Amends the Illinois Vehicle Code and the State Finance Act. Authorizes
special
license plates designated as Boy Scout and Girl Scout plates. Provides that the Secretary of State may issue Boy Scout plates bearing the Eagle Scout badge only to an applicant who submits written proof of Eagle Scout rank, by way of documentation from the National Boy Scout Council. Provides that the Secretary may issue Girl Scout plates bearing the symbol of the Gold Award only to an applicant who provides written proof of Gold Award status, by way of documentation from the National Office of the Girl Scouts of America. Provides that the Secretary shall make Eagle Scout Boy Scout plates and Gold Award Girl Scout Plates available to qualified applicants. Provides for
increased
fees for all Boy Scout and Girl Scout plates, to be deposited into the Secretary of State Special License Plate Fund and the Boy Scout and Girl Scout Fund. Creates the Boy Scout and Girl Scout Fund as a special fund in the State
treasury. Provides that all moneys in the Boy Scout and Girl Scout Fund shall, subject to appropriation by the General Assembly and approval by the Secretary,
be paid as grants, to be divided between the Illinois divisions of
the Boy Scouts of America and the Girl Scouts of America on a pro rata basis, according to the number of each type of plate sold.
Effective January 1, 2008. |

| Be it enacted by the People of the State of Illinois, | 3 |
| represented in the General Assembly:

| Section 5. The State Finance Act is amended by adding | 5 |
| Section 5.675 as follows: | 6 |
| (30 ILCS 105/5.675 new) | 7 |
| Sec. 5.675. The Boy Scout and Girl Scout Fund.

| Section 10. The Illinois Vehicle Code is amended by adding | 9 |
| Section 3-664 as
follows:

| Sec. 3-664. Boy Scout and Girl Scout license plates. | 12 |
| (a) The Secretary, upon receipt of an application made in | 13 |
| the form
prescribed by the Secretary, may issue special | 14 |
| registration plates
designated to be Boy Scout and Girl Scout | 15 |
| plates. The special plates issued
under
this Section shall be | 16 |
| affixed only to passenger vehicles of the first division
or | 17 |
| motor vehicles of the second division weighing not more than | 18 |
| 8,000 pounds.
Plates issued under this Section shall expire | 19 |
| according to the multi-year
procedure established by Section | 20 |
| 3-414.1 of this Code.

| (b) Except as provided in subsections (c) and (d), the |

| design and color of the plates shall be wholly within the | 2 |
| discretion
of the Secretary. Appropriate documentation, as | 3 |
| determined by the
Secretary, shall accompany the application.
| 4 |
| (c) The Secretary may issue Boy Scout plates bearing the | 5 |
| Eagle Scout badge only to an applicant who provides written | 6 |
| proof of Eagle Scout rank, in the form of appropriate | 7 |
| documentation from the National Boy Scout Council. The | 8 |
| Secretary shall make these plates available to qualified | 9 |
| applicants.

| (d) The Secretary may issue Girl Scout plates bearing the | 11 |
| symbol of the Gold Award only to an applicant who provides | 12 |
| written proof of Gold Award status, in the form of appropriate | 13 |
| documentation from the National Office of the Girl Scouts of | 14 |
| America. The Secretary shall make these plates available to | 15 |
| qualified applicants.
| 16 |
| (e) An applicant shall be charged a $40 fee for original | 17 |
| issuance
in addition to the appropriate registration fee, if | 18 |
| applicable. Of this fee,
$25 shall be deposited into the Boy | 19 |
| Scout and Girl Scout Fund as created by
this
Section and $15 | 20 |
| shall be deposited into the Secretary of State Special License
| 21 |
| Plate
Fund to be used by the Secretary to help defray the | 22 |
| administrative
processing costs. For each registration renewal | 23 |
| period a $27 fee, in addition
to the appropriate registration | 24 |
| fee, shall be charged. Of this fee, $25 shall
be deposited into | 25 |
| the Boy Scout and Girl Scout Fund and $2 shall be deposited
| 26 |
| into
the Secretary of State Special License Plate Fund.

| (f) The Boy Scout and Girl Scout Fund is created as a | 2 |
| special fund in the
State
treasury. All moneys in the Boy Scout | 3 |
| and Girl Scout Fund shall,
subject
to
appropriation by the | 4 |
| General Assembly and approval by the Secretary, be paid as | 5 |
| grants,
to be divided between the Illinois divisions of the | 6 |
| Boys Scouts of America and the Girl Scouts of America on a pro | 7 |
| rata basis, according to the number of each type of plate sold. | 8 |
| Grants shall be made to the county division in which the plates | 9 |
| are sold.

| Section 99. Effective date. This Act takes effect January | 11 |
| 1, 2008. |
