HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Illinois State Police
4(ISP) Chief Budget Officer Carol Rakers on the occasion of her
5retirement after 31 years of service; and
 
6    WHEREAS, Carol Rakers graduated from Bradley University in
71982 with a degree in accounting; she joined the ISP on
8September 4, 1984 as an Accounting and Fiscal Administration
9Career Trainee; she was promoted to Accountant II on August 1,
101985, serving through 1994 as a budget analyst; on November 18,
111994, she was promoted to Public Service Administrator, serving
12as an Assistant Budget Officer; and
 
13    WHEREAS, Carol Rakers was promoted to Senior Public Service
14Administrator on September 1, 2002, assuming the duties of the
15Chief Budget Officer; and
 
16    WHEREAS, Carol Rakers has served as ISP Chief Budget
17Officer for over 12 years; she was responsible for directing
18and coordinating the day to day operations related to the
19budget; she served as a subject matter expert on budgetary and
20fiscal matters to the Director, upper Command, and Illinois
21General Assembly staff; she also provided testimony at several
22legislative budget hearings; and

1    WHEREAS, Carol Rakers plans to enjoy her retirement by
2spending time with her son, Jack; and
 
3    WHEREAS, With Carol Rakers' retirement, goes a wealth of
4institutional knowledge, history, experience, and continuity;
5her retirement will be a loss to the Illinois State Police and
6the citizens of the State of Illinois; and
 
7    WHEREAS, Carol Rakers' retirement will be official on June
830, 2015; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11congratulate Illinois State Police Chief Budget Officer Carol
12Rakers on her retirement after 31 years of service; and be it
13further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Carol Rakers as an expression of our esteem and
16respect.
