SYNOPSIS AS INTRODUCED:

220 ILCS 5/2-204 new

Amends the Public Utilities Act. Provides that it is the goal of the State that by January 1, 2015, 10% of the energy used in the State shall be derived from coal gasification or other clean coal technologies. Provides that by March 1, 2015, the Illinois Commerce Commission shall: (i) review the amount of energy derived from goal gasification by utilities under its jurisdiction; (ii) prepare a report concerning the findings of the review that creates future goals; and (iii) adopt rules to implement policies that are consistent with the future goals. Effective immediately.

AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Public Utilities Act is amended by adding Section 2-204 as follows:

(220 ILCS 5/2-204 new)

Sec. 2-204. Commission review on clean coal technologies.

(a) It is the goal of the State that by January 1, 2015, 10% of the energy used in the State shall be derived from coal gasification or other clean coal technologies.

(b) By March 1, 2015, the Commission shall:

(1) review the amount of energy derived from goal gasification by utilities under its jurisdiction;

(2) prepare a report concerning the findings of the review that creates future goals; and

(3) adopt rules to implement policies that are consistent with the future goals.

Section 99. Effective date. This Act takes effect upon becoming law.
