SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/2-204 new

    Amends the Public Utilities Act. Provides that it is the goal of the State that by January 1, 2015, 10% of the energy used in the State shall be derived from coal gasification or other clean coal technologies. Provides that by March 1, 2015, the Illinois Commerce Commission shall: (i) review the amount of energy derived from goal gasification by utilities under its jurisdiction; (ii) prepare a report concerning the findings of the review that creates future goals; and (iii) adopt rules to implement policies that are consistent with the future goals. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 2-204 as follows:
 
6     (220 ILCS 5/2-204 new)
7     Sec. 2-204. Commission review on clean coal technologies.
8     (a) It is the goal of the State that by January 1, 2015,
9 10% of the energy used in the State shall be derived from coal
10 gasification or other clean coal technologies.
11     (b) By March 1, 2015, the Commission shall:
12         (1) review the amount of energy derived from goal
13     gasification by utilities under its jurisdiction;
14         (2) prepare a report concerning the findings of the
15     review that creates future goals; and
16         (3) adopt rules to implement policies that are
17     consistent with the future goals.
 
18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
