SYNOPSIS AS INTRODUCED:

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department may establish and administer a green cities grant program and a smart cities grant program.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Sections 605-980 and 605-981 as follows:
 
7     (20 ILCS 605/605-980 new)
8     Sec. 605-980. Smart cities grant program. Subject to
9 appropriation, the Department may establish and administer a
10 program to make grants to municipalities for urban preservation
11 and redevelopment as well as green technology. The Department
12 shall work in cooperation with local municipalities in order to
13 provide funds to meet the municipalities' identified public
14 infrastructure and urban improvement needs. The grant program
15 shall be permissive and subject to appropriation by the General
16 Assembly.
17     "Identified public infrastructure and urban improvement
18 needs" include plans adopted by the municipality that have the
19 following elements: an assessment of all public facilities and
20 services, including, but not limited to, roads and other
21 transportation facilities, sewers, schools, parks and open
22 space, and fire and police services. Any municipality that is
23 approved for grant moneys under this Section must develop a

1 5-year plan for the replacement and expansion of existing
2 public facilities or the construction of any new facilities
3 that are required to meet expected growth and economic
4 development. The plan shall be reviewed by the Department. The
5 plan must include a projection of when and where those
6 facilities will be required and an assessment of the
7 anticipated costs for replacement, expansion, or construction
8 of public facilities.
9     Municipalities receiving grant moneys under this Section
10 are encouraged to use local small businesses within the
11 municipality whenever possible.

13     Sec. 605-981. Green cities grant program. Subject to
14 appropriation, the Department may establish and administer a
15 program to make grants to municipalities whose buildings
16 conform with the United States Green Building Council's
17 Leadership in Environmental and Energy Design (LEED) rating
18 system. Grants may be used for new construction, existing
19 buildings, commercial interiors, core and shell development,
20 homes, schools, or neighborhood development. Grant moneys
21 shall be used for buildings, at any stage, that qualify as LEED
22 certified buildings. The grant program shall be permissive and
23 subject to appropriation by the General Assembly.
24     Municipalities receiving grant moneys under this Section
25 are encouraged to use local small businesses within the
