1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-215 as follows:
 
7     (20 ILCS 605/605-215 new)
8     Sec. 605-215. Military Base Support and Economic
9 Development Committee.
10     (a) To make reports and act as a communications center for
11 issues relating to military base closures in the State, the
12 Military Base Support and Economic Development Committee is
13 created as an entity within the Department.
14     (b) The Committee shall be composed of 13 voting members:
15 the Lieutenant Governor; 4 members of the General Assembly, one
16 each appointed by the President of the Senate, the Senate
17 Minority Leader, the Speaker of the House, and the House
18 Minority Leader; and 8 members appointed by the Governor with
19 the advice and consent of the Senate that include appropriate
20 representatives from the counties, or adjoining counties, of a
21 military base site. The members appointed by the Governor shall
22 serve for terms of 4 years, except that the terms of the
23 initial members appointed by the Governor shall expire on July
24 1, 2009. General Assembly appointees shall serve for the
25 duration of the General Assembly in which the appointee is
26 appointed, but the appointee's term shall expire if the
27 appointee no longer remains a member of that General Assembly.
28 The Lieutenant Governor shall serve ex officio.
29     (c) The Governor shall appoint a chair from among the
30 members of the Committee. The Committee shall meet at the call
31 of the chair and shall meet not less than quarterly.
32     (d) Members of the Committee shall be reimbursed for actual

1 and necessary expenses incurred while performing their duties
2 as members of the Committee from funds appropriated to the
3 Department for that purpose.
4     (e) The Committee shall provide advice and recommendations
5 to the Department on the following:
6         (1) The formation of a strategic plan for State and
7     local military base retention and conversion efforts.
8         (2) The issues impacting the military bases in the
9     State, including infrastructure requirements,
10     environmental needs, military force structure
11     possibilities, tax implications, property considerations,
12     and other issues requiring State agency coordination and
13     support.
14         (3) The status of community involvement and
15     participation in retention efforts and the community
16     support for economic development before and after a
17     military base closing.
18         (4) The State's retention advocacy efforts on the
19     federal level.
20         (5) The development of impact studies concerning the
21     closing of a base on the community, housing, the economy,
22     schools, and other public and private entities, including
23     additional economic development ideas to minimize the
24     impact in the event of the base closing.
25         (6) The development of future economic expansion plans
26     for areas that are subject to the risk of a military base
27     closing.
28     (f) The Committee, in cooperation with the Department,
29 shall make an annual report to the Governor and General
30 Assembly concerning the progress of military base retention and
31 economic development efforts in areas of the State where a
32 military base has closed or may close.
33     (g) The Committee shall serve as the central information
34 clearinghouse for all military base closing and retention
35 activities. This shall include: (i) serving as a liaison
36 between the State and community organizations that support the

1 long-term viability of military bases; (ii) communicating with
2 the State's congressional delegation; and (iii) generally
3 coordinate the public, governmental bodies, and officials in
4 communicating about the future of military bases in the State.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
