Amend Senate Bill 678, AS AMENDED, with reference to page and line numbers of Senate Amendment No. 1, on page 3, by replacing lines 9 through 10 with the following: "were unauthorized, were above the limit allowed by an applicable State statute or were otherwise in violation of an applicable State statute, or were used for expenditures that were illegal or without a valid public".
