1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.755 as follows:
 
6     (30 ILCS 105/5.755 new)
7     Sec. 5.755. The 4-H Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-689 as follows:
 
10     (625 ILCS 5/3-689 new)
11     Sec. 3-689. 4-H license plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as 4-H license
15 plates. The special plates issued under this Section shall be
16 affixed only to passenger vehicles of the first division and
17 motor vehicles of the second division weighing not more than
18 8,000 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21     (b) The design and color of the plates is wholly within the

1 discretion of the Secretary of State. Appropriate
2 documentation, as determined by the Secretary, shall accompany
3 the application. The Secretary, in his or her discretion, may
4 allow the plates to be issued as vanity or personalized plates
5 under Section 3-405.1 of this Code. The Secretary shall
6 prescribe stickers or decals as provided under Section 3-412 of
7 this Code.
8     (c) An applicant for the special plate shall be charged a
9 $40 fee for original issuance in addition to the appropriate
10 registration fee. Of this fee, $25 shall be deposited into the
11 4-H Fund and $15 shall be deposited into the Secretary of State
12 Special License Plate Fund, to be used by the Secretary to help
13 defray the administrative processing costs.
14     For each registration renewal period, a $12 fee, in
15 addition to the appropriate registration fee, shall be charged.
16 Of this fee, $10 shall be deposited into the 4-H Fund and $2
17 shall be deposited into the Secretary of State Special License
18 Plate Fund.
19     (d) The 4-H Fund is created as a special fund in the State
20 treasury. All money in the 4-H Fund shall be paid, subject to
21 appropriation by the General Assembly and approval by the
22 Secretary of State, as grants to the Illinois 4-H Foundation, a
23 tax exempt entity under Section 501(c)(3) of the Internal
24 Revenue Code, for the funding of 4-H programs in Illinois.
