| Section 5. Legislative findings; purpose. The State | 7 |
| government is one of the largest consumers of energy in the | 8 |

| (2) the use of energy for electricity, heating, and cooling | 13 |
| of State buildings and transportation in State vehicles has a | 14 |
| significant impact on public health and the environment; and | 15 |
| (3) State agencies should set a strong example in energy | 16 |
| efficiency, water conservation, recycling, and waste reduction | 17 |
| to demonstrate cost-effective solutions to citizens, | 18 |
| businesses, and other government jurisdictions. | 19 |
| Section 10. Energy use; goal. All executive branch State | 20 |
| agencies shall make it a goal to reduce energy use in State | 21 |
| facilities by 10% within 10 years after the effective date of | 22 |
