HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Illinois State Police (ISP) Chief Budget Officer Carol Rakers on the occasion of her retirement after 31 years of service; and

WHEREAS, Carol Rakers graduated from Bradley University in 1982 with a degree in accounting; she joined the ISP on September 4, 1984 as an Accounting and Fiscal Administration Career Trainee; she was promoted to Accountant II on August 1, 1985, serving through 1994 as a budget analyst; on November 18, 1994, she was promoted to Public Service Administrator, serving as an Assistant Budget Officer; and

WHEREAS, Carol Rakers was promoted to Senior Public Service Administrator on September 1, 2002, assuming the duties of the Chief Budget Officer; and

WHEREAS, Carol Rakers has served as ISP Chief Budget Officer for over 12 years; she was responsible for directing and coordinating the day to day operations related to the budget; she served as a subject matter expert on budgetary and fiscal matters to the Director, upper Command, and Illinois General Assembly staff; she also provided testimony at several legislative budget hearings; and

WHEREAS, Carol Rakers plans to enjoy her retirement by spending time with her son, Jack; and

WHEREAS, With Carol Rakers' retirement, goes a wealth of institutional knowledge, history, experience, and continuity; her retirement will be a loss to the Illinois State Police and the citizens of the State of Illinois; and

WHEREAS, Carol Rakers' retirement will be official on June 30, 2015; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Illinois State Police Chief Budget Officer Carol Rakers on her retirement after 31 years of service; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Carol Rakers as an expression of our esteem and respect.
