AMENDMENT TO HOUSE RESOLUTION 45

2     AMENDMENT NO. ___. Amend House Resolution 45 as follows:
 
3 on page 4, line 12, after "acted", by inserting ", except as
4 limited by these House Rules"; and
 
5 on page 6, line 12, after "subject to", by inserting "these
6 House Rules and"; and
 
7 on page 13, line 1, by replacing ", however," with ",
8 however,"; and
 
9 on page 13, line 2, before the period, by inserting "; this
10 Rule, however, is subject to the limitations of Rule 31"; and
 
11 on page 30, by replacing lines 19 through 23 with the
12 following:

1     "(g) Legislative measures may be discharged from the Rules
2 Committee only by unanimous consent of the House upon the
3 affirmative vote of 71 members elected or by petition. To
4 discharge by petition, a member must present to the Clerk a
5 motion in writing to petition discharge the Rules Committee
6 from consideration of the specified legislative measure. Only
7 one petition discharge motion may be presented for each
8 legislative measure, but a new motion may be filed if the
9 pending motion is withdrawn. The petition discharge motion
10 shall be placed in the custody of the Clerk, who shall arrange
11 a convenient place for the signatures of members. A member's
12 signature may be withdrawn by submitting a written request to
13 the Clerk at any time before a motion is placed on the Rules
14 Discharge Calendar. The Clerk shall make signatures a matter of
15 public record and shall also make the list of names available
16 to the public in electronic format. When 71 members of the
17 House have signed the motion, it shall be deemed adopted and
18 the legislative measure is immediately discharged from the
19 Rules Committee. Any legislative measure bill discharged from
20 the Rules Committee shall immediately be placed on the
21 appropriate order of business on the Rules Discharge Calendar
22 order of Second Reading and assigned standard debate status,
23 subject to Rule 52."; and
 
24 on page 46, by replacing lines 13 through 17 with the
25 following:

1     "31. Standing Order of Business. The Unless otherwise
2 determined by the Presiding Officer, the standing daily order
3 of business of the House is as follows:
4         (1) Call to Order, Invocation, Pledge of Allegiance,
5     and Roll Call.
6         (1.5) Rules Discharge Calendar."; and
 
7 on page 47, below line 18, by inserting the following:
 
8     "The Speaker or Presiding Officer may vary the daily order
9 of the business of the House, but only with respect to items
10 (2) through (23); items (1) and (1.5) must always be the first
11 orders of business.
12     This Rule may be suspended only by the affirmative vote of
13 71 members elected."; and
 
14 on page 62, below line 18, by inserting the following:
 
15     (House Rule 42.1 new)
16     42.1. Rules Discharge Calendar.
17     (a) The Clerk shall include a Rules Discharge Calendar on
18 the daily calendar and designate it as a separate part of the
19 daily calendar. The Rules Discharge Calendar shall contain 4
20 orders of business: Rules Discharge Calendar - Second Reading,
21 Rules Discharge Calendar - Third Reading, Rules Discharge

1 Calendar - Resolutions, and Rules Discharge Calendar - Motions.
2     (b) Whenever the House is on this order of business, each
3 principal sponsor of a legislative measure on the Rules
4 Discharge Calendar shall have the right to call that measure
5 for consideration by the House, but the Presiding Officer shall
6 determine the order in which those legislative measures are
7 considered.
8     (c) This Rule may be suspended only by the affirmative vote
9 of 71 members elected."; and
 
10 on page 62, line 22, after "Officer", by inserting ", except as
11 limited by Rule 31"; and
 
12 on page 63, by replacing lines 18 through 23 with the
13 following:
 
14 "may be necessary for its completion but may occur no earlier
15 than after the completion of standing order (1.5) of Rule 31.
16 Only matters that may otherwise properly be before the House
17 may be included in a special order.
18     (b) A special order shall appear on the Daily Calendar for
19 3 legislative days. This subsection (b) may be suspended only
20 by the affirmative vote of 71 members elected."
 
21 on page 64, below line 4, by inserting the following:
22     "(d) This Rule may be suspended only by the affirmative
