill be changed. I believe that these changes will ensure that the task force’s
deliberations will be productive and representative of the interests of all
relevant stakeholders.
Therefore,
pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I
hereby return Senate Bill 1698, entitled “AN ACT concerning education.”, with
the following specific recommendations for change:
on page 2,
line 8, by replacing “executive director” with “Chairman”; and
on page 2,
line 12, by replacing “(4) Members” with “(4) Four members”; and
on page 2,
below line 18, by inserting “(D) one other member.”; and
on page 2,
line 19, by replacing “executive director” with “Chairman”; and
on page 2,
line 23, by replacing “Director of the Division of Financial” with “Secretary”;
and
on page 2,
line 24, by deleting “Institutions”.
With these changes, Senate Bill
1698 will have my approval. I respectfully request your concurrence.
